HomeMy WebLinkAbout2.0 AdministrationVessels SUP 9/2/97 The subject tract is located on hunter mesa, approx. 3 miles southeast of rifle, on the north side of county road 333 and would be C acres in size. The tract slopes gently to the north and has an existing natural gas compressor facility. Land uses in the vicinity are largely agricultural and there are limited oil and gas industry uses located nearby. This proposal is for the construction and operation of a natural gas refrigeration plant, utilized in conjunction with the existing compressor facility. The facility would operate 24 hours per day, 7 days a week and would condense natural gas for storage on -site, within three, 34,000 gallon tanks. This material would be transported from the site weekly. The tract is within the AIR/RD zone district and the proposed use may be permitted pursuant to applicable portions of Section 5 of the zoning resolution. As an industrial operation, the applicant is required to submit an impact statement that addresses certain criteria. 1 ] The processing of the gas requires no water; however, water is proposed to be utilized in the operations building. This building would be equipped with toilet facilities and an approved, individual sewage disposal system is proposed. 2] No impacts to adjacent lands are expected as the surrounding area is uninhabited and agricultural in nature. Additionally, there would be no increase in the generation of vapor, dust, smoke, noise, glare or vibrations, and all operations would be pursuant to all applicable regulations. 3] The site would be completely fenced, thus eliminating impacts to wildlife and domestic animals and the fence is not expected to affect migratory patterns. 41 During construction of the facility, traffic would increase, which would return to current levels upon completion. After completion, the facility would continue to be monitored twice daily and service trucks would access the site, anticipated to be on a weekly or bi- weekly frequency. 5] Land adjacent to the site is agricultural and under the ownership of a single owner. No impacts to adjacent lands are projected. b] The impact statement contemplates little or no affects arising from the operation of the facility. The existing facility is operated in compliance with applicable regulations and all permits will be kept in force and updated. 7] Upon cessation of operations, the site would be rehabilitated including the removal of all fences, structures and tanks, and all disturbed areas would be revegetated. The applicant currently leases one acre, which would be expanded to a total of G acres to accommodate the proposed facility. The landowner has agreed to the development as proposed by the applicant. In terms of water, a well would be drilled to provide potable, sanitary, and water for domestic animals owned by the landowner. An application has been made to the state and if the permit is issued, the applicant should be allowed to develop the site with the proposed control room facility. if the permit is not issued the control room cannot include the contemplated lavatory facilities. Due tot he nature of the facility staff recommends the applicant file an emergency plan with the appropriate fire protection district and the Garfield county department of emergency management. Further, the site shall adhere to the wildfire policies observed by Garfield county. Based on this analysis, staff recommends approval, pursuant to the listed conditions.
