Please replace the prior submittal with this one which includes the following revised /additional documentation: General Submittal Requirements • Application Form: Add the parcel numbers of the properties that are involved in this application. The Parcel numbers have been added to the revised Application Form which is attached herewith. • Ownership: Provide a copy of the Deed demonstrating ownership of the parcel by Airport Land Partners Limited. A copy of the Deed is attached herewith. • Statement of Authority: Provide this document. You agreed to confirm with the County Attorney's Office that the Letter of Authority previously provided meets this requirement. • Adjacent Property Owners: Provide a list of the mailing addresses of the property owners within 200 feet of the subject parcels. The list has been provided under the section Impact Analysis. • Adjacent Property Owner Map: Provide a map that shows the names and parcels numbers of owners within 200 feet of the subject parcels. The map has been provided under the section Impact Analysis. • Mineral Ownership: Provide a list of the mailing addresses of the mineral owners /lessees for the subject sites. The list has been provided under the section Impact Analysis. • Pre - Application Conference Summery: Provide a copy of the conference summary. A copy of the conference summary has been prop ided. • Existing conditions map of the area prior to this development. The Site Plans submitted previously depict the existing condi -ions on the impacted sites. They have been annotated with the locations of the soil extraction parcels. The updated plans are attached hereto. Ms. Molly Orkild- Larson Site Plan Page 2 Fenbruary 22, 2013 The application has Soil Extraction Parcel maps with legal descriptions but where and on what properties are these sites located? Mapping has been provided under the Site Plan tab of the application but how these maps correspond with the Soil Extraction Parcel maps is unclear. Provide Site Plans for each of the subject sites as described in section 4 -203 (D). The Site Plans submitted previously have been updated to better depict the locations of the Soil Extraction Parcel Maps. In addition, the P.U.D. Plan: Garfield County Airport Industrial Park Complex has been annotated with the locations of the soil extraction parcels. The updated plans are attached hereto. Please provide the legal description for the Soil Extraction Parcel N1. The legal description for the Soil Extraction Parcel N1 is attached hereto. Erosion and Sediment Control Plan Provide plans for each of the sites where the soil was extracted and where the soil was deposited. The maps that have been provided are difficult to read. The erosion control plans have been annotated with the locations of the soil extraction parcels. The soil was deposited throughout the embankments on the airport development site. No specific locations can be identified. Impact Analysis Please provide detail narrative for each of the items under this section. A detail narrative has been provided for each item. Article 7 Standards, Divisions 1 and 2 Plea!:e provide narrative for the following sections. Detail narrative is attached for the requested sections being; Article 7, Division 1, Sections 7 -101, 7 -102, 7 -103 and Division 2, Sections 7 -203, 7 -205, 7 -206 7 -207 and 7 -212. At this time the application does not include all required information pe • Garfield County Regulations. The application is therefore deemed technically incomplete:. After reviewing the application it is unclear what portions of the Applicant's properties /Airport PUD were excavated and where the soil was deposited on the Garfield County airport land. It would be helpful to have an overall map showing the excavation and deposit locations accompanied by narrative explaining what occurred and why. The Planning Department will not process this application any further until the following information, listed below, has been provided to the satisfaction of this office. Please address the following items and submit three copies of the modified information to this office so that we may continue the review of this application. I would like to schedule a meting to review and discuss the items listed below and answer any questions you may have. General Submittal Requirements • Application Form: Add the parcel numbers of the properties that are involved in this aappliration. • Ownership: Provide a copy of the need demonstrating ownership of the parcel by Airport Land Partners Limited. • Statement of Authority: Provide this document. As per Section 4 -201 (B) of the Unified Lard Use Resolution of 2008, as amended (ULUR) the Planning Director can request additional information for the review of an application. If the applicant fails to correct the deficiencies within sixty (60) calendar days, the application shall be considered withdrawn and returned to the Applicant. The primary purpose of the soil extraction is to facilitate the upgrading of the airport runway complex to better serve business jet traffic. This upgrading required significant earthwork some of which was found difficult to contain within the airport property. The extent that the earthwork extends into the PUD covers an area of only 1.8 acres. Impacts related to this work are all covered by environmental assessments, permitting and mitigation measures undertaken for the earthwork on the airport which impacted approximately 360 acres.
