SWMP — attached Air pollution - attached Watershed Permit - attached GARFIELD COUNTY REGIONAL AIRPORT AIP PROJECT No. 3- 08- 0048 -18 0375 COUNTY ROAD 352, BUILDING 2060 RIFLE, CO 81650 SWMP STORM WATER MANAGEMENT PLAN Prepared by: Kelley Trucking Inc. 6201 McIntyre Street Golden, Colorado 80403 (303) 279 -4150 office (303) 279 -4799 fax INTRODUCTION This Storm Water Management Plan (SWMP) is intended to identify possible pollutant sources that may contribute pollutants to stormwater, and identify Best Management Practices (BMPs) that, when implemented, will reduce or eliminate any possible water quality impacts. The SWMP must be completed and implemented at the start of construction and revised as construction proceeds to accurately reflect the conditions and practices at the site. PROJECT DESCRIPTION The Garfield County Regional Airport Project is located at the West end of the runway and includes realignment of Country Road 319 and 346, relocation of dry creek, mass excavation, site grading, soil cement slope construction, crusher operations, utility relocations, water line installation, sanitary sewer installation, storm sewer installation, concrete box culvert installation, asphalt paving, striping, signage, and reclamation. SEQUENCE OF MAJOR ACTIVITIES The proposed sequence for major act vities will be constructed concurrently and in general follow the below pattern: initial erosion control and BMPs, clearing, mass excavation, site grading, utility installation and relocation, paving, strbing and signage. The mass excavation in general will be constructed in an east to west direction with excavation south of existing County Road 319 loaded and hauled to fills north of existing County Road 319. Any additional fill necessary for the project will be acquired from the north borrow area and placed in the north west fills of the west site. The utility, water, sewer and sanitary installations in general will be constructed in an east to west direction predominantly located adjacent proposed County Road 319 alignment. The site is generally vacant except for County Road 319, 346 and multiple utility services. Several small businesses are located at the ∎vest limit of the project adjacent to County Road 346 and the site -2- is dissected from east to west by County Road 319 and Dry Creek. The existing vegetation at the site is predominately grasses and sage brush providing approximately 65% ground cover. POTENTIAL POLLUTION SOURCES Concrete washout will be used on the project for the concrete box culvert and concrete flatwork construction. A soil cement plant will be staged onsite. Crushing operations will be staged onsite. A staging area will be located off the site and adjacent to the west hanger at the airport and will be utilized for site trailers, equipment storage and fueling. A staging area will be located on the site north of existing county road 319 for minimal equipment storage, fueling and materials storage. RECEIVING WATERS Storm water runoff from the project will go to dry creek and the final receiving water is the Colorado River. SITE MAP See attached site map. SWMP ADMINISTRATOR Jerry Sykora, Project Superintendent (303) 356 -5718 mobile IDENTIFICATION OF POTENTIAL POLLUTANT SOURCES All disturbed soils from mass excavation and utility excavation and backfill materials. Vehicle tracking of sediments. All loading, unloading and staging of materials shall take place at designated staging areas. Vehicle and equipment maintenance and fueling will occur at designated staging areas. Construction dumpsters shall be located at designated staging areas. Concrete truck cleaning and washing ■vill occur at the designated concrete washouts only. The soil cement plant operations will occur at the designated staging area. Crusher operations will occur at the designated staging area. BEST MANAGEMENT PRACTICES (BMPs) The following describes the site maragement procedures that will be implemented at the project in accordance with typical Best Management Practices. During construction activities and until final stabilization can be established control measures such as silt fence, vehicle tracking control, diversion ditches, temporary sediment basins, check dams, berms and surface roughening shall be installed and maintained during the site grading and construction process. Reference the erosion control plans for BMPs to be utilized during construction. These controls should be sufficient to mitigate the sediment discharged into the existing system. -3- Sediment and mud shall be prevented from leaving the construction site by placement of a stabilized construction entrances. The contractor is responsible for cleaning and general upkeep of existing public roads used for access. In the interim condition, water trucks should be maintained and utilized onsite for the duration of the construction period to minimize potential construction dust uprising. Cleaning and fueling of machinery should be done during dry weather, if possible. Washing of trucks and other equipment into the storm drainage system is prohibited. Spills or accidents shall be immediately reported to the SWMP Administrator and depending on the nature of the spill involved, the Colorado Department of Health, downstream users, or other agencies may need to be notified. Vehicle speed on all unpaved roads and disturbed areas shall not exceed a maximum of 30 mph. Speed limit signs shall be posted. 3. All disturbed soil shall be compacted on a daily basis to within 90% of maximum compaction. 4. All disturbed surface areas shall be rev€getated according to the information submitted by the applicant with the permit application. 5. Surface area disturbed shall be minimized as described in the information submitted by the applicant with the permit application. 6. Gravel entryways shall be utilized to prevent mud and dirt carryout onto paved surfaces. Any mud and dirt carryout onto paved surfaces shall be cleaned up daily. 7. READ ITEMS 5,6,7 AND 8) This permit is issued in reliance upon the accuracy and completeness of information supplied by the applicant and is conditioned upon conduct of the activity, or construction, installation and operation of the source, in accordance with this information and with representations made by the applicant or applicant's agents. it is valid only for the equipment and operations or activity specifically identified on the permit. 2. Unless specifically stated otherwise, the general and specific conditions contained in this permit have been determined by the APCD to be necessary to assure compliance with the provisions of Section 25- 7- 114.5(7)(a), C.R.S. 3. Each and every condition of this permit is a material part hereof and is not severable. Any challenge to or appeal of, a condition hereof shall constitute a rejection of the entire permit and upon such occurrence, this permit shall be deemed denied ab initio. This permit may be revoked at any time prior to final approval by the Air Pollution Control Division (APCD) on grounds set forth in the Colorado Air Quality Control Act and regulations of the Air Quality Control Commission (AQCC), including failure to meet any express term or condition of the permit. If the Division denies a permit, conditions imposed upon a permit are contested by the applicant, or the Division revokes a permit the applicant or owner or operator of a source may request a hearing before the AQCC for review of the Division's action. 4. This permit and any required attachments must be retained and made available for inspection upon request at the location set forth herein. With respect to a portable source that is moved to a new location, a copy of the Relocation Notice (required by law to be submitted to the APCD whenever a portable source is relocated) should be attached to this permit. The permit may be reissued to a new owner by the APCD as provided in AQCC Regulation No. 3, Part B, Section II.B. upon a request for transfer of ownership and the submittal of a revised APEN and the required fee. 5. Issuance (initial approval) of an emission permit does not provide "final" authority for this activity or operation of this source. Final approval of the permit must be secured from the APCD in writing in accordance with the provisions of 25- 7- 114.5(12)(a) C.R.S. and AQCC Regulation No. 3, Part B, Section III.G. Final approval cannot be granted until the operation or activity commences and has been verified by the APCD as conforming in all respects with the conditions of the permit. If the APCD so determines, it will provide written documentation of such final approval, which does constitute "final" authority to operate. Compliance with the permit conditions must be demonstrated within 180 days after commencement of operation. 6. THIS PERMIT AUTOMATICALLY EXPIRES IF you (1) do not commence construction or operation within 18 months after either the date of issuance of this permit or the date on which such construction or activity was scheduled to commence as set forth in the permit, whichever is later; (2) discontinue construction for a period of 18 months or more; or (3) do not complete construction within a reasonable time of the estimated completion date. Extensions of the expiration date may be granted by the APCD upon a showing of good cause by the permittee prior to the expiration date. 7. YOU MUST notify the APCD at least thirty days (fifteen days for portable sources) prior to commencement of the permitted operation or activity. Failure to do so is a violation of Section 25- 7- 114.5(12)(a), C.R.S. and AQCC Regulation No. 3, Part B, Section III.G.1., and can result in the revocation of the permit. You must demonstrate compliance with the permit conditions within 180 days after commencement of operation as stated in condition 5. 8. Section 25- 7- 114.7(2)(a), C.R.S. require: that all sources required to file an Air Pollution Emission Notice (APEN) must pay an annual fee to cover the costs of inspections and administration. If a source or activity is to be discontinued, the owner must notify the Division in writing requesting a cancellation of the permit. Upon notification, annual fee billing will terminate. 9. Violation of the terms of a permit or of the provisions of the Colorado Air Pollution Prevention and control Act or the regulations of the AQCC may result in administrative, civil or criminal enforcement actions under Sections 25 -7 -115 (enforcement), -121 (injunctions), -122 (civil penalties), -122.1 (criminal penalties), C.R.S. AIRS ID: 046/0002/002 Page 3 of 3 THE CITY OF RIFLE, COLORADO CONCERNING THE APPLICATION FOR A WATERSHED DISTRICT PERMIT OF BOARD OF COUNTY COMMISSIONERS OF GARFIELD COUNTY, COLORADO GARFIELD COUNTY REGIONAL AIRPORT RUNWAY EXTENSION FINDINGS OF NO IMPACT AND APPROVAL OF WATERSHED DISTRICT PERMIT NO. 2 -09 I. BACKGROUND 1. The Board of County Commissioners, Garfield County, Colorado (the "Applicant") applied to the City of Rifle (the "City ") for a watershed district permit to expand the runway at the Garfield County Regional Airport within the City's Watershed District jurisdiction generally shown on Exhibit A attached hereto and incorporated herein by this reference (the "Project "). The Project is located in Sections 13 and 14, T6S, R93W, southwest of the City and within five (5) miles of the City's Colorado River water intake structure. The Project is funded by the Federal Aviation Administration and Garfield County, Colorado and is shown on the construction plans prepared by Olsson Associates as AIP Project No. 3 -08- 0048 -18 dated July 9, 2009, and approved by the City August 25, 2009, as it may be amended (the "Plans and Specifications "). The Project also includes the relocation of certain utility improvements and the relocation of a portion of Airport Road and County Road 319. The Application was submitted pursuant to City of Rifle Ordinance No. 22, Series of 1994, codified in Article II of Chapter 13 of the Rifle Municipal Code and contained details for the construction of the Project and proposed standards. 2. The City received a letter from Jeff Simonson, P.E. of Schmueser Gordon Meyer, Inc. dated September 17, 2009 reviewing the Application (the "Simonson Letter "). The Simonson Letter is attached hereto as Exhibit B and incorporated herein by this reference. The Simonson Letter concluded that the activities related to the Project will not negatively impact the City's waterworks or water supply so long as they are performed in compliance with the Plans and Specifications. II. FINDINGS OF FACT 3. The proposed activity is within the defined boundaries of the City's Watershed District as defined in RMC § 13 -2 -20, specifically within five (5) miles of the City's Colorado River municipal water diversion and intake structure. The proposed activities include extension of the runway at the Garfield County Regional Airport, relocating water and sewer improvements, and relocating a portion of Airport Road and County Road 319. 4. The Application filed by Garfield County is complete. 5. The City waived the application fee required under RMC § 13 -2 -110. 6. Based on the Simonson Letter, the City finds that the proposed activities on the Property do not pose any risk to the watershed if proper Best Management Practices (BMPs) for drainage control are in place as set forth in the Plans and Specifications, and therefore makes a finding pursuant to Rifle Municipal Code 13- 2- 120(d) that the proposed activity will have No Impact on the City's waterworks or water supply so long as BMPs are in place and practiced by the Applicant. III. CONCLUSIONS OF LAW AND ISSUANCE OF PERMIT 7. The foregoing Findings of Facts are incorporated herein by reference. 8. The City has jurisdiction over the proposed activity pursuant to RMC §13 -2 -20 and City of Rifle Ordinance No. 22, Series of 1994. 9. Based on the Simonson Letter, the City hereby determines that this decision shall constitute a No Impact Watershed District Permit for the proposed extension of the runway at the Garfield County Regional Airport pursuant to Rifle Municipal Code §13- 2- 120(d); provided the Applicant practices BMPs as set forth in the Plans and Specifications to prevent any silt or other contaminants from reaching the Colorado River and complies with the conditions contained in the Simonson Letter. 10.
