Dear Mr. Jarman:
As the President of Airport Business Park Corporation, A Colorado. Corporation, General Partner
of Airport Land Partners Limited (ALP), a Colorado Limited Partnership, I am writing to
authorize the Board of County Commissioners, through their Airport staff and contractor PRT
Consulting, Inc., to process a Major Impact Review application regarding extraction of
construction materials from land owned by ALP within the Airport Industrial Park Planned Unit
Development aka "Garfield County Airport Industrial Pak Complex."
This land use permit is needed as part of the paper work for the now - completed Runway Re-
alignment Project in which construction materials were moved from ALP -owned land to county -
owned Airport property.
The application and .MIR hearing follow the 2011 PUD text and map amendment process which,
among other things, added "extraction and fill of soil" as a land use in all ten (10) zone districts
within the PUD. The resulting Resolution No. 2011 -40, recorded as Reception No. 806027 in
August of 2011, added land uses, consolidated all prior amending documents (1977 — 2001), and
reflected changes made in the County's Unified Land Use Resolution of 2008, as amended,
including the change from "Special Use Permit" to "Major Impact Review."

Complex Planned Unit Development (PUD) in order to build the new Garfield County Regional
airport runways and slope reconfiguration. The parcels affected within the PUD are zoned

both zone districts identify the extractic n and fill of soil requires a review through the Major Impact
Review process. The Applicant will need to verify whether a DRMS and Watershed Permits are
