Garfield County Community Development 108 8th Street #401 Glenwood Springs, CO 81601 Subject: Garfield County Land Use Code Amendments Kathy: Thank you for relaying the information to
me today that the County is currently in the process of amending their Land Use Code. Presently, Garfield County zoning allows for transmission lines (greater than 69Kv) to be located
only within the Resource, Rural or Public Lands districts with Limited Impact Review and approval. This means that transmission lines are not permitted in any other zone district in
the County. As we discussed, Public Service Company of Colorado (PSCo) is looking at future transmission line projects within the County. Potential alternative routes for these projects
could be located in zone districts that do not permit the use to occur. In lieu of going through the text amendment process to change this parameter of the Code, PSCo would like to take
this opportunity to formally request that transmission lines be a permitted use in all zoning districts with not more than a Limited Impact Review and approval process. We appreciate
this chance to expedite our request through tomorrow’s special meeting with the Board of County Commissioners. Please let me know if you have any questions or need anything else. Thank
you, Derek Holscher, Principal Agent Direct -303.571.7284 Cell-720.837.4742 derek.d, holscher@xcelener.qy.com
