through 8 of the Unified Land Use resolution. These Articles have been redlined by the Advisory Committee on the Land Use Code of Garfield County (“Code Committee”) to include their
recommendations for revisions to these Articles of the Code. The BOCC reviewed the Code Committee’s recommendations at a meeting held on September 4, 2012 and initiated the text amendment
process at that time. As the Planning Commission, the ULUR requires that you review these proposed text amendments and provide a recommendation to the BOCC based upon compliance with
the Review Criteria in Section 4-113.C. Upon the completion of your review, a motion to recommend approval, approval with conditions (modifications), or denial of the text amendment
will be forwarded to the BOCC for final review. Applications for a text amendment shall meet the following criteria: 1. The proposed text amendment is in compliance with any applicable
intergovernmental agreement, and 2. The proposed text does not conflict with State statutory provisions regulation land use. During the Phase II , Targeted Code Revision process, the
County contracted with Jeff Winston of Winston Associates and Doug Pratte of The Land Studio, Inc to assist in drafting the proposed code revisions. This consulting team will be attending
the October 24th meeting to present an overview of the redlined articles. This meeting has been noticed as a public hearing and a number of exhibits will be introduced. You will also
find in your binder behind pink divider sheets in Articles 3, 4, 7 and 16 additional redlines in regards to the Airport/Heliport Overlay as well as the additional standards for Airports,
Heliports, Landing strips, Helistops and Ultralight aircraft. These redlines are a culmination of work completed by the County’s Airport Manager, Brian Condie, and the airport consultant,
Peter Muller, of PRT Consulting who have specific recommendations to increase the usability and accuracy of these airport related sections. As with the Phase I revisions, please do not
hesitate to contact me if you would like to review these sections in advance of the scheduled hearings.
