CODE IMPROVEMENTS, PHASE II BACKGROUND At the December 19, 2011 BOCC, members of the Working Group requested the Board continue code revisions into a Phase II and recommended the Board
seek a consultant to assist in the facilitation and code-rewriting efforts. In January, Staff brought a draft RFP for the selection of a code consultant to the Board for review and approval
and shortly thereafter solicited the RFP for response. Submittals to the RFP were accepted until March 6th and have subsequently been reviewed by a 5-member panel including representatives
from staff, legal, Planning Commission, Board of County Commissioners and the recently appointed Code Committee. The 5-Member panel ranked each of the 7 submittals by 1) Company Background
and Experience, 2) Project Team, 3) Proposed Approach, 4) Fee Schedule/Price, and 5) References. Of the 7 submittals, the review panel selected the following code consultants as the
top 3 finalists: Submittals Final Average Score Winston Associates (Partnering with Land Studio) 72.6 TG Malloy Consulting (Partnering with BlueGreen and Garfield Hecht) 72.45 Kendig
Keast (Partnering with Leslie Lamont) 65.73 RECOMMENDATION Staff recommends the Board review the top 3 RFP Submittals as included in the packet information, make a selection for the
code consultant and authorize the chair to sign a contract with the selected consultant.
