HomeMy WebLinkAboutRequest for ProposalsREQUEST FOR PROPOSALS BACKGROUND Garfield County, Colorado is soliciting a Request for Proposals (RFP) from professional planning consultants to facilitate and draft revisions to the Unified Land Use Resolution of 2008, as amended (“The Code”) to eliminate unnecessary regulatory barriers that may discourage economic development in Garfield County; to streamline development procedures; to make the overall code more efficient; and to ensure the document is user-friendly. This code work is Phase II of revisions that were commenced in Spring 2011 (Phase I) and which are currently moving through the adoption process. The Board of County Commissioners (“the Board”) has appointed a 12 member Advisory Committee (“AC”) to provide input and guidance to the consultant and the Board as to recommended code changes. The consultant will build upon the code revisions in Phase I as the basis for further revisions. Phase I changes can be reviewed on the County’s website at http://www.garfield-county.com/building-planning/land-use-code-revision.aspx. The Board is looking to receive a recommendation from the AC and consultant on proposed Phase II code revisions within 6 months from the execution of a contract for services. SCOPE OF WORK The consultant will be responsible for the following responsibilities and deliverables: PART ONE Responsibilities:  Review Phase I code revisions  Review Interviews conducted with stakeholders in Spring 2011  Review Phase II recommended changes from Clarion Associate’s Assessment Report  Review Working Group’s recommendations for code changes, dated December 19, 2011  Facilitate bi-monthly meetings with the AC and staff  Lead discussion with the AC to develop a list of proposed Phase II code revisions, including public comment, and priority for completing the revisions  Present list of proposed Phase II code revisions to the Board Deliverable:  List of proposed Phase II code revisions PART TWO Responsibilities:  Draft code revisions  Present and review draft code revisions with AC, staff and legal counsel  Revise draft code iteratively, as necessary Deliverable:  Draft of revisions, up to 2 PART THREE Responsibilities:  Present draft code revision to the Board for review and modification  Revise draft code, as necessary to create final draft to move through adoption process Deliverables  Final Draft SUBMISSION REQUIREMENTS Proposals must be received no later than 5:00 p.m. March 6th, 2012. Submittal materials must be in .pdf format and submitted electronically to fredjarman@garfield-county.com. A receipt of confirmation will be sent. The proposal should include the following items: Statement of Interest Proposed Scope or Work/Deliverables Timeline Discussion of relevant experience and staff resumes Representative projects Proposed Cost estimate/budget References Additional information, as necessary A statement that the proposed will agree to the County’s standard professional services contract, copy attached. EVALUATION OF PROPOSALS The Board will make the final consultant selection. The Board reserves the right to request an interview/presentation from eligible firms. Upon notification of selection by Garfield County, the successful respondent will be required to deliver a final Scope of Work and contract. If the successful respondent is unwilling or unable to fulfill the agreement as required by the County, the Board has the right to request another respondent to enter into the contract with the County. The following criteria will be used to evaluate submitted proposals: 1. Knowledge of Garfield County land use code 2. Successful execution of similar projects 3. A reasonable scope of work and deliverables 4. Demonstrated ability to facilitate a diverse group 5. Demonstrated ability to draft reasonable and legal land use code regulations 6. All proposals will be evaluated based on their ability to complete and maximize services and deliverables within their proposed budget 6. Ability to complete the project in 6 to 8 months.
