Railroad Avenue, Suite D Parachute, CO 81635 Re: Garfield County Erosion and Sediment Control Plan Centralized Soil Treatment Facility Dear Mr. Winters: January 18, 2013 Olsson Associates (Olsson) has prepared a drainage report, stormwater management plan, and construction documents for use in the submittal of the Erosion and Sediment Control Plan. The project has been designed in accordance with the Colorado Oil and Gas Conservation Commission (COGCC) standards. The planned use of the site is a Centralized Soil Treatment Facility. Erosion and Sediment Control Plan a. Site Map: A location map and site plan can be found within the construction documents, sheets 3 and 4 of 7, respectively. b. Drainage Structures: Stormwater conveyance within the site consists of small diameter culverts and drainage swales. The run -off control is handled through the use of an on- site retention pond. Run -on control is handled with perimeter berms and swales. Information related to drainage structures can be found within the grading plan, sheet 5 of 7 of the construction plans. c. Topography: The existing and proposed topography is shown within the grading plan, sheet 5 of 7 of the construction documents. d. Grading Plan: The grading plan is sheet 5 of 7 of the construction documents. e. Soil Stockpile and Snow Storage Areas: Soil stockpiles and snow storage are anticipated to be within the inactive soil treatment cell. f. Drainage Plan: The drainage plan is within the Drainage Report, PDC Centralized Soil Treatment Facility, Garfield County, Colorado. g. Equipment Storage Areas: Equipment storage is anticipated to be off -site. h. Temporary Roads: An access road exists to the west of the project site. Roadway improvements are planned under a separate cover prepared by Olsson Associates. Areas of Steep Slope: Areas of steep slopes exist within the run -on and run -off control measures and are illustrated within the grading plan, sheet 5 of 7 of the construction documents. j. Construction Schedule: A construction schedule is being developed by PDC Energy Inc. k. Permanent Stabilization: Permanent stabilization shall be in accordance with the Stormwater Management Plan prepared by Olsson Associates. 1. Erosion Control Measures: Erosion control measures shall be in accordance with the Stormwater Management Plan prepared by Olsson Associates. m. Estimated Cost: Estimated costs are included in Attachment A of the Form 28 submittal to the COGCC, n. Calculations: Drainage calculations are within the Drainage Report, PDC Centralized Soil Treatment Facility, Garfield County, Colorado. o. Description of Neighboring Areas: The site is surrounded by oil and gas activity. p. Description of Stormwater Management Plan Concept: The stormwater management plan concept is described within the Stormwater Management Plan prepared by Olsson Associates. q. Hydrologic and Hydraulic Calculations: Hydrologic and Hydraulic calculations are within the Drainage Report, PDC Centralized Soil Treatment Facility, Garfield County, Colorado. r. Maintenance Requirements: The site shall be inspected and maintained in accordance with the Stormwater Management Plan prepared by Olsson Associates. s. Copy of Stormwater Management Plan application: The application can be found within the Stormwater Management Plan prepared by Olsson Associates. t. Additional Information: None. u.
