GENERAL: Vaulted wastewater systems are not permitted in Garfield County for any facility that will generate 2000 gallons or more of wastewater per day. A vault system as permitted by Garfield County is allowed only for limited use occupancy with a cumulative usage period ofless than one year and for occupancy of24 or less people, only on property which cannot accommodate a sewage treatment system. Vault systems are allowed on oil and gas well pads due to the limited development time frames and limitation of on site disturbance set by the Colorado Oil and Gas Conservation Commission, the United States Forest Service and the Bureau of Land Management. A vault, as permitted by the local board of health, shall have a minimum 1000 gallon effective capacity. B. TERMS AND CONDITIONS I. Minimum, horizontal distances from the various components of a system to pertinent terrain features, including streams, lakes, water courses, springs, wells, subsoil drains, cisterns, water lines, suction lines, gulches, dwellings, other occupied buildings and property lines, shall be in accordance with the following "Table of Minimum Horizontal Distances". 2. No vault system shall be installed in a flood way. 3. When a system is installed in a 100-year floodplain then the system shall meet or exceed the requirements of the National Flood Insurance Program. The system as approved by the Garfield County Building Official or his/her designated agent shall be designed to minimize or eliminate infiltration of floodwaters into the system, and discharge of the system into the floodwaters. 4. Only tanks that have been certified by the Colorado Department of Public Health and Environment shall be used for a vaulted system. 5. All tanks shall be installed in accordance with the manufacturer's specifications. 6. Watertight vaults shall not allow infiltration of groundwater or surface water and shall not permit the accidental or intentional discharge release of wastewater or liquids to the ground surface or to waters of the state. 1 7. Vaults shall not have an outlet unless designed to flow to another tank in series for the purpose of increasing holding capacity. Such outlets shall be water tight. 8. Tanks shall be so constructed and installed as to withstand earth and hydrostatic pressures when filled and when empty. 9. In locations where groundwater may cause instability problems to the vault due to flotation, the tank shall be anchored in a sufficient manner in order to provide stability when the tank is empty. The method of anchoring must be approved by the Garfield County Building Official or hislher designated agent prior to installation. The local authority may require the design of the anchoring system to be prepared by a Registered Professional Engineer. 10. Each vault unit shall be equipped with an access manhole located to pennit periodic physical inspection and maintenance of all the tank and removal of the waste contents. II. Components shall be so designed and constructed that when installed in accordance with manufacturer's recommendations, they shall be capable of being easily maintained, sampled, drained, pumped, inspected and cleaned. 12. The surface of the ground over the vault system must be restricted to activity or use which will allow the system to function as designed and which will not contribute to compaction of the soil or to structural loading detrimental to the capability of the vault to function as designed. 13. All metal surfaces shall be properly coated to prevent corrosion. 14. Plumbing fixtures, grease traps, building sewers, vents, sewer lines and other appurtenances shall be designed, operated and maintained so as to comply with the minimum requirements of the International Plumbing Code. 15. All wastewater lines used in individual sewage disposal systems shall be constructed of compatible pipe, bonding agent, and fittings. 16. Disposal of waste materials removed from a vault system in the process of maintenance or cleaning shall be accomplished at a site approved by Garfield County in a manner which does not create a hazard to the public health, a nuisance or an undue risk of pollution and which complies with state and local rules and regulations. 21. When the use of a vault system is tenninated or the vault system is relocated, the contents of a vault shall be properly removed and disposed of and the emptied vault shall be filled with soil or rock, or the Garfield County Building Official may allow the vault to be reused, removed and disposed of properly. Per our discussion, I attached the majority of the missing items needed to complete the Small Temporary Employee Housing permit submitted previously. The only item I am missing is the proof that the sheriff notification was sent out. Unfortunately the co-worker that I was going to have comb through my records to find it was out of the office today, so I was unable to obtain it. However, I will send it to you on Monday morning to complete the submission. Regarding the P.E. certification, our P.E. wanted to provide additional information for each point of the signoff sheet, so he attached a point-by-point breakout of the items listed in the TEH along with his stamp. I hope that this will be acceptable. In the spirit of providing a visual verification of the trailers and their configuration, our P.E. wanted to provide additional clarification about the camp itself, and the official form does not provide adequate space for P.E. comments. You will find that every point listed in the body of the TEH is addressed in the attachment, and our P.E. has provided a great deal of additional information which should be useful in the context of the visual verification. In addition, our nominated compliance officer's signature appears on the TEH forms. Per our discussion yesterday, I will provide the hard copies for your review when I return to the office on Monday. I appreciate you allowing me to submit the electronic forms prior to the hard copies. In addition, I will send you the powerpoint flow chart that we looked at so you will have it for future reference. Again, I really appreciate you taking the time to talk to Jennifer and I yesterday. We anticipate being able to meet GarCo's requirements from here on out on the small TEH housing sites. Have a great weekend and I will talk to you on Monday. The update on our Small TEH permit is as follows: • We are expecting to have the full P .E. stamp and compliance officer certification by the end of this week. • Our P.E. had an extensive discussion with Andy Schwaller last week, in which Andy indicated that the P.E. Certification serves as a visual account of rig site camp arrangements, rather than a true certification of 2003 IBC and IFC compliance. This information is helpful for us, and has helped us expedite our process, because it remedies our perceived discrepancies between the September 2008 onset ofthe new housing regs and the March 1, 2009 deadline for all mancamp trailers to be compliant with the 2003 IBC and IFC. Ijust spoke with our P.E. and he indicated that, given the clarification provided last week by Andy Schwaller, he is now comfortable with completing the TEH checklist and providing his P .E. stamp on this form. • Regarding your offer to send a CD of a TEH application completed by another operator, I would be greatly appreciative of this information ifit is available. In our previous discussions with Andy Schwaller, he seemed to indicate that no applications, complete with P.E. stamps, had been received to date. However, if this is not the case, we would benefit from any additional information you might be able to provide us. Our goal is to gain a complete understanding of Gar Co's TEH regs so that we can offer full compliance in a timely manner going forward. Again, your patience and generosity with us on our first permit under the new housing regs is greatly appreciated. Let's tentatively schedule the lOam meeting time this Thursday. We will be driving up from Denver that morning, so I doubt we will have any trouble making this appointment, however I will confirm and get back to you later this afternoon. Thanks again for taking time out of your day to help us understand the new housing regs. Have a great week and we will plan on seeing you Thursday morning, LD Lisa E. I have been very generous in regards to the amount of time given to this Checklist to become complete, but my ability to defend its incompleteness is becoming questionable. To this end, I will need to have this checklist complete by the end of this week (1/16/2009) or I will have to turn it over to Code Enforcement. This is over a month and half past the original submittal date. As this is the case, please send all updates/correspondenc e regarding this application via email so that it can be held on file. In regards to a meeting later this week, I will be in the office both Thursday and Friday. How does 10.00 AM on Thursday January 15 sound? If you would like, I can send you a CD of a completed Minor TEH application for you to review.
