Inc 10BV Laydown Yard GARFIELD COUNTY, COLORADO OLSSON ASSOCIATES ) OA Project No. 2010-0767 April 2010 82621 Y, Road 1 Grand Junction, CO 815051970.263.7800 1 Fax 970.263.7456 ) ) INTRODUCTION & OBJECTIVE This Basic Traffic Analysis summarizes the findings of a detailed traffic impact analysis prepared by URS Washington Group (URS) for Chevron North American Exploration and Production Company's Piceance Basin Natural Gas Development Program and details site specific data for the proposed 10BV Laydown Yard. The detailed analysis prepared by URS demonstrates Chevron's total impacts to County Road 204 and County Road 211 at full field operations that included a six (6) rig drilling program and associated operational uses. The proposed site is located about Y.. mile south of the terminal end of County Road 211 and approximately 4 miles north of the County Road 204/211 intersection. See Figure 1 in Appendix A. The proposed laydown yard will utilize an existing pad site reducing the impacts of construction. The proposed facility will be operated as a laydown yard for a period of 2-3 years and will then be released back to Drilling. The phases of operation include: • Facility Setup (1-2 days) • Operation (2-3 years) • Material and Equipment Removal and release to Drilling (1-2 days) It is expected that the lifespan of the site will be approximately 2-3 years. EXISTING NETWORK The proposed laydown yard and subject parcel will be accessed from County Road 211. County Road 211 is classified as a "Local" road and consists of a 16' unpaved driving surface. The road has a posted speed limit ot 35 mph. According to traffic cou,nts collected by Garfield County from October 8th, 2007 to October 16th , 2007 (CNAEP Traffic Impact Study -URS Washington Division) the ADT for -..--.. County Road 211 is 268 vehicles per day (vpd). This count included active drilling and completions --..-............. ~"... -. L .... 'i personnel and numerous contractors at multiple construction sites. County Road 211 is primarily utilized by Chevron's operational traffic. 2009 counts conducted at the Hiner Gate Guard Shack estimate ADT for County Road 211 at 177 vpd . This count included active drilling and completions ~---. personnel and numerous contractors at multiple construction sites. No drilling is scheduled for 2010 and operations will be limited to well completion activities and of a few construction sites. County Road 204 ADT is 388 vpd according to the October 2007 traffic counts. Impacts to this intersection will be limited. Laydown Yard Facility Basic Traffic Analysis 1 April 28, 2010 TRAFFIC PROJECTIONS Traffic projections are detailed in the analysis prepared by URS. This Basic Analysis is provided as a project specific supplement to the detailed impact report demonstrating full-build-out impacts of the Chevron Natural Gas Development. The proposed laydown will accommodate the storage of materials, equipment, and supplies that would be transported to and from the project site for use in the Chevron natural gas field. Storing the material, parts, and equipment at a single location will reduce the number and volume of regular material and parts deliveries from the warehouse in Grand Junction to the field and will decrease the overall traffic on the County road system. TRIP GENERATION/DISTRIBUTION Trip generation is generally determined using rates found in the ITE Trip Generation manual. Rates from this publication are used to assess the impacts associated with the vehicular traffic entering and exiting the site. In this case, the ITE Trip Generation manual does not contain any comparable rates for facilities similar to this proposed use. To estimate the number of trips expected for this site, information was gathered regarding Chevron's completion and SIMOPS data for the utilization of this site. The following table summarizes the expected average and maximum trips for each phase of the facility's lifespan. It should also be noted that the daily trips associated with the proposed facility are equivalent to the traffic impacts of Chevron's existing field operations for various approved construction projects, well pads and associated completion activities on the subject property. Therefore, with the exception of the 2 day facility set up and equipment removal intervals, there will be no net increase in traffic. Current ADT's and expected trip generation are shown in Figure 2 in Appendix B FACILITY SETUP PHASE Staging areas and temporary access points will not be required as the proposed facility will utilize an existing well pad. No grading or site disturbance will be required. The entrance into the subject property is permitted by the Garfield County Road and Bridge Department; therefore, no additional access permits are required. There will be no road closures or traffic interruptions. Due to the Laydown Yard Facility Basic Traffic Analysis 2 April2B, 2010 limited scope of this phase, the anticipated heavy truck traffic only equates to approximately 4 total trips. Heavy trucks will be utilized to deliver the products to be stored on-site from other active construction and well pad locations on the subject parcel and from off-site warehouse and rental yards to consolidate materials and better manage parts inventories. The remaining trips will be generated by light trucks during the installation process. Note: The majority of traffic associated with the set-up and operation of the proposed site would consist of vehicles that are already onsite. Most travel to and from the proposed laydown yard would occur from the private road north of Hiner Gate to the laydown yard site on County Road 211 (approximately Y. mile). AUXILIARY LANE ANALYSIS The detailed analysis prepared by URS finds that the existing roadway on County Road 211 can accommodate the additional traffic volumes generated by the entire Chevron Natural Gas Development Program with little or no impact to existing LOS. The addition of the small amount of traffic generated by the proposed laydown yard during the set up and removal phases does not increase turning volumes to the threshold required for auxiliary lanes. EXISTING PARCELS Current land 'Use on the parcel is primarily cattle grazing and natural gas development. The majority of existing traffic is related to Chevron's existing natural gas development activities. No access to state highways or railroad crossings will be required. RECOMMENDATIONS Based on the trip generation data outlined above, there. will be no si.g nificant increase in average daily traffic volumes as a result of the proposed project. Based on an analysiS of the current traffic volumes associated with the existing operations, operation of the proposed laydown yard will result in V no net increase in traffic. At no time will the operation of this facility generate an increase in traffic of 20 percent on any County, State or Federal road system.
