General Administrative Permit -Land Use Change Permit for an Archery Practice Range -Public Use City of Glenwood Springs Parks and Recreation South Canyon Practice Archery Range City
of Glenwood Springs Tom Barnes, City of Glenwood Springs, Parks and Recreation Director Original Site: Generally situated in Section 15, T6S, R90W, approximately 3% miles south of the
Interstate 70, South Canyon Exit and accessed by County Road 134. Supplemental Site: Generally situated in Section 2, T6S, R90W, y., mile south of the Interstate 70, South Canyon Exit
and accessed off County Road 134 at an existing driveway. Both sites are part of the overall 1800+ acre South Canyon City owned property (Assessor's Parcel #2183-113-00-020). Rural (R)
In conjunction with a Location and Extent Review for a Public Archery Practice Range, the City of Glenwood Springs has concurrently applied for a General Administrative Permit for a
Public Use in the rural zone district. The Location and Extent Application has previously been reviewed and detailed Staff Reports prepared dated April 25, 2012 and June 13, 2012 (copies
are attached). At a public hearing held on July 11th , the Planning Commission approved the Location and Extent Review for the Supplemental Site, located y., mile south of the 1-70 South
Canyon Exit, south of the Colorado River and located on the east side of County Road 134. The approval was documented by Planning Commission Resolution No. 2012-02. A copy of the Resolution
is attached.
II. Authority -Applicable Regulations A. The Land Use Tables contained in Section 3-501 of the ULUR, designate Public Use within the Rural Zone District as requiring Administrative Review.
B. Section 4-104 of the ULUR sets forth the Administrative Review Procedures. All requirements have been met, including the notice requirement to adjacent property owners within 200
ft. The Applicant has provided proof of mailing by submitting certified return receipts for the notice. C. The Application has been reviewed based on applicable portions of the ULUR
concurrently with the Location and Extent Review process. III. Staff Analysis 1. Previous Staff Reports contain extensive details on the two sites, layout and improvements for the proposed
practice archery range, comprehensive plan compliance, referral comments, and public comments. 2. Copies of all referral comments and public comments are attached with this supplemental
Staff Report. The alternative Site 2 was proposed by the Applicant in response to public comments regarding the initial Site 1 including compatibility with surrounding properties, impacts
on wildlife, operations, management, monitoring, and the fact that the site was an historic school site. 3. Supplemental Site 2 offers significant improvements including access, compatibility,
operational enhancements, utilizing existing improvements and minimizing any additional site disturbance. The findings and recommendations in the June 13th Staff Report supports the
Supplemental Site 2 as appropriate for the proposed use. 4. Some of the concerns noted in the previous Staff Report were recognized as General Administrative Permit issues and they were
anticipated to be addressed by Conditions of Approval associated with this site specific review. Key topics for which conditions of approval are appropriate are summarized below: • Access
Permits and improvements for access off of County Road 134 • Parking Areas and Access Driveway • Coordination with Historic Preservation • Operations related to safety and signage •
Operations related to sanitation and water • Overall site ownership and management • Public Usage • Operations related to seasonal and intermittent use 2
IV. Suggested Findings and Recommendations The Staff Analysis supports a finding that the City of Glenwood Springs Archery Practice Range -Public Use, Supplemental Site 2, is in compliance
with Article III, and other applicable Sections of the ULUR, subject to the following conditions: 1. All representation of the Applicant contained in the application shall be considered
conditions of approval unless specifically modified by the Director Decision. 2. Prior to operation of the facility the Applicant shall obtain a Driveway Access Permit from the County
Road and Bridge Department and shall install all required improvements in accordance with the terms of the access permit. 3. Prior to operation of the facility, the parking area and
access driveway shall be graveled and/or re-graded to address any drainage or ponding concerns. 4. Prior to operation of the facility, the Applicant shall install and maintain safety
and rules of operation signage along with any additional fencing or delineation of the archery practice area, in compliance with recreational/archery range industry standards to ensure
the safety of the participants and the public. 5. Prior to operation of the facility, the Applicant shall formalize an operational guideline document that addresses: (a) the requirement
for providing temporary potable water and sanitation facilities (porta-potties) for special events; (b) policies for avoiding or dealing with emergency sanitary needs; (c) emergency
response or communication procedures; and (d) safety signage or fencing consistent with City policies along the railroad right-of-way. 6. The City shall maintain ownership and management
of the site. It shall be kept in a clean and safe condition including operational policies addressing: (a) a carry-in and carry-out trash policy until such time as a more formal trash
management plan is developed; (b) weed management for the site shall be provided including removal of noxious weeds consistent with the County's weed management policies/regulations;
(c) periodic maintenance of parking areas and the access driveway including additional gravel and/or treatment with dust suppressing surface hardening chemicals; (d) unless modified
by future applications or amendments the site shall remain a public facility not to be limited as in a private club; (e) the site shall be operated in accordance with all standard City
of Glenwood Springs safety and insurance policies and insurance coverage by the City shall be maintained for the site and archery use. 7. Use of temporary shade shelters are permitted.
Construction of future permanent shade structures, sanitary facilities or enclosures may be reviewed and considered non-substantial amendments to the approvals and reviewed 3
accordingly. Any such structures will comply with the County's Building Permit requirements as applicable. 8. Operation of the site may include pathways to view historically significant
ruins, interpretive signage, and other similar improvements. The archery practice range shall be operated and designed in a manner to not disturb or impact any historically significant
ruins as may be further delineated and evaluated by the Glenwood Springs Historic Preservation Commission. 9. The site shall be operated on a seasonal basis consistent with the Applicant's
representation with operations generally limited to Spring, Summer and early Fall periods. 10. Should the use be permanently discontinued, the site shall be reclaimed to a natural or
historic condition. This may include re-vegetation, additional weed removal, site clean-up, and historic preservation. Improvements related to access to historic sites including parking
areas may remain subject to ongoing management by the City. 4
