All representation of the Applicant contained in the application shall be considered conditions of approval unless specifically modified by the Director Decision. 2. Prior to operation of the facility the Applicant shall obtain a Driveway Access Permit from the County Road and Bridge Department and shall install all required improvements in accordance with the terms of the access permit. 3. Prior to operation of the facility, the parking area and access driveway shall be graveled and/or regraded to address any drainage or ponding c.oncerns. 4. Prior to operation of the facility, the Applicant shall install and maintain safety and rules of operation signage along with any additional fencing or delineation of the archery practice area, in compliance with recreationaVarchery range industry standards to ensure the safety of the participants and the pUblic. 5. Prior to operation of the facility, the Applicant shall formalize an operational guideline document that addresses: (a) the requirement for providing temporary potable water and sanitation facilities (portapotties) for special events; (b) policies for avoiding or dealing with emergency sanitary needs; (c) emergency response or communication procedures; and (d) safety signage or fencing consistent with City policies along the railroad right-of-way. 6. The City shall maintain ownership and management of the site. It shall be kept in a clean and safe condition including operational policies addressing: (a) a carry-in and carry-out trash policy until such time as a more formal .trash management plan is developed; (b) weed management for the site shall be provided including removal of noxious weeds consistent with the County's weed management policies/regulations; (c) periodic maintenance of parking areas and the access driveway including additional gravel and/or trealment with dust suppressing surface hardening chemicals; (d) unless modified by future applications·or amendments the site sball remain a public facility not to be limited as in a private club; (e) tbe site shall be operated in accordance with all standard City of Glenwood Springs safety and insurance policies and insurance coverage by the City shall be maintained for the site and archery use. 7. Use of temporary shade sbelters are permitted. Construction of future permanent shade structures, sanitary facilities or enclosures may be reviewed and considered non-substantial amendments to the approvals and reviewed accordingly. Any such structures will comply with the County's Building Permit requirements as applicable. 8. Operation of the site may include pathways to view historically significant ruins, interpretive signage, and other similar improvements. The arcbery practice range shall be operated and designed in a manner to not disturb or impact any historically significant ruins as may be further delineated and evaluated by the Glenwood Springs Historic Preservation Commission. 9. The site shall be operated on a seasonal basis consistent with the Applicant's representation with operations generally limited to Spring, Summer and early Fall periods. 10. Should the use be permanently discontinued, the site shall be reclaimed to a natural or historic condition. This may include re-vegetation, additional weed removal, site clean-up, and historic preservation. Improvements related to access to historic sites including parking areas may remain subject to ongoing management by the City.
