Condition 2: A copy of the driveway access permit with email confirmation from the County Road and Bridge Department. Condition 3: A site visit was conducted and photo documentation shows improved parking, access driveways, and pathways with a gravel surface, evidence of re-grading and correction of drainage issues, Condition 4: Safety signage and fencing was noted on the site visit. Condition 5: Copies of the City Policies/Permitting for special events (including sanitation), noted by email their use of the 911 emergency phone systems, provided a copy of information on their fencing, and emergency signage has been installed on the site. The Applicant also noted that the frontage on the railroad right-of-way has an existing fence. "'" 'Andrew Carnegie 1 Purpose City of Glenwood Springs Parks and Recreation Department Parks and Cemetery Division Maintenance Standards This manual of park and cemetery maintenance standards has been developed to serve as a general guide to indicate the frequency of maintenance or intent for city parks, cemeteries, facilities and related properties. Efforts are ongoing to balance requests for increases in service areas with resource availability and concerns for safety. Staffing Current department staff consists of one superintendent, six full time employees and a summer seasonal staff of potentially twelve people. Many of the summer seasonal staff works less than a full 40 hour week. Seasonal employment begins with a few employees in April, full staff in June and reduces to zero in October. Turf care Ball Fields, cemetery and playground areas: Priority areas are the high use athletic fields and the cemetery, particularly the time leading up to Memorial Day, July 4th holiday and Labor Day. Grass is to 4 inches once every five working days or more frequent, depending upon grass growth. Fertilizer is applied in fall and spring as directed by soil analysis. Aerate sports fields a minimum of twice per year. Use weed control measures as needed. Paint field lines weekly during the competition season. Irrigation frequency follows rainfall, temperature, seasonal length and demands of plant material. Disposal of leaves is accomplished with on site mulching in the fall. Some of the grass areas are as follows: Sayre ball field Vogellar ball field Two Rivers ball field Glenwood Park Soccer field Sopris Field Rosebud Cemetery Additional lower priority turf areas 70,000 ft square 33,000 59,000 58,000 157,000 293,000 289,000 City owned open spaces: Areas such as the River Trail, Atkinson Ditch Trail, Glenwood Canyon path, Red Mountain trail, 12'h Street Ditch, Glenwood Canyon by the Vapor Caves, Park East river bank, the path between the airport and Park East, South Canyon and the Community Center path to 8th Street all require infrequent damage repair, sweeping, rock and trash removal, weed control, and graffiti removal. Irrigation operation Approximately 50 systems have back flow prevention devices that must be certified yearly at the time of initiation. System size ranges from multi-acre sites to small drip systems. When the backflow device is protected from freezing, individual systems can begin to be charged with water during the second week of April. Individual sprinkler heads are to be inspected for damage and efficient operation as time allows or when notified of a problem. Additional maintenance will be performed during the course of the irrigation season. Staff must be ready to make prompt repairs resulting from vandalism, pipe failure or other damages. As a result, a large inventory of typical repair parts must be readily available. With a completion goal of the third week of October, all systems need to be purged of water to prevent freeze damage. Infield care Infields utilized for five softball/baseball fields are dragged, watered and lined once per day from mid -April to mid-October based on game schedule and dragged as needed during practice season. Attempts will be made to remove water following rain events during normal staff working hours. Special accommodations can be made for tournaments on weekends given sufficient notification. Snow removal Removal operations begin the same day as accumulations of Yz inch of snow is present. Snow will be removed from bridges, sidewalks, stairs, trails and parking lots by use of a variety of hand tools, equipment and snow melting products. A yearly schedule of weekend staffing will be supplemented with a winter on call schedule to assist in snow removal on weekends and on holidays. Snow removal priority varies with the diversity of equipment in operation and the number of people available on any given day. Removal options include truck mounted plows, hand shoveling, small tractor mounted plows and large snow blowers. Snow removal locations are listed from high to lower priority: Community Center main parking lots and sidewalk access points The pedestrian bridge over the Colorado River parallel with Grand Avenue, the approaching steps and to 6th Street City Hall sidewalks and steps Path from Community Center to 8th Street 7th Street parking lot steps Pedestrian Mall area and 7th Street Restrooms Centennial, Axtel and Sayre Parks; 12th street ditch crossings and the 27th Street Bridge Two Rivers Park and the River Trail Veltus Park Parking lot Veltus Park interior trails Midland A venue sidewalk Devereux Road sidewalk Gregory and Downey Park Donnegan Road sidewalk Sopris Park trail Park East trail Traver Trail path Community Center outlying parking lots Rosebud Cemetery Glenwood Canyon trail Sayre Park parking lots Shelter reservations Reservations made by citizens for the seven park shelters will be posted daily in the morning ofthe appointed day. Group sizes using the shelters typically consist of 50 people and have been as large as several hundred at one event. Removal of trash and inspection of the facility will be made at that time. Restrooms that may be available at that park will be cleaned. Picnic shelter areas power washed monthly. Additional trash containers in the park but not adjacent to the shelter will then be emptied. Dog waste collection bag dispensers are to be replenished as needed. Repair and paint picnic tables as needed. The overall condition of the parks will be assessed as employees are performing daily duties. Restroom Facilities The park system is composed of 6 permanent facilities that are operable in the summer months and shut down for the cold months. Additionally, there is one location that has heat and is operable year round. Parks maintenance staff performs daily inspections for vandalism, graffiti and for cleaning purposes. There are 5 park sites that do not have permanent facilities. These 5 sites utilize multiple portable toilets, rented seasonally, generally from April through October, with contracted service (cleaning and pumping) 2-3 times weekly. Pruning Frequency dictated primarily by species and variety of trees and shrubs. Timing usually scheduled to coincide with low demand periods and staff availability. Street trees trimmed by staff performed from ground positions. Aerial and technical arboreal work is contracted out. Stumps ground out and replacement trees planted as needed by staff. The Urban Forestry Plan will be followed in conjunction with standards set by the International Society of Arborists. Cemetery maintenance Graves are dug by staff as needed and then restoration efforts are put in place. Mowing is to be completed every 5 days. Trim work around each grave stone approximately every 5 days. Irrigation water is applied as needed. Fertilizer and amendments are applied twice per year. Tree trimming is planned for late autumn and winter, performed as needed or scheduled with contractors. Herbicides are applied as needed. Assist with maintenance of hi storic Linwood Cemetery as needed. Floral plantings Downtown flower posts are watered daily from late May through September. Work performed to clean additional flower beds in the spring, to fertilize, remove dead flower heads and repair vandalism as needed. Watering is performed predominately by hand but some irrigation system maintenance is performed as needed. Fall bulb plantings installed where appropriate. Additional municipally owned landscape is generally observed daily with maintenance provided as needed or when notified. Downtown Business District Clean 7th Street restroom daily. Empty the non -contracted trash containers 3 timer per week. Change street pole banners 3 times per year. Flush pedestrian walkway between 71h and Slh Streets once per year. Empty the cigarette receptacles biweekly. Assist with installing holiday decorations in Centennial Park. Remove or mask graffiti as soon as possible. Repair vandalism promptly as needed. Special Events Typical event activities include clean-up from the 41h of July fireworks, cleaning Two Rivers Park following Summer of Jazz events and assisting in the set up for Strawberry Days. Irrigation heads are located for numerous special events during the summer. Efforts are coordinated for soccer camps, car shows and a Farmers Market. Invasive weed control Conduct site inspections and spot spray invasive weeds in accordance with state standards. Additional mowing and trimming is performed at numerous non park locations. Miscellaneous Activities Assist with yearly Christmas tree recycling program. Install and remove holiday lighting in selected locations. Provide partial staffing for ice rink surface maintenance From November through March. Perform site inspections once per week at the white water park. Mow grass and weeds at the Dog Park. Roll up and down tennis court screens at seven courts for the winter and spring.
