ZONING I. DESCRIPTION OF THE PROPOSAL The Special Use Permit (SUP) application is for "Processing and Material Handling of Natural Resource" for the installation of a natural gas compressor
station on 7.2 acres of 45,00-acre property owned by EnCana Oil & Gas (USA) Inc. The site is shown on the map at right, and is near the intersection of roads 401 and 402 near the Rio
Blanco County line. The Story Gulch Compressor Station would consist of fourteen (14) natural gas driven compressors; fourteen (14) air coolers; an outdoor electrical substation; two
(2) power distribution centers; a generator building; two (2) power distribution centers; a generator building; launcher/receivers; four (4) slug catchers; vessels for separation and
liquids storage; regenerator contactors; blowdown stack; eight (8) 1200-barrelliquids storage tanks/vapor recovery units; and three buildings for pumps, fuel gas and control/maintenance.
The installation of the engines is proposed to be incremental, with two (2) compressors slated for 2009. Gas field development will be the impetus for the number of compressor units
installed each season. The NG-driven compressors are proposed to be installed outdoors as temporary units and replaced with electric-driven units that would be enclosed in a building

of a natural gas compressor station, EnCana Oil & Gas (USA) Inc. 7.2 acres of a 45,000-acre applicant-owned parcel ID # 1917-274-00-012 The subject property is located on 401 Road approximately
12 miles northwest of Parachute, generally described as SWSE,SESW, Sec. 34, T4S, and NENW,NWNE, Sec 3, T5S in R96W of the 6th P.M. Resource Lands (Plateau), Adjacent:: Open Space (BLM)
The electric power is to be provided by a new 230,000-volt power line proposed to be constructed from Encana's Middle Fork Compressor Station. The substations and power distribution
center will house electrical transformers necessary to regulate and distribute the power, and outdoor equipment will step-down the power to lower, usable voltages for the compressors.
Because this application is being processed under the 'old Code' Section 5.01.01 applies. Under Section 5.01.01 (Supplementary Use Regulations) it states: BDce Referral: Story Gulch
Compressor Station J 15109 DD Utility Facilities: Nothing in these regulations shall be construed to prohibit construction or installation of a public utility use or structure necessary
for transmission of commodities or seNices of a utility company from a main or distribution line to a private consumer. Mains or distribution lines shall be special uses in any zone
district. Storage, maintenance and business offices shall be restricted to their appropriate zone district and regulated in accordance with such non-utility uses. (A. 81-145) Because
the power line is not one from a utility provider as a main or as one for distribution (rather it is ? line from the company's facility to another of its facilities), it does not require
a special use permit frol Garfield County. II. AUTHORITY Section 9.03.04 of the Zoning Resolution of 1978, as amended, requires that Special Use Permit applications be initially brought
to the Board so that the Board may determine if a recommendation from the Planning Commission is necessary. III. STAFF RECOMMENDATION Staff finds that o because this proposed use is
sited in a remote site, o because it is in an area where considerable industrial activity is underway, o because and the nearest residence is 8 miles away, it is appropriate to recommend
that the Board direct Staff to schedule a public hearing before the Board, and not refer the matter to the Planning Commission.
