GLENWOOD CAVERNS MAJOR IMPACT AMENDMENT Planning Commission Hearing February 8, 2012
Glenwood Caverns Glenwood Caverns and the historic Fairy Caves opened in 1999 after obtaining a Special Use Permit from the County. In 2004 a tramway was approved by both the City of
Glenwood Springs (lower terminal) and Garfield County (upper terminal). A 2007 amendment replaced prior approvals and allowed 1,551 guests at one time within the facility. Specific attractions,
rides and a site plan were approved at that time.

CURRENT APPROVALS Facility currently operates under a Land Use Change Permit issued in 2010 Permitted relocation of the bungee jump, zip line and maintenance facility LUCP reiterated
the conditions required by Resolution 2007-67
REQUESTED AMENDMENT Resolution 2007-67 1. Each permitted activity is identified, which has been a very limiting factor in allowing the owner to improve and expand the facility. Uses
consistent with those currently approved are requested as use-by-right, meaning no further County land use review would be required. 2. Resolution also limits bus/van transport for medical
or weather-related reasons. Applicant seeks minimal bus/van trips to alleviate long waits at the tram.
STAFF RECOMMENDATION Facility has operated in compliance with their existing permits and seeks flexibility to incorporate new attractions in the park. Addition of van/bus transport will
add minimal trips to the highway system and is compliant with BLM License for use of Transfer Trail. Staff recommends that the Planning Commission forward a recommendation of approval
to the Board of County Commissioners, incorporating findings and recommended conditions.
