An emergency plan and adequate occupant familiarity with a facility minimize threats to life and property. This Emergency Plan is intended to communicate the procedures for employees to follow in an emergency situation. Under this plan, employees will be informed of: o The plan's purpose, o Preferred means of reporting fires and other emergencies, o Emergency escape procedures and evacuation routes, o Procedures to ensure all employees have evacuated the faCility, o Rescue and medical duties for those employees, who perform them, o The alarm system. Dale LeGrand, District Operations Manager is the Emergency Commander for this facility and has overall responsibility for the preparation and implementation of this plan. Kevin lamison, Operations Manager, is the Alternate Emergency Commander. The Emergency Commander will review and update the plan as necessary. Copies of this plan will be maintained in the Hunter Mesa Compressor Station Motor Control Center. Section II: General Guidelines The following guidelines apply to this Emergency Plan: o All personnel must be trained in safe evacuation procedures. Refresher training is required whenever the employee's responsibilities or deSignated actions under the plan change, and whenever the plan itself is changed. o The training may include use of facility maps that clearly show the emergency escape routes included in the Emergency Plan. Facility Maps showing evacuation routes and emergency eqUipment shall be posted at all times in the Motor Control Building to provide guidance in an emergency. o No employee is permitted to re-enter the facility until advised it is safe to do so by the Emergency Commander. o All media contacts will be referred to Valerus Safety, Health & EnVironmental, Chief Operating Officer, Human Resources, and/or Legal Department before answering questions or providing site access as per the Valerus Agency & News Media Policy. Section III: Responsibilities of Emeraencv Commander and Emergency Response Team Members The Emergency Commander is responsible for: o At the time of emergency, implement the emergency plan. o Obtaining and posting facility maps with evacuation routes and emergency equipment. o Overseeing the development, communication and maintenance of the overall emergency plan. o Ensuring the training of all occupants, Emergency Response Team Members, and notifying all personnel of changes to the plan. o In the event of a fire or other emergency, relaying applicable information to emergency personnel, occupants and Emergency Response Team. o Establishing DeSignated Meeting Sites for evacuees. The Emergency Response Team members are responsible for: • Familiarizing personnel with emergency procedures. • Acting as liaison between management and their work area. • Ensuring that people follow the appropriate evacuation route, and that they are directed to a safe, postevacuation meeting place. • Ensuring that all occupants have vacated the premises in the event of an evacuation. • Conduct a "sweep" to make sure that everyone has evacuated. Check rooms and other enclosed spaces in the workplace for other employees who may be trapped or otherwise unable to evacuate the area, and convey this information to emergency personnel. • Knowing where the Designated Meeting Site is and for communicating this information to occupants. • Ensuring that disabled persons and visitors are assisted in evacuating the facility. • Evaluating and reporting problems to the Emergency Commander after an emergency event or drill. • Have an alternate to function in their absence. Dale LeGrand, District Operations Manager and Kevin Jamison, Operations Manager are responsible for: • Notifying Emergency Response Team members of reported emergency conditions. • Notifying Emergency response agencies. • Notifying facility occupants of evacuation. Section IV: Alerting or Signaling Facility Occupants in Case of Fire In case of a fire or detection of flammable gasses in excess of minimum limits, emergency systems should warn personnel via lighted beacons and sirens. The Emergency Response Team will assess the situation and determine an appropriate course of action. If emergency services are needed, dial 911 directly. Convey all pertinent fire or rescue information to the Fire Department. All emergency telephone numbers are listed at the beginning of this Emergency Plan and posted with facility diagrams. • Determine a need to evacuate the facility. • If fire or other emergency dictates evacuation, immediately evacuate the facility through the nearest exit to the muster point. • Notify proper Emergency Response Team member so they can notify proper emergency services, and management. • Everyone shall move to their assigned evacuation site (see facility map). • ERT members will ensure that everyone is out of the facility. • Each supervisor will account for his/her employees. • ERT members will verify with supervisors that everyone is accounted for. • ERT will notify Emergency responders (fire department, etc.) of missing employees and their approximate location. • No employees shall re-enter the facility unless it has been determined that the immediate danger has been eliminated. To report all other emergencies, employees should call Dale LeGrand, District Operations Manager (970-778-0672)on the nearest phone. State your name, your location, and the nature of the call. Speak slowly and clearly. Repeat the information for clarification. Notes and Precautions: • Small fires can be extinguished QJljy if the employee is trained to use a fire extinguisher. However, an immediate readiness to evacuate is essential. • All fires, even those that have been extinguished, must be reported. Revised 10-5-2010 ~-j YAlERUS • Never enter a room that is smoke filled. • Never enter a room if the door is warm to touch. For fires remember RACE: R -Rescue: When you discover a fire, rescue people in immediate danger if you can do so without endangering yourself. Exit via safe fire exit. Close doors to room with fire. A -Alarm: Sound the alarm by Emergency Shutdown (ESD) buttons located throughout the facility and call 911. C -Confine: Close all doors, windows and other openings. E -Evacuate: Evacuate the facility. Section V: Evacuation Procedures for Facilitv Occupants • When the facility alarm sounds, all personnel will ensure that nearby personnel are aware of the emergency and exit the facility. • All occupants should proceed to their DeSignated Meeting Site and await further instructions. While avoiding hazards (i.e. vapor cloud, fire), personnel should proceed to a predetermined meeting location, a safe distance from the emergency site while remaining upwind or crosswind. • The Emergency Evacuation Plan is posted in the Motor Control Center building and is located in Appendix B of this plan . • Disabled Occupant: If a disabled occupant is unable to exit the facility unassisted, an Emergency Response Team member must notify the Emergency Commander of the person's location. Unless imminent lifethreatening conditions exist in the immediate area occupied by a non-ambulatory or disabled person, relocation of the individual should be limited to a safe area within the facility. The Emergency Response Team member shall remain with the disabled person until emergency responders arrive. Section VI: Other Emergencies Medical. Employees will report the medical emergency to the nearest Emergency Response Team member and/or contact 911 directly. Civil Disorders: Acts of violence, riots or crimes shall be reported to 911 immediately. The Emergency Response Team shall evacuate all non-participants to the nearest safe point. Remain calm and await the arrival of outside law enforcement personnel. 80mb Threats/Treats of Terrorisnr. Anyone may receive a call regarding a bomb or terrorist threat. If an employee receives this type of call, the employee must remain calm, assure the caller that they are being taken seriously, be courteous, listen carefully, keep the caller talking and record everything. A bomb threat report form is included in Appendix C and will be made available to all employees. Report the bomb/terrorist threat to 911. Do not publicly proclaim you have received a bomb/terrorist threat. Uncontrolled Release of Product: Call 911 and then the Garfield Local Emergency Planning Committee (LEPC). Inclement Weather. Management will determine when it is prudent to dismiss the workforce due to inclement weather. Employees are to decide, based on local authoritative input, the precautions they must exercise regarding their personal safety. Section YII: Rescue and Medical Duties First Aid. Emergency Response Team members who are trained shall render aid until emergency personnel arrive. The Fire Department will conduct all rescue and medical duties. Do not move injured personnel. Keep the person lying down, covered and warm. Revised 10·5·2010 I ) ~-1 ) YALERUS Section VIII: Resource Lists Emergency Plan Organization: The list in Appendix A include the names of employees who have volunteered to serve during an emergency, a list of fire extinguishers, descriptions of fire suppression systems and a list of emergency equipment available in the facility. The purpose served by these lists is to communicate to employees who will assist in an emergency and what equipment is available. The lists also assist the Emergency Commander to ensure adequate coverage. The lists will be updated by the Emergency Commander on an as-needed basis. Section IX: Training and Communications Each facility occupant will receive materials informing him/her when an evacuation is necessary and what his/her role is in carrying out the plan. Employees will also know what is and is not expected of them during an emergency to ensure their safety. Annual drills will be conducted and critiqued to ensure the plan is adequate and employees perform as expected. Bomb threats are usually received by telephone and can come into any telephone number. Some of the questions below may seem odd, but in many cases the caller will answer them. Do not, under any circumstances, re-enter the premises until the official "All Clear" is given. • EMS Personnel will perform rescue and medical duties. • Inform Corporate Safety Office of reason for evacuation. • Stay calm and gather information. • Call 911. • Identify yourself and give your location. • Describe emergency situation. • Advise other employees of the emergency and ask for assistance. • Make the victim as comfortable as possible. • Let EMS administer First Aid to the victim.
