The following items are required by Garfield County for a final Inspection: 1) A final Electrical Inspection from the Colorado State Electrical Inspector. 2) Permanent address assigned
by Garfield County Building Department and posted at the structure and where readily visible from access road. 3) A finished roof; a lockable building; completed exterior siding; exterior
doors and windows installed; a complete kitchen with cabinets, sink with hot & cold ruoning water, non-absorbent kitchen floor covering, counter tops and finished walls, ready for stove
and refrigerator; all necessary plumbing. 4) All bathrooms must be complete, with washbowl, tub or shower, toilet, hot and cold running water, non-absorbent floors, walls finished, and
privacy door. 5) Steps over three (3) risers, outside or inside must be must have handrails. Balconies and decks over 30" high must be constructed to all !BC and IRC requirements including
guardrails. 6) Outside grading completed so that water slopes away from the building; 7) Exceptions to the outside steps, decks, grading may be made upon the demonstration of extenuating
circumstances., i.e. weather. Under such circumstances A Certificate of Occupancy may be issued conditionally. 8) A final inspection sign off by the Garfield County Road & Bridge Department

GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS FOR CONSTRUCTION OF COMMERCIAL OR MULTI-FAMILY RESIDENTIAL BUILDINGS Including NEW CONSTRUCTION ADDITIONS
AL TERA TIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete
information be provided. When reviewing a plan and it's discovered that required infOlmation has not been provided by the applicant, this will result in the delay of the permit issuance
and in proceeding with building constlUction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for
review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have euough
information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a
construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan and in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist
prior to and during design. Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to scale. Plans must include a floor plan, a concrete footing
and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade
line. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing,
insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. Check with the Building Depaltment. A window schedule.
A door schedule. A floor fralDing plal1, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind
exposure B or C, a!1d a 36 inch frost depth. All sheets need to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans
submitted must be incompliance with the 2003 IBC, IPC, IMC, IFGC, and IFC. Applicants are required to indicate appropriately and to submit completed checklist at time of application
for a permit: 1. Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances
to the property lines from each comer of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Slopes of 30% or
more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line a!1d not within a previously
surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Any sttucture
to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the proposed

2407-173-00-132 Recitals A. Garfield County is a legal and political subdivision of the State of Colorado for which the Board of County Commissioners (Board) is authorized to act. B.
On the 2nd day of January, 1979, the Board adopted Resolution 79-Olconceming a Zoning Resolution for the County of Garfield, State of Colorado. C. Pursuant to Section 9.02.03 of the
Zoning Resolution of 1978, an application for a Conditional Use Permit shall be approved or denied by the Board of County Comlnissioners after holding a public hearing thereon in conformance
with all the provisions of the Zoning Resolution. D. The Board held a public hearing on the 11th day of August, 2008, upon the

of whether the above-described Conditional Use Permit should be granted or denied, at which hearing the public and interested persons were given the opportunity to express their opinions
regarding the conditional use permit, E. The Board of County Commissioners closed the public hearing on August 11th, 2008, and acted on the basis of substantial competent evidence produced
at the aforementioned hearing. Resolution NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield County, Colorado, that the Conditional Use Permit is approved
based on the following findings: A. The forgoing Recitals are incorporated by this reference as part ofthis Resolution. B. Proper public notice via publication pursuant to Section 9.02.03
of the Zoning Resolution of 1978, as amended, was provided as required by Jaw for the hearing before the Board of County Commissioners. C. An application for a conditional use permit
was made consistent with the requirements of Section 5.03 of the Garfield Counly Zoning Resolution of 1978, as amended. D. The public hearing before the Board of County Commissioners
was extensive and complete; all pertinent facts, matters and issues were submitted; and all interested parties were heard at that hearing. E. The proposed Conditional Use Permit is in
compliance with the recommendations set furth in the Comprehensive Plan for the unincorporated areas of the County. F. The proposed Conditional Use Permit is in the best interest of
the health, safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield County. G. The Conditional Use Permit for the Relocation and stabilization of the historic
Glover Cabin and the repeal of the conditions of Resolution 200-57 shall require that the following conditions be satisfied: l. That all representations of the Applicant, either within
the application or stated at the hearing before the Board of County Commissioners, shall be considered conditions of approval unless explicitly altered by the Board. 2. Wben the 2009
resolution is written and the Conditional Use Permit is issued, each will state that Resolution 2006-57 and the 2006 Conditional Use Permit are being repealed and replaced.

CO 3. The use of the Battlement Mesa Schoolhouse and Glover Cabin shat! be permitted between 8;00 AM and 10;00 PM and the Battlement Mesa Schoolhouse shall provide meeting space to accommodate
no more than 65 persons at one time. . 4. The Applicant shall submit a site plan or updated Improvements Survey that correctly indicates the parking area for visitors to the property.
The total number of parking spaces depicted on the plan shall be based on the . cumulative lotal of floor space for use as auditorium seating. ADA requirements for parking, access and
the path to the Glover Cabin shall be incOlporated in the site plan, and the ADA portions of the plan shall be constructed prior to the issuance of the Conditional Use Penuit. The site
plan shall also reflect utility easements and County road right-of-way locations on the property. This updated site plan shall be submitted prior to the issuance of a Conditional Use
Pennit. 5. Weeds on the site shall be brought into compliance with Garfield County Weed Management Plan of2000. 6. Any signs installed on the site shall have a sign pennit and meet the

of October 9, 2009. At the time-of my site visit the structural work was complete. Architectural finish work was ongoing including roofing, window sealingaI,d log chinking. The str\lcturewas
inspected for conipliahce Witll Oddo Engineering construction documents dated 7-28-08. At the time of illspectiOIl the structure was ill place on the foundation. Oddo Engineering understatlds
that the fO\lndation was inspected by Garfield County pel'solUleland was found to he in accorda"ce with the construction drawings. We have reviewed soil compaction tests a.nd concrete
material tests performed by CTL Thompson and find. them to be satisfactOIY. Some framing observations are listed below; 1. Anchotllge of the log walls were found to be in cOilformallce
with Oddo Engineering Detail4/S1 .. 0 "Revised" dated 8.-24-09. 2. New2x 8 loft joists were attached (0 a ileW 2x ledger with Simpson LUS framing hangers. 3. The ledger was attached
by nailing to the existing fIool' joists. This modification was approved via telephone conversation and issatisfactOl'Y as built. 4. Detail 51 SI.0 shows the new 2 x rafters to be notched
into the top logs. This condition is as built on the nOith wall. The south wall rafters bear directly on top of the wall logs. This attachment is acceptable. 5. Joist <Iud rafter material
specifications were chai1ged by previous telephone conversation. It is acceptable to use Spl'tlce-Phie-Fil' No.2 material in lieu of Doug-Fir No.1 material noted 011 the construction

time to speak this afternoon regarding the Glover Cabin project, Garfield County Building Permit number 1081 Page 1 of 1 As per our conversation, sheet 2, Section A of our approved drawings,
incorrectly notes a 7'-9" clearance from the bottom of the floor jOist to finish floor. This is not the case on-site. We are unable to achieve this clearance for a number of reasons,
including lack of competent log materials at the exterior wall at this elevation. We will maintain 5'-9" of clearance beneath the existing log beam that runs the length of the 25' dimension.
As this building is an historical display, you indicated that this headroom is acceptable. Thanks again for your assistance. I will place this memo in the permit set of drawings maintained
