As per the 2003 International Building Code, Section RI05.3.2: An application for a permit for any proposed work shall be deemed to have been abandoned 180 days after the date of filing unless such application has been pursued in good faith or a permit has been issued .... Please be advised, building permits are deemed active for 180 days from date of issuance, and will remain active for 180 days from the date of an inspection. If no activity occurs within the 180 days, the permit will be deemed expired. As per the 2003 International Residential Code, Section R 105.5, the building official may grant one or more extensions of time, for no more than 180 days each. The extension shall be requested in writing and justifiable cause demonstrated. In hopes of issuing your pennit, please contact us within ten (10) business days of the date of this letter regarding your application. Plans to be included for a Building Permit, must be on drafting paper at least 18"124" and drawn to scale. 1 Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. 1. Per Colorado law (CRS 12-58-101 et seq Y 12-23-101 et seq, respectively), persons performing plumbing or electrical work for hire must be licensed by the State Plumbing or Electrical board, respectively, and must be working under the supervision of persons licensed by the state to operate a plumbing or electrical business. For plumbing work, this means that the individual must not only be licensed by the state as a plumber, but must also either hold a Master Plumber's license or be working under the direct supervision of a Master Plumber. For electrical work, the person doing the work must not only be licensed, but must also either hold a Master Electrician's license and an Electrical Contractor's license or be working under the direct supervision of an individual licensed as such. The only applicable exception to these laws is that individuals may perform electrical or plumbing work within their own home (see CRS 12-58-113(2) and 12-23-111(2), respectively, for details). APPROVAL OF PLANS AND SPECIFICATIONS DOES NOT PERMIT THE VIOLATION OF ANY PART OF THE GARFIELD COUNTY BUILDING OR ZONING CODE OR ANY OTHER ORDINANCE OR LAW. ALL INSPECTIONS MUST BE COMPLETED, INCLUDING A FINAL ELECTRICAL INSPECTION AND A FINAL BUILDING INSPECTION BEFORE A CERTIFICATE OF OCCUPANCY WILL BE ISSUED AND THEN AND ONLY THEN CAN THE BUILDING BE OCCUPIED. 1 14. Garage and carport floor surface shall be of approved noncombustible materials or asphalt paving material (R309.3). 15. All lumber, plywood, fiberboard and structural glued laminated timber must be identified by a grade mark or certificate of inspection issued by an approved agency (R502.1, R602.1, and RB02. 1) 16. All trusses and/or rafters are to be tied to exterior walls with approved hurricane anchors (RB02.11.1). Exterior wall sheathing shall be applied in such a manner as to tie top plates to exterior wall studs and exterior wall studs to the floor system in order to resist wind uplift. Solid blocking is required at bearing points [RB02.B]. 17. Check elevations above sea level to determine roof snow loads. Must show engineering. All trusses must be stamped by manufacturer. 18. Manufactured truss components must be inspected and approved by a recognized quality control agency as specified in the (RB02.10.2) or provide engineer's stamp on drawings. Prior to rough framing inspection a truss engineering report detailing the bearing points, bracing requirements, load design and spacing must be available at the job site and attached to the APPROVED PLANS (RB02.1 0.1). 19. Ridge beam, board shall not be less in depth than the end cut of the rafters, and shall be at least 1" nominal thickness. Valleys and hips shall not be less than 2" nominal thickness and not less in depth than the cut end of the rafter (RB02.3). 20. Provide attic ventilation equal to 1 sq. ft. per 150 sq. ft. of attic area and rafter spaces (RB06). 21. Provide a minimum 22"x 30" attic access opening with 30" clear headroom in attic areas that exceed 30sq. ft of area as required by RB07. 22. All robfing to be installed per Sec. R905. Wood shakes and wood shingles must be pressure-treated fire-retardant. All bundles must be labeled as meeting Class "c" or better. 23. Foam plastics shall be protected from ignition on the interior of a building by a minimum 1/2 in. gypsum board or by an equivalent approved material as outlined in Sec R314.1.2. 24. Balconies, landings, exterior stairs and similar surfaces exposed to the weather and sealed underneath shall be waterproofed. 25. Insulation shall be minimum value of R19 exterior walls, R30 roofs, and R11 floors over unheated areas (Resolution No. 2002-32). Crawl spaces and basements must be insulated. Common walls between house and garage are considered exterior walls. See Amended Table R301.2(1) for other minimum R values. 26. Natural light at habitable rooms to be equal to B% of the floor area with natural ventilation equal to 4% (R303). 27. If and/or when the basement is finished, Garfeld County will enforce the natural light and ventilation requirement. This must be a consideration in basement design. 28. EVERY SLEEPING ROOM MUST HAVE ONE EXTERIOR DOOR OR ESCAPE WINDOW WITH A MINIMUM 5.7 SQ. FT. NET CLEAR OPENING. THE MINIMUM HEIGHT OF THIS CLEAR OPENING MUST BE AT LEAST 24" WITH THE MINIMUM WIDTH AT LEAST 20". SILL HEIGHT CANNOT BE GREATER THAN 44" ABOVE 3 40. For enclosed usable space under stairs, provide 1/2" gypsum board to underside of wall and soffit (R311.2.2). Fire stop stairs at stringers (R602.8). 41. Skylights shall comply with Sec R308.6 for glass and plastic skylights. Glazed skylights shall have screens installed below them. 42. Glazing in doors or within 24" adjacent to doors, adjacent to stairways, and including windows and glazing in enclosures for showers, saunas, whirlpools, steam rooms and tubs located less than 60" above the floor or drain inlet, and shower doors must be impact resistant safety glazing or tempered glass. See Sec. R308 for other glazing requirements. 43. The water closet centerline shall not be less than 15in. from the adjacent wall or partitions or not less than 15in. from the centerline of a bidet or water closet to the rim of a tub or shower and shall have a clear space in front of the water closet of not less than 21" (P2705, figure 307.2) 44. Garages shall be separated from the dwelling and the attic above the dwelling with 1/2in sheetrock on the garage side walls. 5/8in type X sheetrock is required on the ceilings of garages beneath habitable rooms. A self-closing, tight fitting solid wood door 1-3/8" in thickness or a labeled door with a fire-protection rating of at least 20 minutes is required for openings. (R309). See also manufacturer's one hour fire resistive requirements for T JI type construction. 45. No openings are permitted between a garage and rooms used for sleeping (R309.1). 46. Do not penetrate separations between garage and dwelling. Gypsum board must be continuous. (R309). 47. When a garage is located under a dwelling, or the ceiling is being used as part of the separation, bearing walls, columns and beams supporting the horizontal separation must be protected by not less than 112in sheetrock or equivalent construction (R309.2). NOTE.: See page 1 and Colorado Revised Statutes (12-23-101 et. seq.) or contact the State E.lectrical Board at (303) 894-2300 for state licensing requirements for persons performing electrical work. 48. In dwelling units, at least one wall switch-controlled light fixture or outlet shall be installed in every habitable room; in bathrooms, hallways, stairways and attached garages, and at outdoor entrances (NEG 210-70). 49. Provide ground-fault protection (GFGI) for all 120 volt, single phase 15 and 20 amp receptacles installed in bathrooms, garages, within 6 feet horizontally of the kitchen sink, and outdoors where the outlets are less than 6 feet 6 inches above grade level and readily accessible, and at least one GFGI receptacle installed in unfinished portions of basements (NEG 210-8). 50. No usable wall space shall be more than 6 feet from an outlet, and an outlet is required at all counters 12 inches wide or more, and on any usable wall over 2 feet. (NEG 210-52). 51. At least one lighting outlet and convenience receptacle shall be installed in an attic or crawl space where these spaces contain equipment requiring servicing, or are used for storage (NEG 210-70, M1305.1.4.3). 5 63. GAS APPLIANCES LOCATED IN A GARAGE OR AREAS THAT COMMUNICATE DIRECTLY WITH THE GARAGE SHALL HAVE ALL SOURCES OF IGNITION ELEVATED NOT LESS THAN 181N. ABOVE THE FLOOR OF THE GARAGE (M1307.3). 64. Clearances to combustible construction for heat producing equipment must be maintained. (M1306). 65. Install EPA approved zero clearance/factory built fireplaces to manufacturer's specifications. 66. Wood burning stoves must be installed in accordance with manufacturer's specifications. ALL NEW STOVES MUST HAVE A LABEL FROM AN APPROVED TESTING AGENCY AND A LABEL SPECIFYING THAT IT MEET THE STATE OF COLORADO AIR QUALITY STANDARDS (CRS 25-7-402). 67. Hearth must extend 16" in front of and 8" beyond the sides of the firebox opening. For fireboxes 6 sq. ft. or larger the minimum dimensions are 20" in front and 12" beyond the sides (R1 003.1 0). 68. Chimneys must extend a minimum of 2' above any part of the building within 10' of the chimney (R1001.6). 69. Fireplaces and chimneys shall comply with IRC Chap. 10. Where required, every chimney shall be equipped with a spark arrestor consisting of 19-9auge welded or woven wire mesh with openings not exceeding 1/2 inch (R1001.6.1) 70. All gas appliances (including fireplaces) must have. shutoff valve within six feet of appliance in the same room and remote from the appliance for removal of the unit without interruption of gas to other appliances (G2420.5 [409.5]). 71. Approved numbers or addresses shall be provided for all new buildings in such a position as to be plainly visible and legible from the street or road fronting the property (R321.1). Job sites or driveway to sites must be readily identifiable from the county road. 72. Atmospheric vacuum breakers are required on all hose bibb connections and faucets with hose attachments. (P2902.2.2). 73. Tank-type water closets shall have a flush with not more than 1.6 gallons of water; showerheads shall have a flow capacity of not more than 3.0 gpm; and lavatory faucets shalJ have a flow capacity of not more than 2 gpm (Table P2903.1). 74. A. Gas logs installed in solid fuel burning fireplaces and all gas appliances shall be installed per the manufacturers installation instructions, and the testing agency listing and this code(G2431 (601). B. Note: gas logs or fireplaces cannot be installed in bedrooms. See Sec. G2406 [303] for exceptions. 75. Rough frame inspection is to be made after the roof, all framing, windows and doors, fire blocking and bracing are in place and all pipes, chimneys and vents are complete and the electrical, plumbing and heating wires, pipes and ducts are in place (R109.1.4). 7 c, The upper inlet and the termination of the drain are to be provided with protection from the entry of debris or animals, which may cause blockage of the drain. This protection is to be approved by the building inspector. 9 insulation in a wall if more insulation was used in the ceiling for example. A design professional maybe required to do the calculations. *' Additional inspections will be reguired to assure the building envelope designs obtained in the 3 options abov~ are installed correctly. Construction practices will need to assure tiglit air leakage control'and moisture control. Penetrations into the walls and roofs, window and door framing and other areas will need to caulked, gasketed, weatherstripped or otherwise sealed. The other requirements of this code for residential are related to the heating and cooling systems (boilers, AC, furnaces) and water heaters. Systems will need to be sized correctly, ductwork will need to be sealed and insulated, and circulating hot water systems will need to be insulated to name a few areas for inspection. Section 404 of this code allows for compliance to the code to be deterr'nined with the aid of computer software. This performance based approach requires the proposed residence (proposed design) be shown to have an annual energy cost that is less than the standard referenced design. E-Star programs and RESchec are an example ofthls type of software. ',Commercial projects will also need to comply with the 2006 IECC. The provisions can be found in Chapter Five. Sections 502,503,504, and 505 contain prescriptive requirements for the building envelope, mechanical, service water heating and lighting systems respectively, Also ASHRAE Standard 90.1 can be used to show compliance with this code. In general, the commercial review is similar to the residential but is more complicated due to the increased complexity of most commercial buildings. There are additional requirements for lighting, lighting switchlng and in total building performance. Use of a design professional. w ill be required to show compliance with the code. The 2006 IECC and ASHRAE code books are available at International Code Council web site iccsafe.org. Some jurisdictions may also have code books available.
