RE: Encana's Middle Fork Compressor Station Expansion Phase Ill
Dear Mr. Nelson,
This office is in receipt of the Special Use Permit Application for Encana's Middle Fork
Compressor Station Expansion Phase III submitted to the County on December 20, 2007.
Upon review, Staff has found the Application to be deficient and requests that the following
items be addressed so that we can schedule the matter before the Board of County
Commissioners to determine if they prefer to refer the Application to the Planning
Commission.
1. Submit a site plan /map drawn to scale that portrays the boundaries of the subject
property, all existing and proposed structures on the property, and the County or State
roadways within one (1) mile of your property. If you are proposing a new or expanded
access onto a County or State roadway, submit a driveway or highway access permit.
Staff Comment: The site plan sheets submitted appear to be reductions that do not show
the boundaries of the property. I understand the property is quite large. Please submit a
reduced boundary map and location of the project as well as a 24" x 36" site plan set to
scale of the project area.
2. Submit a copy of the appropriate portion of a Garfield County Assessor's Map showing
the subject property and all public and private landowners adjacent to your property
(which- should be- delineated) -in- addition submit a list of all property owners, private
and public, and their addresses adjacent to or within 200 ft. of the site. This information
can be obtained from the County Assessor's Office. You will also need the names (if
applicable) of all mineral interest owners of the subject property, identified in the
County Clerk and Recorder's records in accordance with §24 -65.5 -101, et seq. (That
information may be found in your title policy under Exceptions to Title).
Staff Comment: The copy of the Assessor's Map in the submittal does not clearly mark the
boundaries of the subject property or the location of the project. Further, it is very
important for notice reasons that the properties within 200 feet are 200 feet of the

boundary of the subject property and not just the project site. Please verify that your list is
accurate and submit a map that demarks the property boundaries.
3. Submit a copy of the deed and a legal description of the subject property.
Staff Comment: The submittal (as proposed in "Land Owners" Tab) does not contain a
deed and legal description of the subject property. Please provide this information.
4. Section 5.03.08(1) of the County Zoning Resolution of 1978, as amended, requires that
the volume of sound generated shall comply with the standards set forth in the
Colorado Revised Statutes at the time an application is made.
Staff Comment: The submittal does not contain a sound / noise analysis that proves the
volume of sound can meet state statute. Please provide this analysis as it is required at
the time an application is made.
Based on the points above, the Application has been deemed technically incomplete and
no further review can occur by this office until these deficiencies have been adequately
addressed. Do not hesitate to contact this office should you have any questions.
