Sincerely, GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS For SINGLE FAMILY DWELLING CONSTRUCTION Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete information be provided. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. TWO (2) SETS OF CONSTRUCTION DRAWINGS & TWO (2) SITE PLANS MUST BE SUBMITTED FOR ALL APPLICATIONS. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. 1 Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be in compliance with the 2003 IRC, and 2006 IECC. I. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each comer of the proposed structure( s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. The findings of our observations and reconunendations for the foundation design are presented in this repOlt. The services were performed in accordance with our agreement for professional engineering services to Stewart Custom Builders, dated July 21,2010. We have been provided a subsoil study for the subdivision design prepared by MTI GBO, dated April 18, 1995, Job No_ G95-103-1. The proposed residence will be one and two story wood frame construction above a crawlspace with an attached garage_ Garage floor will be slab-on-grade. A spread footing foundation imposing a maximnm soil bearing pressure of2,500 psfwas used for design_ At the time of our first visit to the site, the foundation excavation had been cut in one main level up to 2 feet below the adjacent ground surface_ The soils exposed in the bottom of the excavation consisted of silty sandy gravel with cobbles and small bonlders_ Deeper topsoil and silty sand were encountered in the southern pOltion of the excavation_ and that area was over dug about 4 feet to reach the coarse granular soils. Free water was encountered in the over dug area of the excavation and the water level was about 2 feet below the main excavation grade. The upper soils were moist to very moist At the time of our second visit to the site the southern pOltion had been backfilled to design bearing grade alld compacted. We nnderstal1d that screened rock was placed below Tensar BXIIOO geogrid near the water level and covered with processed pit run sandy gravel with cobbles. Our observation confIrmed the fInal grade to be fInn and dry with no signs of deflection fi'om the construction equipment. Considering the conditions exposed in the excavation and the nature ofthe proposed construction, spread footings placed on the undisturbed natural granular soil and structural fill designed for an allowable soil bearing pressnre of2,500 psfcan be used for snppOlt of the proposed residence. Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns. Loose disturbed soils in footing areas should be removed or compacted prior to concrete placement. Exterior footings should be provided with adequate soil cover above their bearing elevations for ii-ost protection. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 10 feet. Foundation walls acting as retaining structures should also be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 45 pcf for on-site soil as backfill. Structural fill placed within floor slab at'eas can consist of the onsite soils devoid of topsoil and over size rock compacted to at least 95% ofstatldard Proctor density at a moisture content near optimum. Backfill placed around the structlll'e should be compacted and the snrface graded to prevent ponding within at least 10 feet of the building. A moisture balTier should be provided in the crawlspace subgrade to help control humidity. The recOlmllendations submitted in this letter are based on our observation of the soils exposed within the foundation excavation and do not include subsurface exploration to evaluate the subsurface conditions within the loaded depth of foundation influence. This study is based on the assumption that soils beneath the footings have equal or better SUppOlt than those exposed. The risk 0 f foundation movement may be greater thall indicated in this repolt because of possible variations in the subsurface conditions. In order to reveal the nature alld extent of variations in the subsurface conditions below the excavation, drilling would be required. It is possible the data obtained by subsurface exploration could change the recommendations contained in this letter. Our services do not include determining the presence, prevention or possibility of mold or other biological contaminants (MOBC) developing in the future.
