Hi Kathy,
I have reviewed the pertinent application materials for the PDC Energy Piceance Centralized Soil
Treatment Facility. My comments related to this facility are less stringent than the PCD Energy
Metcalf Soil Remediation Facility due to the location further away from both residential properties
and the Colorado River. However, there are still several key issues of concern related to the facility
that should be noted:
Potential air quality impacts. This is a large area of disturbance that could generate
fugitive dust emissions containing potentially harmful compounds from oil and gas
operations if proper dust mitigation is not used at all times. While there are no residences
within a half mile of the development, adjacent land uses across the Colorado River and in
the Town of Parachute could be affected by nuisance conditions if proper dust mitigation is
not utilized.
Potential impacts to groundwater. The project description states that "As part of the
COGCC analysis and approval, they will assess the potential for groundwater contamination
via leaching from the soils." I would recommend a condition of approval that PCD Energy
(or Caerus Oil and Gas, LLC) provide the results of the COGCC's assessment and subsequent
results from the 3 monitoring wells that are to be installed. Due to the fact that there is no
barrier between the remediation facility and the soils /water table below, ensuring
groundwater contamination is not occurring is highly important.
