RE: Completeness Review Kolecki Accessory Dwelling Unit

Dear Richard and Laura:
The Building and Planning Department is in receipt of your Application submitted on
January 19, 2011 for a General Administrative Permit for a land use change associated
with your proposal for an Accessory Dwelling Unit (ADU) on your property located at 58
Katie Ct., also known as Lot 4, Ukele Acres Subdivision (Assessor's Parcel Number
2179- 043 -10 -004). The application has been reviewed to determine if the submittal
materials are complete and although the application is very comprehensive and detailed
there are several items that need to be provided or resolved prior to a determination of
technical completeness.
Pursuant to the Garfield County Unified Land Use Resolution of 2008 (ULUR) as
amended, please respond to the following items:
1. Additional Site Plan information should be provided or clarification presented
(narrative statement) including the following details. Please refer to Section 4 -502
(C)(3) for more information on Site Plan requirements:
• The Site Plan should address the proposed location and size for the new
home and required improvements including but not limited to access,
driveways and parking areas.
• Utility information including the location of electric service utilities existing to
the property and the proposed expansion to serve the new structure need to
be shown or addressed on the site plan.
• A description of the location of existing and proposed water lines serving the
existing home (future ADU) and the proposed new home construction need to
be provided.
• The Site Plan needs to include a description of the existing and proposed
wastewater treatment system including approximate location and size of
leach fields, sewer service lines and treatment facilities to serve the proposed
use.

• The Site Plan should be updated with technical information including the zone
district, grantees of easements and right -of -ways on the property, and any
significant features on the site. Staff understands that some topics may be
addressed by narrative or statement of applicability.
2. A copy of the well permit ( #53426 -F) issued in association with the West Divide
Water Conservancy lease needs to be provided. Resolution No. 2000 -038 approving
the Preliminary Plat for Ukele Subdivision (Condition #7, Bullet #4) indicated that a
water court approved augmentation plan will ultimately be required for the well. Please
provide an update on whether that has been accomplished and/or confirmation that the
West Divide Water lease is still current.
3. The Application needs to include additional information on feasibility of the
individual sewage disposal system and any additional site location and design criteria to
demonstrate compliance with Section 7 -106 (B) and Table 7 -105 (B) including lot size
minimums, separation requirements from existing wells, and confirmation of domestic
water service from an approved central system.
4. In regard to provision of a physical supply of water, updated information in the
form of a more current 24 -hour pump test and water quality analysis will be required.
The County can move forward with the review of the application but this information will
be required prior to final issuance of a Land Use Change Permit.
5. The Application needs to contain at a minimum a narrative with supporting
documentation responding to Article VII, Division 2, relating to various requirements for
mitigation or assessment of hazards. Staff understands that some topics in this section
may not be applicable and a statement to that effect may be acceptable for the
determination of a complete Application.
6. The Application should address by information or statement that the property is
currently in compliance with the conditions of approval for the Ukele Subdivision.
Once the above information /topics are addressed we can finalize our completeness
review and schedule a date for the Director Determination for the Application. Also,
once determined to be complete, the adjacent property owner notification is required as
well as additional copies of the submittal materials to send to referral agencies.
Referrals may include but are not limited to the Colorado Division of Water Resources,
County Attorney, County Environmental Health Manager, and the local Fire Protection
District.
Please note that the Garfield County ULUR requires that these technical completeness
issues be resolved within 60 -days of the date of this letter, otherwise the application will
be deemed withdrawn unless a request for extension is submitted and approved.
