consented to the plan submitted to Garfield County by Emily Griffith Center for a "Group
Residential Fgcilily" for young women in need of their services.
1 understand the program will offer female residents individual, family Ind group
therapy, In addition, experiential programming will be offered as a parl,of th cir
education and treatment. The residence will be staffed by EmilyGuiffitt Center
employees (24) hours a day, (7) days a week.

Per a telephone conversation with Susan. Garcia this morning, this letter is being 'sent tri corrfinii that
a new onsite wastewater system (OWS) is proposed with the change in use of the property. The
parameters for water use were presented in our letter of May 4, 2004,
Percolation, tests Fund. profile holes were used to investigate conditions during the week of May 3,
2004. Subsurface conditions were suitable for design of an OWS for the uses identified, A design will
be prepared when authorized by the Emily Griffith Center, West Academy.
I had hoped to talk to Fred- Garman of Garfield County before faxing the letter, but-_. -have not been
able to reach him.

As requested, Church and Associates, Inc. (CHURCH) is providing information with respect to water
and wastewater service for the subject property. This information is understood to be used for
obtaining a Special Use Permit from Garfield County and the will be the basis for the design of an
onsite wastewater system (OWS).
Church understands the expansion of the Emily Griffith Center, Western Academy is proposed. The
expansion will include the remodeling of the residence at 1359 CR 294. A total of 7 bedrooms are
proposed for the subject property with two people per bedroom. Five full time staff, and 14
permanent residents will occupy the house. The OWS design will be based onT S , gallons per staff
employee per day, and 75 gallons per student per day, for a total average usage of 1125 gallons per
day (GPD).
Susan Garcia of the Emily Griffith Center provided well records from the Office of the State
Engineer, and Samuelson Pump Company, Inc. The well records indicate 13 gallons per minute
production rate was produced by the onsite well This is sufficient water to serve the proposed use.
