Re: basalt Water Conservancy District
This is to acknowledge receipt of your response to my letter of April 7,
1983 concerning the method for provision of replacement water for out -of-
priority diversions of water by contract allottees of the District. You have
indicated that diversions will be replaced on a "one-for-one" basis until 200
acre -feet of storage water owned by the District in Ruedi Reservoir is allo-
cated to the District's operating plan. Once the 200 acre-feet allocation is
reached, the District will file a plan for augmentation for all allottees.
This plan for augmentation will utilize the concept of replacement of deple-
tions of tributary water caused by diversions by District allottees.
In accordance with CRS 1973, 37 -80 -120, I approve the District's substi-
tute water supply plan subject to the following conditions:
1. The contract allottee will submit a well permit application and fee
for a well located in Area "A" of the District, an approved allotment
contract, and a map depicting the location of the well within the
District.
2. The District wilt assure that the District's map entitled "Areas
Requiring Exchange or Augmentation Water Supplies" is maintained in
an up -to -date condition.
3. The District will submit, by April 15 of each year, a report identi-
fying each allottee by name and address, quantity of water allocated,
the point of diversion, a monthly diversion schedule for the year in
rate of flow, and summation of monthly diversion rates for all allot-
tees. Any restrictions on use by each allottee including irrigated
average limitations will also be indicated.
4. The District shall also identify the person who will be responsible
for coordinating the release of water from Ruedi Reservoir with my

Division Engineer, Mr. Lee rnewold. This person will also be respon-
sible for providing our Water Division 5 staff with up -to -date infor-
mation concerning any changes in the District's operating plan such
as the addition of new allottees to the plan.
This plan will become effective upon receipt of the annual report For
1983 and may be reviewed by submitting the annual report for 1984 prior to
April 15, 1984. If you have any questions, please feel free to contact me.
