In general, the Resolution speaks for itself. On behalf of the Board, we hope you will agree that the Resolution to provide water service, in the form contemplated, will protect the integrity of the county planning process and allow the flexibility for each county within the District to implement its planning prerogatives as it may see fit. It is our hope that each of you will provide the Board with your concept of how the provision of water service can best be incorporated into your county's planning functions. At present, we have several petitions from persons situate within portions of Garfield, Eagle and Pitkin Counties. We are notifying each of these petitioners for water service that if they contemplate new development, using the water supplies requested, any decision on the part of the Board must await a decision from the county planning commission concerning how the provision of such water service can best be implemented and incorporated in each county's planning procedures. We believe that substantial benefits can flow to the public, both now and especially in the future, from implementing a program of providing a legal supply of water considered by the Board and adopted in the enclosed Resolution. At present, in several areas, development is occurring at a rapid pace without the provision of coherent region -wide water service management as herein contemplated. It is our hope that in providing the services herein contemplated we can both preserve the integrity of the county land use planning process and stem the tide of the growing proliferation of small service districts and individual water supply solutions, the multiplicity of which will undoubtedly become an administrative nightmare.
