Broome, County Manager March 2, 1983 Staff Review Comments - Parach Park and Recreation District Servlice Plan Battlement Mesa • On behalf of the staff I have completed a review of the captioned service plan using the provisions of CRS 32-1-203 as a guide. I feel the Board of County Commissioners should make specific inquiry of the applicant in two areas which appear to raise questions needing clarification. 1. Financial ability of the proposed district. This area of the plan presumes several variables in. the data produced by the CITF run which 1 understand was used to reach the.assessed valuations indicated. The applicant should identify theSee assumptions for the public record and permit the Board to comment on their validity. 2. Existing and projected need for the district. There is no discussion of population to be served by the facilities proposed. Some indications of future population trends should be made to assure the need for the facilities. An inventory of the existing recreation facilities and programs should be made. This inventory, if complete, should give an indication of need not only now but in the future. MEMORAN DUM March 2, 1983 Page 2 If there was a complete inventory of existing recreation facilities and programs and an assessment of current demands of the residents of the service area, the need could be determined. No such comparison is contained in the plan. The only apparent assessment of need is the creation of a source of funds to support recreation facilities that are either now in place or that will be available for general public use in the near future. T would urge the Board to consider the ultimate consequences of creating a recreation district which has no long range program goals projected or the population identified to consume the services provided. My review indicates that there is not enough information contained in the proposed service plan to give an indication of the benefits to be gained by residents of the proposed district.
