Dear Molly:
Colorado River Engineering, Inc. has reviewed the Notice of Technical Completeness letter,
and based on our meeting and conversations offer the following information in addition to
the original application:

4 -502 (C)(3) Site Plan
• The application encumbers the 35 acres parcel, as no subdivision is being requested.
Parcel description of the affected area where the contractor yard is proposed has
been included on the existing condition map.
• Boundary information can be referenced on the existing conditions map provided
with the application.
• There is an existing roadway that circumvents the driveway access to the current
storage area. With this application that access is being removed and will be
revegetated with the proposed disturbed areas.
• No new building construction or facilities are being proposed with the development
of a contractor yard, and additional waste water disposal will not be provided to the
existing structure. If new construction is requested which will require waste water
disposal in the form of an Individual Sewage Disposal System (ISDS), a septic
installation permit will be applied for through Garfield County.
• Domestic water to the home has been historically served by an existing well on the
property augmented by West Divide Water Conservancy District. Domestic water to
the residence will continue to be served from the well. If in the future, an expansion
of the existing garage building is sought after that requires water service, TLT
Services will need to obtain an amended augmentation plan with West Divide Water
Conservancy District for the additional proposed use.

■ Based on the survey provided by Bookcliff Surveying, no easements are identified on
the property.
4 -502 (C)(3) Site Plan
• 24x36 plans have been provided as requested
• The symbol legend has been updated as requested.
■ The large drainageway is over 100 -ft from the proposed yard location.
• No irrigation ditches are impacted with the construction of the contractor yard.
■ Drainage historically is collected within small ditches tributary to the drainageway
through the property. The improvements associated with the construction of the
contractor yard remain within the limits of previously disturbed areas and are not
anticipated to increase surface drainage generated on the site. Construction best
management practices such as straw bales, silt fence and inlet protection will provide
protection during the construction period, followed by final stabilization methods as
detailed in the Storm Water Management Plan attached to the application.
• Topography has been extended beyond the property limits.
• Snow storage has been identified on the plan.
• Construction sequencing and scheduling is outlined in the SWMP previously
provided.
• Final stabilization is outlined in the SWMP previously provided.

If Reseeding areas have been identified on the grading /erosion control plan. Reseeding
will occur in areas of disturbance that are not included in the landscape plan for the
project, which is primarily the existing road and access which is being removed as
part of this application.

■ Once the landscape is installed, it will be irrigated with a drip system fed from a
cistern that will be filled as necessary to supply water to the vegetation until it
becomes established. This will be the responsibility of the property owner to manage
and maintain the landscaping accordingly.
Section 4 -502 (D) Land Suitability Analysis
■ Per the design survey provided by Bookcliff Survey, there are no easements located
within the proposed site.
Section 4 -502 (D) Land Suitability Analysis
• The West Divide Water Conservancy District contract was formed with James and
Bonnie Lawerence as home renters on the property, while Thomas Tompkins owned
the property and water well referenced in the contract. James & Bonnie Lawerence
are no longer living at the property and Tom Tomkins has been paying the contract
annually for the past few years including 2011. At the request of WDWCD once the
year term under this existing contract ends, Tom Tompkins will assign a new contract
with WDWCD in his name solely. The contract is only necessary to provide water for
the single family residence which is why it was amended. If development in the
contractor yard occurs that requires water, an amended or new contract will be
required to comply with the requirements of Garfield County.
• In the research conducted by CRE and information provided by Tom Tompkins, no
potential radiation hazards have been identified by the State or County Health
Departments. No new buildings or living quarters are being proposed with this
application.
■ Final reclamation of the property will consist of landscaping and reseeding disturbed
areas. The majority of the project disturbance is in the berms and embankment

which will be landscaped in accordance with the provided landscape plan. Seeding
will be used on the remainder of the disturbed areas such as the existing road and
access which will be removed as part of this application. Final stabilization methods
can be referenced in the SWMP previously provided.
Article VII Standards
Division 1— General Approval Standards for Land Use Change Permits
• No new building construction or facilities are being proposed with the development
of a contractor yard, and water will not be provided to the existing structure. If new
construction is requested which will require water, a proof of legal and physical
water source will be provided.
• No new building construction or facilities are being proposed with the development
of a contractor yard, and waste water disposal will not be provided to the existing
structure. If new construction is requested which will require waste water disposal in
the form of an Individual Sewage Disposal System (ISDS), a septic installation permit
will be applied for through Garfield County.
