The purpose of this letter is to provide a record of the U.S. Department of Energy's (DOE)
approval for the preliminary plans for a waste water treatment facility (WWTF) to be located on
the city property described by DOE as the New Rifle UMTRA site. It is DOE' s understanding that
a final plan is yet to be submitted, and upon finalizing the location and methods of construction of
the plant that a brief description of the work and map indicating the plant footprint will be
submitted for approval. It is anticipated that only minor changes to .the location or footprint will be
made and a very brief review by DOE will be necessary for approval. It is also understood that the
plans for plant location and that for soil management and water handling during construction as
submitted by the city are deemed acceptable, are enclosed herein for the record, and will be
followed throughout construction.
On December 28, 2006, DOE signed off on the state required application for construction
submitted by the contraetor for the City, with the understanding that thi.s .signifies DOE cognizance
of the applicable regulations affecting DOE interests, specifically the Uranium Mill tailings
Radiation Control Act, and the DOE interest in the Corps of Engineers permitted wetlands, and
how these interests are affected by the project. It in no way indicates an approval or endorsement
of the WWTF design, as that is not the purview of DOE, and the design package was not reviewed
for that purpose.
Please understand that any further activities on either of the Rifle UM1RA sites will need to be
approved in writing prior to perfonnance, as DOE is still liable for ongoing ground water remedial
actions under the regulation of the Nuclear Regulatory Commission.

RE: Work Plan for the proposed Wastewater Treatment Facility
New Rifle, Colorado, Processing Site
Dear Rich,
On behalf of the City of Rifle, we are submitting the site plan and construction
work plan for the proposed new Rifle Regional Wastewater Reclamation Facility.
The attached site plan, while still only preliminary, shows the general area of
construction. The final layout will be confined to the "box" area shown. Access
will be maintained to all existing monitoring wells.
The City understands that there are special construction requirements for this
site and will mandate adherence to the following construction standards. The
City will also require the contractor sign this document and submit it to you for
verification of understanding.
1. The upper 1 to 3 feet of fine grain soil. This is backfill material that can be
used anywhere onsite.
2. The gravels and cobbles underlying the backfill must be capped with a
minimum of 6" of on-site backfill. ·
3. This means that the backfill layer must be stripped from the work area and
set aside for capping purposes.
4. Where feasible, excavated gravels will be replaced in a last out -first in ·
fashion.
5. All soils must stay onsite.
6 .. Groundwater removed from excavations cannot be discharged to the river
or re-injected to the subsurface. The removed groundwater must be either
land applied for evaporation or dischar.ged to the onsite wetlands.
