I. BACKGROUND
Application for Site Approval for Construction or

Cerise Ranch Subdivision on Highway 82 east of
Carbondale, CO
Cerise Ranch Subdivision was approved by the Board in 2000 and is memorialized in Resolution
2000-73. Cerise Ranch Subdivision is located along the north side of State Highway 82
approximately 5 miles east of Carbondale. The 301 acre property contains 68 lots ranging from 2 to
10 acres. Fourteen of the lots were approved for ADUs for a possible total of 82 units. The
development was proposed to be completed in two phases. At present, 6 lots have been developed
with single-family dwellings. The approvals required that all of the lots have Individual Sewage
Treatment Systems (ISTS) to be maintained by the homeowners association (HOA).
II. REQUEST
Wintergreen Homes, LLC, is requesting approval from the Colorado Department of Public Health
and Environment (CDPHE) for the construction of a lift station and force main in order to extend
wastewater service provided by Mid-Valley Metropolitan District (hereinafter the "District") to the
Cerise Ranch Subdivision. As this property is located in Garfield County, this application is being
referred to the Board of County Commissioners for their recommendation.
As mentioned above, Cerise Ranch Subdivision was designed so that each lot was served by an
Individual Sewage Treatment Systems (ISTS) to be maintained by the HOA. Only 6 units have been
constructed to this point. The Applicant proposes to obtain wastewater service from Mid-Valley
Metropolitan District rather than provide wastewater treatment on each individual lot through ISTS.
In order to accomplish this, the Applicant has decided to install gravity main lines that will flow to a
proposed lift station to be located at the low point of the property and then boosted into the existing
force main on the Dakota Subdivision which is currently connected to the Mid-Valley Metropolitan
District. Three of the six constructed dwelling units will connect to the system and all new
construction will connect to the system.
The Mid-Valley Metropolitan District Wastewater Treatment Facility is located in El Jebel and
currently provides service to the Dakota Subdivision which is directly adjacent to and east of Cerise
Ranch Subdivision.
III. PROJECTED SERVICE AREA
The proposed gravity lines, lift station, and force main facility will serve the approved 68 lots within
the Cerise Ranch Subdivision. The Mid-Valley Metropolitan District Wastewater Treatment Facility
already exists and has served surrounding subdivisions including Dakota Subdivision for some time.
IV. WATER AND SANITATION DISTRICTS
The purpose of this application is to apply for wastewater treatment service from the existing Mid-
Valley Metropolitan District Wastewater Treatment Facility.
V. HAZARDS
Inter-Mountain Engineering, Ltd. provided an analysis of the property regarding potential hazards
and ultimately concluded the proposed lift station is not located in primary drainage pathways, the
identified 100-year flood plain, wetlands or potential geologic hazard areas.
Regarding mechanical
I system failure, the Applicant states that a high level alarm will activate a
phone dialer and call the on-call operator 24 hours/ day.
VI. IMPLEMENTATION PLAN AND SCHEDULE
The Applicant is presently poised to construct the improvements. In addition, based on the explicit
conditions required within the approval (Resolution 2000-73), the Applicant will need to amend the
preliminary plan to amend those conditions which are as follows:
Condition No. 15: "Comment number 5 from Wright water Engineers which requires all ISTSs
to be designed by a registered engineer."
Condition No. 16: "As stated in the letter dated March 21, 200 from the Division of Water
Resources, individual sewage treatment systems must be on the non-evaporative type unless
otherwise requested and supporte3d by consumptive use estimates."
The Applicant states that approval and construction of the system must occur soon, otherwise it
will not happen at all.
VII.COST
The Applicant indicates the cost of the Force Main and Lift-station is approximately $203,000.
VIII. RELATIONSHIP TO THE COMPREHENSIVE PLAN
Objective 7.2 within Section 7.0 'Water and Sewer Services" states, "development located adjacent
to municipalities or sanitation districts with available capacity in their central water I sewer systems
will be strongly encouraged to tie into these systems." Further Policy 7.2 of the same section states:
"Where logical, legal and economic extension of service lines from an existing water and/or sewage
system can occur, the County will require development adjacent to or within a reasonable distance,
to enter into the appropriate agreements to receive service. The burden of proofregarding logical,
legal and economic constraints will be on the developer." As a result, Staff finds the proposal to tie
into the existing Mid-Valley Metropolitan District Wastewater Treatment Facility is consistent with
the direction provided on the Comprehensive Plan.
IX. ROLE OF THE COUNTY COMMISSIONERS
The Applicant is required to obtain a recommendation of approval, denial or no comment from the
Garfield County Board of Health and County Board of County Commissioners and various other
local and regional agencies.
X. RECOMMENDATION
I. Staff recommends that the Garfield County Board of Health recommend APPROVAL of the site
application of the Mid-Valley Metropolitan District to serve the Cerise Ranch Subdivision.
2. Staff recommends that the Garfield County Board of County Commissioners recommend
APPROVAL of the site application of the Mid-Valley Metropolitan District to serve the Cerise
Ranch Subdivision.
