TheActrequiresthat“noxiousweeds”bemanagedonprivateandpubliclands.TheActfurther declaresthatcontrolofnoxiousweedsshouldusemethodsthatareleastdamagingtothe environmentbutalsopracticableandeconomicallyreasonable.Thestaterequiresmanagement ofnoxiousweedsincludedononeofthreelists(seeAppendixA):ListA–designatedfor statewideeradication;ListB–managedtopreventfurtherspreadand,forselectedspecies, designatedforeradicationinlargeareas;andListC–ofmorelocalizedconcern,butforwhich thestatewillprovideeducation,research,andbiologicalcontrolassistancetojurisdictionsthat choosetomanagethespecies. Oxyowns/leasesandoperatescertainmineralpropertiesinthePiceancebasin,locatedin WesternColorado.ThisPlanisintendedtomanageOxy’soilandgasoperationalareasinorder tocomplywithalllocal,stateandfederalnoxiousweedmanagementrequirementsincluding GarfieldCounty,ColoradoOilandGasConservationCommission(COGCC),andtheBLM. ComplianceStatements Oxywillmanageallnoxiousweeds,asdefinedbytheAct,theguidelinesintheGarfieldCounty NoxiousWeedManagementPlan,thelocalBLMPesticideUsePlan(PUP),anyotherapproved noxiousweedmanagementconditionsofapproval(COA’s)issuedbyalandmanagementagency inexistingsurfacedisturbedareasmanagedbyOxyaswellasnewlydisturbedprojectareas. SomenoxiousweedmanagementCOA’smaybeidentifiedbyabiologicalconsultantatthetime ofprojectspecificinventories.Theterm,“disturbedarea”includesallwellpads,accessroads, easements,pipelines,andassociatedsupportfacilitiessuchascompressorstations,water managementfacilities,andotherareasdisturbedbyprojectactivities.Disturbedareasalso includesoilstockpiles,earthenbermsandothererosioncontrolBMP’sthatrequireground disturbanceforinstallationandmaintenance.OxywillcomplywithCOGCCnoxiousweed management1000Seriesrules,whichrequiresOxytokeepalldisturbedareasfreeofnoxious weeds. CascadeCreekNoxiousWeedManagementPlanPage3 OxywillreportallStateListAandListBnoxiousweedpopulationsinventoriedandtreatedand anyotherspeciesidentifiedbyGarfieldCountyforeradicationupondiscoverytotheappropriate Countydesignee. TheColoradoNaturalAreasProgram(CNAP),whichmanagesthedesignatedSNA’shave providedOxywithrecommendednoxiousweedmanagementBMP’sthatwillaideinprotecting nativeplantspecies.TherecommendedBMP’swillbeappliedwherefeasible. OperatingArea Oxymanagesactiveandinactiveleasesassociatedwithnaturalgasexplorationinthefollowing areasofGarfieldCounty: CascadeCreekOperatingArea,whichisseparatedintothreeprimaryfields: oValley oMesa oLoganWash;thisareacontainstwoSNA’s: MountCallahanSNA MountCallahanSaddleSNA Oxyoperatesonsplitestate,wheresurfacelandsmaybewhollyfederal(BLM)andminerals whollyfeeownedandviceversa. LandUseObjectives Oxyconductsnaturalgasexplorationandproductionactivitiesonfeeandfederalleaseholdings inWesternColorado.Landusesandtypesoffacilitiestobedevelopedincludeaccessroads, pipelines,wellpads,compressorstations,staging/storageareasforequipmentandsupplies,and otherassociatednaturalgasdevelopmentactivities.Someofthedevelopmentsareshort-term temporarydisturbances,suchasstagingareasandpipelines,whiletheaccessroads,wellpads, andothersupportfacilitiesremaininactiveuseforanestimated20-30years. CascadeCreekNoxiousWeedManagementPlanPage4 WeedManagementObjectivesandImplementationStrategies ThefollowingaretheoverallobjectivesofthePlan: InventoryandmonitorexistingornewnoxiousweedinfestationsusingGlobalPositioning System(GPS)equipmentorothermappingtechniques.Inventoriesshalloccuratleast annually; Preventnewinfestationsofnoxiousweeds; UtilizestatecertifiedcontractorstoimplementanIntegratedWeedManagement(IWM) protocolasrecommendedbythestateorGarfieldCountyNoxiousWeedManagement plantocontrolormanagenoxiousweedpopulations; Maintainanoxiousweedinventory,herbicideapplicationandmappingrecords; Restoredisturbedareastoprotectnativeplantecosystemsandwatershedsfrom degradationbynoxiousweeds. Specificactionstobetakentomeettheseobjectivesinclude: Baregroundtreatmentswilloccuratexistingfacilitiesatthestartofthespringseason, priortonoxiousweedemergencetoreducetheemergencepotentialofnoxiousweeds. Annualmonitoringwilloccuratexistingandnewfacilities,specificallylookingfornoxious weeds.Ifnoxiousweedsareidentified,theywillbemapped,treated,andthetreatment eventwillbelogged. Alltreatmenteventswillbeloggedbythenoxiousweedtreatingcontractorusinga PesticideApplicationRecord(PAR).SeeAppendixBforanexampleofwhatinformation shouldbecollected;thecontractormaychoosetheirownformat.ThePARwillbeuseto reportnoxiousweedmanagementactivitiestofederallandmanagingagencies.In additiontocompletingthePAR,thenoxiousweedcontractorwillcompleteOxy’snoxious weedtrackingform,seeAppendixC. CompletionofthePARandOxy’strackingformwillserveasdocumentationofnoxious weedmanagementactivities. WherefeasibleimplementareaspecificnoxiousweedmanagementBMP’sinthetwo designatedstatemanagementareas,seeAppendixE. InventoryandMonitoring Beforeanewsiteisdevelopedandwhenpractical,Oxywillinventorythesiteandadjacentareas fornoxiousweeds,includingaccessroadsandotherprobableweedingressroutes.If developmentactivitiesarestartedinthewintermonthsorwhennoxiousweedscannotbe identified,thenewdisturbanceareawillbeinventoriedthenextgrowingseason.Noxiousweed locations(ListAandListBspecies)willbecollectedwithaGPSunitormappedinrelationtothe facilityorlandmark.Anynoxiousweedinfestationsfoundwillbetreatedbeforesitedisturbance, iftimingisappropriate.Ifthetimingisnotappropriatefornoxiousweedtreatment,activitiesmay proceedandtheweedswillbemonitoredandtreatedduringtheappropriateseason.Weedson adjacentpropertiesmaybetreatedasappropriatewithpermissionofthelandowner.Populations ofColoradoorCountyListAandListBspecies(seeAppendixA)willbereportedtotheCounty WeedManager.Onfederallandsorforfederalprojects,aNoxiousWeedInventoryrecordwillbe CascadeCreekNoxiousWeedManagementPlanPage5 completedeachtimeaListAorBweedinfestationisinventoried(withtheexceptionofredstem filareeandquackgrass),andthepopulationswillbereported. Monitoringwillbeconductedatleastannually,earlyinthegrowingseason,byOxystaffor contractors,andincoordinationwithBLMstaffonfederallands.FormostofOxy’soperation areas,monitoringwilloccurbetweenMayandJuly.Allpreviouslytreatednoxiousweedsiteswill bemonitoredforregrowthandscheduledforre-treatmentasnecessary.Alldisturbedareas underOxymanagementwillalsobemonitoredtoensuretherearenonewweedinfestations. Prevention Thepurposeofpreventionmeasuresistoprecludetheintroductionofneworexistingnoxious weedsfromtheprojectareatoun-infestedareasorfromadjacentlandintotheprojectarea. ConstructionPreventionMeasures Constructionequipmententeringprojectareas(backhoes,trackhoes,dozers,blades, rollers,lowboys,equipmenttrailers,etc.)willbepowerwashedorotherwisecleaned. “Equipment”isdefinedasanyearthmovingandanyothermachinery,trucksorvehicles, trailersandtools.OnFederalproperty,equipmentmaybeinspectedbyBLMorForest Service(FS)personnel.Pickuptrucks,SUVs,vans,watertrucks,andpipetrucksshould alsobecleanbutdonotrequireinspectionpriortoenteringfederallands.Where required,trackpads,gravelbedsorrumblestripswillbeinstalledatingress/egresspoints tothesitetolimitweedseedfromenteringorleavingthesite. Soilsfrominfestedareasoftheprojectsitewillnotbemovedoffsite,butwillbe stockpiledandtreatedforweedsasnecessary.Ifinfestedsoilsaremovedoffsite,they willbekeptonOxy-managedproperty,monitored,andtreatedasnecessary.Stockpiled soilswillbemonitoredandtreatedtocontrolnoxiousweeds.Allpurchasedproducts usedindevelopmentandreclamationofasitewillbeinspectedorcertifiedasweed-free wheneverpossible,includingsoils,rockandgravel,seeds,mulchanderosioncontrol products. OperationalPreventionMeasures Existingfacilitiessuchaswellpads,valve/metersites,andcompressorstationsthat requireworkareastobefreeofvegetationshallhavebaregroundtreatmentsatthestart ofspring.Existingfacilitiessuchasaccessroadsandreclaimedpipelineright-of-ways shallbemonitoredthroughthegrowingseasonfornoxiousweedsandnoxiousweeds identifiedwillbetreated. Revegetation Thegoalofreclamationandrevegetationofasiteafterdisturbanceistimelyestablishmentofa desirablenativeplantcommunityandpreventionofnoxiousweedinfestation.Elementsof successfulrevegetationincludetheuseoftopsoilthatwassetasideduringconstructionandkept weed-free;reseedingwithappropriatespeciestoestablishplantcover,andstabilizationofthe soilsurfacewiththeappropriatemulches,tackifiers,anderosioncontrolproductsasneeded. CascadeCreekNoxiousWeedManagementPlanPage6 Plansforrevegetationandreclamationofdisturbedareasaresite-specific,andwillincludea plantlist,methodofseeding,howseedingsuccesswillbedeterminedandhowtherevegetated areawillbemonitored.Oxywillrelyonexistingsurfaceuseagreements,revegetationplan,or StormwaterManagementPlan,whichhasarecommendedseedmix.BLMandFSseedmixes arecompiledonasite-specificbasis,accordingtoelevationandexistingvegetationcommunity onthesite.Non-native,non-persistentsterilegrassesmaybeusedtoprovidegroundcoverfor soilstabilizationandweedsuppressionduringtemporaryreclamationonbothprivateandfederal land.SeeAppendixDforasampleOxyRevegetationandReclamationPlan. Certifiedweedseedfreestraw,hay,mulch,seedorothermaterialswillbeusedforsoil stabilizationand/orrevegetationpurposes(ColoradoDepartmentofAgriculturecertifiedinspector toStatestandards).SeedtagswillbeavailableforinspectionuponrequestoftheInspector. Topsoilthatisstockpiledformorethanoneyearwillbeseededaccordingtoabovestandardsat theearliestpracticaltimetoreducethepossibilityofnoxiousweedestablishment. Revegetationeffortswillbemonitoredannuallyuntilsuccessfulestablishmentofdesirableor intentionallyplantedseedorplantsisconfirmed.Noxiousweedsfoundinrevegetationwillbe documented,andmanagedperguidelinesinthisWeedManagementPlan. ControlandManagement ThenoxiousweedcontractorwillfollowtheguidelinesidentifiedintheNoxiousWeed ManagementPlandevelopedbytheColoradoDepartmentofAgricultureandtheGarfieldCounty NoxiousWeedManagementPlandevelopedbytheGarfieldCountyVegetationManagement departmenttoidentify,treat,andcontrolnoxiousweeds.Treatmentswillincludeherbicide, cultural,mechanical,revegetation,andbiologicalcontrolaloneorincombinationasnecessaryfor efficientweedcontrol.Onfederallands,controlandmanagementmethods(includingherbicide use)willbeverifiedandapprovedwiththeappropriatelandmanagementagencyrepresentatives. NoxiousweedmanagementactivitiesonfederallandswillcomplywiththeBLMorotherland managementagenciesPUP.AnnualreportingtotheBLMorotherlandmanagementagencywill becompletedasprescribedinthePUPbythenoxiousweedcontractor. Theaccompanyingtreatmenttablesdescribethemanagementmethods,rates,andtimingof controlmeasuresforspecifictargetedweeds(seeTable1andTable2).Treatmentapplication recordswillberetainedbyOxyandavailableforinspectionbyagencypersonnellistedinthe contactssectionbelow. Totheextentpracticable,OxywillpreplanallproposedoilandgasactivitieswithintheState NaturalAreastoensurethatonlyareasrequiredtoconductsafeoilandgasoperationsare developedandutilized,whichwouldincludesizingofinfrastructureinanticipationoffuture development,centralizingwellsandassociatedproductionunitsandtanks,andconsultingwith CNAPforadditionalbestmanagementpracticesassociatedwithdevelopmentactivities.For existingfacilities,Oxywillpostandmaintainsignagethatreaffirmsonlyauthorizedpersonnelare allowedintheareaandthatoff-ROWexcursionsareprohibited.
