HomeMy WebLinkAbout1 Storage NarrativeOXY USA WTP LP  Pond 10 Application Narrative Garfield County Limited Impact Review, 2014 Page 1 of 2 Pond 10 OXY USA WTP LP Storage Sites Limited Impact Review Application Narrative OXY USA WTP LP (OXY) is pursuing a Limited Impact Review (LIR) in Garfield County for the development of a water storage pond, Pond 10. The proposed site will be located on private property, owned by OXY USA WTP LP, approximately 12 miles north of DeBeque, Colorado. The site will be defined as a Water Impoundment use. Storage sites are proposed as an accessory to the proposed site. Storage is an industrial use classified as a Limited Impact. Three storage areas are proposed within the Pond 10 site perimeter. 1.1 Description The purpose of the proposed storage areas is to increase efficiency within the Cascade Creek Field. The storage areas will support other facilities located in OXY’s field. The site is located on OXY’s property, a 7732 acre site. The storage areas will be able to accommodate storage of field equipment and supplies without having to transport off OXY’s property. The proposed storage sites will not be OXY’s primary storage area. An existing centralized storage site provides storage. The subject storage areas will accommodate additional storage needs and storage for the proposed Pond 10 facility. OXY will be the sole user of the proposed storage areas. The site will store construction materials, construction equipment, assorted production equipment to include separators, tanks, piping, and valves, and shipping containers. Liquids, semi‐liquids, or waste will not be stored at the storage sites. Three storage sites are proposed. Storage Area 3 will provide storage for the proposed Pond 10 water impoundment. The two additional storage sites (Storage areas 1 and 2), north of the pond, are proposed for additional storage and will support other OXY facilities. The proposed site will not be manned on a continuous basis with personnel only being present during unloading and loading of equipment and supplies. Access to the site will be infrequent, but allow access full time to accommodate other facilities. A copy of the Emergency Response Plan is provided in the Maps and Plans Tab. Storage areas 1 and 2 were previously graded and construction activities for the storage areas are not anticipated. Storage area 3 was previous developed, but will be re‐graded for the proposed site. An access road to the site location is owned and maintained by OXY. The Site Plan is located in the Maps and Plans tab. The storage sites will not generate additional traffic on public roads. The site will reduce traffic by providing additional storage locations for extra materials and equipment that would otherwise be transported off of OXY’s property. The traffic report and access route figure are located in the Impact Analysis tab. The equipment and materials that will be brought to the site are from near‐by well pads and will be reused in the general area. Given this situation, no additional traffic generation is assigned to the storage use. OXY will obtain all necessary permits (grading, building, electrical, etc.) from the Garfield County Building and Planning Department as required before the start of any future construction activities at the Pond 10 site. The proposed site is located on OXY’s property and will accommodate COGCC permitted facilities within the Cascade Creek field. 1.3 Storage Areas Dimensions Storage Area 1: 103’ x 270’ 28,624 sq. ft. Storage Area 2 111’ x 202’ 13,855 sq. ft. Storage Area 3 44’ x 279’, 11,910 sq. ft.
