WAIVER REQUESTS
New Creation Church of Glenwood, Inc. (NCC) is requesting waiver of an submittal for a (1)
Improvements Agreement, and (2) Codes, Covenants, or Restrictions associated with the
project. These are identified as submittal items in Table 5‐401 (5‐305). If these items may be
needed, they can be addressed in the administrative review being filed simultaneously with the
county for the site plan review portion of this project. It should be noted that the proposed
amended plat for the project adds plat notes identifying land use rights and restrictions as
required by county code.

Amended Exemption Plat – Williams Trust Exemption – New Creation Church
of Glenwood (CRE Job# 1006)
Dear David:
In response to the County’s request for additional materials and revisions in support of
the New Creation Church of Glenwood (NCC) Amended Exemption Plat submittal,
Colorado River Engineering (CRE) has prepared this letter addressing those items
necessary to proceed with the submittal process.
The revisions and additional materials are as follows:
Submittal Requirements:
1. Electronic copy of application must be submitted.
‐ CRE has submitted an electronic copy (CD) of the original application and
submittal documents to the County prior to the submission of this letter. A CD
including the revisions and additional materials for this resubmittal is attached to
this letter.
Ownership:
2. Secretary of State’s records for ownership entity of property.
‐ NCC has provided the necessary information to the County Attorney. The County
Attorney has informed CRE that they are satisfied with those documents but has
requested that the Statement of Authority (SOA) be updated. See the
Authorization to Represent section of this letter for the updated SOA.

3. Proof of ownership for Parcel No. 2123‐351‐00‐099.
‐ NCC has provided the necessary information to the County Attorney. The County
Attorney has informed CRE that they are satisfied with those documents but has
requested that the Statement of Authority (SOA) be updated. See the
Authorization to Represent section of this letter for the updated SOA.
Easements:
4. Per Section 5‐402(F)(12), easement information needs to be represented on the
Final Plat.
‐ Easement information has been updated on the Final Plat. The updated Final
Plat has been attached to this letter.
Access and Right of Way
5. Per Section 5‐402(F)(13), access points from Highway 6 & 24 need to be
represented on the Final Plat.
‐ There are two existing access points on the properties that have been identified
on the final plat. Access permit numbers for the existing accesses have not been
provided because pending approval of the Plat Amendment and the Preschool
Development, new access permit numbers will be issued. The access permit
numbers will be updated at final submittal. The updated Final Plat has been
attached to this letter.
6. Per Section 5‐402(F)(9), the name, location, and width of all Right of Way within
200 feet is required on the Final Plat.
‐ Name, location, and width of all Right of Way within 200 feet of the subject
parcels have been added to the Final Plat. The updated Final Plat has been
attached to this letter.
Mineral Ownership
7. Per Section 4‐203(B)(3)(b), the name and mailing address for each mineral owner
must be provided. Per Section 5‐402(F)(1), this information must also be
identified on the Final Plat.

‐ New Creation Church of Glenwood is the sole owner of the mineral rights. The
Mineral Right Owner Information has been updated and attached to this letter.
The information has also been added to the Final Plat. The updated Final Plat
has been attached to this letter.
Authorization to Represent
8. Invalid Statement of Authority (SOA). Name of the entity must be updated.
‐ The SOA has been updated, signed by Pastor Mark Bintliff, and notarized. It is
attached to this letter.
