REPRESENTATIVE: Greg Shaner, Colorado River Engineering/Bill Steere, WLP Associates PRACTICAL LOCATION: 44881 Highway 6&24 ZONING: Commercial, Limited TYPE OF APPLICATION: Educational Facility – Administrative Review I. GENERAL PROJECT DESCRIPTION The Applicant is request to develop an approximate 10,000 square foot building for use as a preschool for up to 75 students with 60 new parking spaces. The school will be located in a separate, new building near the existing New Creation Church. The applicant represented that they will be working with some of the known constraints for the development in advance of the application, including contacting CDOT, the fire district, the state division of water resources in regard to their well permit and testing and CDPHE in regards to wastewater treatment issues. They represented they already have a state license and permit for 75 students and their existing facility in west Glenwood springs. The applicant is also requesting the adjustment of a platted property line so that the proposed new construction will not be split/bisected by the existing property line. These requests will require two separate applications but the applications may be processed currently. However, any approval of an Educational Facility (as proposed) will require first an approval of the plat amendment. 2 II. REGULATORY PROVISIONS APPLICANT IS REQUIRED TO ADDRESS • Garfield County Comprehensive Plan 2030 • Garfield County Land Use and Development Code, effective July 15, 2013 • Administrative Review (Section 4-103) • Table 4-102, Common Review Procedures and Required Notice; and • Table 4-201, Application Submittal Requirements • CDOT Access Permit Requirements III. REVIEW PROCESS • The review process shall follow the steps as contained in Section 4-103. See attached process flow chart. SUBMITTAL REQUIREMENTS Please refer directly to Table 4-201 and the list of General Application Materials in section 4- 203.B. These application materials are generally summarized below:  Application Form  Ownership Documentation (deed)  Statement of Authority or Letter of Authorization, as necessary  Fee Payment and Payment Agreement Form  Pre-Application Conference Summary  Names and addresses of all property owners within 200 feet of project site and all mineral owners of the subject parcel. Proposed ~10,000 sq.ft preschool 3  Vicinity Map  Site Plan (needs to demonstrate compliance with Zone District Dimension Requirements and address key site elements including setbacks, off-street parking, access driveways, snow storage, etc.)  Information on the proposed structure adequate to demonstrate general compliance with code requirements (floor area, lot coverage, building height, off-street parking, etc.)  Grading and Drainage Plan  Landscape Plan  Impact Analysis  Development Agreement  Improvements Agreement  Traffic Study  Waste Supply and Distribution Plan  Wastewater Management and System Plan  Statement addressing how the project meets the required Review Criteria (Article 7, Division 1, Division 2 and Division 3) Submit three paper copies and one CD for both applications. Additional copies will be requested upon determination of completeness. See the land use code for additional information on submittal requirements and waiver provisions if necessary. IV. APPLICATION REVIEW a. Review by: Staff for completeness recommendation and referral agencies for additional technical review b. Public Hearing: _X_None (Director’s Decision) __Planning Commission __ Board of County Commissioners __ Board of Adjustment c. Referral Agencies: May include Garfield County Road and Bridge Department, Fire Protection District, Garfield County Designated Engineer, CDOT, and Town of New Castle, State of Colorado, CDPHE, and Division of Water Resources. V. APPLICATION REVIEW FEES a. Planning Review Fees: $ 250.00 b. Referral Agency Fees: $ TBD – consulting engineer/civil engineer fees c. Total Deposit: $ 250.00 (additional hours are billed at $40.50 /hour) 4 General Application Processing Planner reviews case for completeness and sends to referral agencies for comments. The case planner contacts applicant and sets up a site visit. Staff reviews application to determine if it meets standards of review and makes a recommendation of approval, approval with conditions, or denial to the Director of the Community Development Department. The Director’s decision is subject to a 10-day call-up period. The pre-application meeting summary is only valid for six (6) months from the date of the written summary.
