PARACHUTE PROCESSING OPERATION EXPANSION
1.0 DESCRIPTION AND SPECIFICATIONS FOR THE PROPOSED SPECIAL USE
1. 1 Introduction
This Application for a Special Use Permit is being submitted by American Soda,
L.L.P. (American Soda) in support of the proposed expansion of its Parachute
Processing Operation [Parachute Site). In brief, American Soda proposes to
increase its capacity to produce soda ash from approximately 800,000 tons per
year to 3 million tons per year and sodium bicarbonate from approximately
150,0CXJ tons per year to approximately 450,CXJO tons per year. The vast
majority of the finished sodium products produced under this expansion would be
shipped from the Parachute Site by rail using American Soda's previously
permitted rail spur. ,
The proposed Parachute Site expansion would be conducted entirely within
American Soda's current 1,000-acre property boundary and would not require
the purchase of additional adjacent property. While the Parachute Site is zoned
a Agricultural" by Garfield County, the proposed special use of the site would involve
no conversion of agricultural land because the areas proposed for development of
the expanded processing facilities are currently industrial in character.
1. 2 Project Location
The Parachute Site is located on private property in the Parachute Creek valley in
Sections 34 and 35 of Township 6 South, Range 96 West and Sections 2 and 3
of Township 7 South, Range 96 West of the srn Principal Meridian in Garfield
County, Colorado. Access to the Parachute Site is provided by Interstate 70 and
Garfield County Road 215 (Parachute Creek Road). Figures 1 and 2 provide maps
showing the location and overall layout of American Soda's Parachute Site with
the proposed expansion of processing facilities.
1. 3 Site Plan Description
The expansion of the Parachute Site Processing Operation would generally include
the installation of additional soda ash and sodium bicarbonate process equipment,
a large addition to the soda ash wing of the process building, construction of
additional soda ash storage silos, an additional product conveyor, and additional
railroad trackage near the product storage silos and railcar load out building. In
the future, the construction of additional evaporation ponds may be required
sooner than would be the case with American Soda's current production rates.

Figure 3 identifies the specific facilities that would be developed at the Parachute
Site as part of the proposed expansion . The following is a more detailed
description of the new facilities that would be constructed as part of the proposed
expansion.
The most significant aspect of the proposed expansion is the addition of soda ash
and sodium bicarbonate production capacity to the facility. This will require the
expansion of the existing process building. rather than construction of new
process buildings. The existing process building is T-shaped with the soda ash
production area occupying one wing of the building and the sodium bicarbonate
production area occupying the other. The soda ash production area features a
linear process stream where the product is crystallized, dried, screened and
stored in silos prior to shipment. In the soda ash area, the proposed expansion
would essentially add two duplicate process streams side by side with the existing
process streams. In t.erms of its physical dimensions, the process building
expansion of the soda ash wing would measure about 160-feet-wide by 380-feet-
long by 128-feet-high, which would house two additional soda ash production
lines . Similarly, the expansion of sodium bicarbonate production will also require
expansion of the process building. In terms of its physical dimensions, the
process building expansion of the sodium bicarbonate wing would measure about
160-feet-wide by 180-feet-long by 128-feet-high, which would house two additional
sodium bicarbonate production lines [Figure 3). As is currently the case, the
expanded process building would be a braced steel-frame structure with a
concrete foundation and slab .
In addition to the process building, there would be three to six new soda ash
storage silos added to the Parachute Site . These new silos would be located
immediately west of the three existing 5,000 ton soda ash silos . American Soda
would either add six identical 5,000 ton silos, which measure approximately 55
feet in diameter and about 107 feet high, or add three 10,000 to 12,000 ton
silos roughly double the size of the existing silos (Figure 3).
To transport the increased soda ash produced, an additional conveyor belt would
be installed to carry the product from the process building to the new silos and on
to the railcar load out structure. It is important to note that this new conveyor
would be installed within the existing conveyor tubes and would not be visible from
the outside. The sodium bicarbonate conveyor gallery presently installed is
considered adequate to transfer the additional product from the process building
to the surge bin for loading the railroad cars .
Finally, in order to ship the larger volume of finished products from the Parachute
Site, additional railroad trackage will have to be installed for both storage of
empty railcars waiting to be loaded and for staging of loaded soda ash and
bicarbonate railcars. This additional trackage would be located near the product
storage silos and load out building (Figure 3).

As is the case with the existing structures at the Parachute Site, the expanded
process building and silos would be painted an unobtrusive exterior color to blend
with the natural surroundings and reduce visual impacts.
1.4 Hours of Operation
The proposed expanded Parachute Site processing operation is scheduled to
operate 24 hours per day, 365 days per year, with the exception of periodic
maintenance outages.
1.5 Site Access and Anticipated Vehicle Traffic
The Parachute Site is located about 3 miles northwest of Parachute, Colorado.
Access to the Parachute Site would be via Garfield County Road 215 [Parachute
Creek Road). Access to project facilities within the Parachute Site would be
provided by exi~ting paved and gravel roads.
Commuter traffic to and from the Parachute Site would occur during both day and
night, peaking during shift changes. The expanded processing facility would
operate 24 hours per day, with two 12-hour shifts [e.g., 7 am to 7 pm and 7 pm
to 7 am). In total, approximately 150 commuter round trips are anticipated per
24-hour day.
Truck traffic to and from the Parachute Site would be associated with the delivery
of materials and supplies, as well as shipment of a small percentage of finished
sodium products. These truck trips would occur primarily during
daylight/business hours. Monday through Friday . It is estimated that
approximately 54 truck trips per business day would occur during operation of the
proposed processing plant.
The vast majority of American Soda's finished products would be shipped from the
Parachute Site by rail, utilizing the existing rail spur that runs from the site to the
interstate railroad main line near the town of Parachute. With the proposed
facility expansion, rail traffic is estimated to include about 85 110-ton cars per
24-hour day.
2.0 WATER USE AND WASTEWATER DISPOSAL
The water supply for American Soda's expanded Yankee Gulch Project would be
derived from the water rights purchased from Unocal for the project . These
water rights are more than adequate to satisfy the project's demands. American
Soda is confident that the project's water supply is legally and physically reliable.

As is currently the case, domestic wastewater (sewage) will be drained into an
existing storage vault at the Parachute Site. The wastewater will then be pumped
from this vault and disposed of at an appropriate facility off site. Wastewater
generated as a result of water softening would be routed to the on-site
evaporation ponds.
3.0 SITE PLOT PLAN
Figure 2 depicts the locations of all existing and proposed new structures at the
Parachute Site, as well as the GaMield County roadway [County Road 215) in the
vicinity of the Parachute Site property .
4.0 VICINITY MAP
Figure 1 depicts the location of the Parachute Site on a USGS topographic map.
The Parachute Site is located in the bottom of the Parachute Creek valley, on a
property that is relatively flat, sloping gently toward Parachute Creek .
5.0 GARFIELD COUNTY ASSESSOR'S MAP
A copy of the relevant Garfield County Assessor's Map is attached as Figure 4 .
Appendix A provides a list of adjacent landowners for the Parachute Site.
6.0 DEED AND LEGAL DESCRIPTION OF THE PROPERTY
A copy of the deed and a legal description of the property were filed with Garfield
County after the initial Special Use Permit was granted for the Parachute Site
(Permit No. 99-055].
7 .0 IMPACT STATEMENT
The Impact Statement for the project is included as Appendix B tD this
Application. The Impact Statement includes an analysis of the applicability of the
GaMield County Fiscal Impact Mitigation Program to the Yankee Gulch Project.
8. 0 FILING ADVICE
The filing of this application at this time shall not be deemed a waiver of those
exemptions and exclusions provided to American Soda. L.L.P. pursuant to the
proposed statewide initiative for an amendment to the Colorado Constitution
establishing a new article XXVll thereto I known as aCitizen Management of
Growthn.

Use of railroad transportation for hauling the vast majority of finished
sodium products off site, thereby drastically reducing the number of truck
trips that would use County Road 215 and pass through the town of
Parachute. This project feature reduces potential wear and tear on the
county road and potential traffic conflicts in the town of Parachute.
Coordination with the town of Parachute on noise issues related to rail
traffic on the rail spur.
Painting all buildings and other facilities at the Parachute Site an
unobtrusive narural color to blend in with the natural surroundings and
reduce visual impacts to observers in Battlement Mesa and other local
viewpoints.
5.03.08 INDUSTRIAL PERFORMANCE STANDARDS

Equipment that will generate noise will be located within buildings or enclosures
and will comply with all relevant state and federal standards with respect to noise
emissions.
2. Vibration Generated
The proposed expanded processing operation is not expected to produce ground
vibration that is perceptible at any point along the property boundary.
3. Emissions of Smoke and Partjc11late Matter
As stated in Section 5.03.07 (8} of this Impact Statement, the expanded
processing operation will comply with all state and federal air quality regulations
and permitting requirements. The plant will burn natl.Jral gas, which is a clean
fuel whose combustion would not result in emission of visible smoke or exhaust.
In addition, various processing, handlingt packaging, and loading facilities will be
equipped with pollution control devices to limit dust and particulate emissions to
acceptable levels.
4. Emission of Heat Glare Radiation and Fi 1mes I J $
The proposed processing operation will be lit at night. American Soda intends to
install night lighting in accordance with applicable occupational health and safety
regulations and sound engineering judgment. The expanded processing operation
would not emit radiation into the environment, nor would it emit heat that would
be measurable in offsite air or water resources.

5. Storage Areas
A. Limited quantities of diesel fuel and other regulated materials will be stored
at the Parachute Site for use in project operations. These materials will be
stored in a manner consistent with requirements of the National Fire Code
and other applicable state and federal regulations.
B. Star.age facilities for fuel and other regulated materials would be within the
fenced boundary of the Parachute Site.
C. In general, no materials or wastes will be deposited upon the Parachute
Site in a manner that would allow their transport off site by wind or other
natural cause or force. While bulk sodium products would be stored in
silos, rather than being piled outside, it is possible that small quantities may
be deposited on the ground by loading and hauling operations. Soda ash
and sodium bicarbonate are not regulated hazardous materials, and small
quantities of material on the ground would not pose a health threat to
workers or wildlife.
0. The Parachute Site itself is an approximately 300-acre parcel within the
larger approximately 1,000-acre American Soda property. It is not located
within 300 feet of any residential structures, nor is it within a platted
subdivision. Heavy equipment stored on site would not be visible to
adjacent landowners due to topography and screening by structures and
buildings. Repairs to equipment would be performed indoors or outdoors
during normal business hours as defined by the performance standard.
Loading and unloading of vehicles would occur entirely within the Parachute
Site, which is private property. .
5.08 FISCAL IMPACT MITIGATION PROGRAM
According to the Garfield County Zoning Resolution. the purpose of the Fiscal
Impact Mitigation Program is to condition a land use permit so that the sponsor
of a Major Project will participate, as necessary, in a mitigation plan to provide for
the timely availability of adequate housing, community facilities, and public services
during the construction phase of the Major Project. Fiscal mitigation can take
many forms, such as providing housing units, funding school additions, and
funding water. sewer. or road infrastructure.
Based on the guidelines established in the Zoning Resolution (5.08 .02 .08), a
Major Project is defined as a project locat.ed in the county that will employ at any
one time a total workforce of 200 employees in the county .

Given the likely size of the construction workforce associated with the expansion
of the Parachute Site Processing Facility, combined with American Soda's current
approximately 1 OD-person workforce at the Parachute Site, it is likely the Yankee
Gulch Project expansion would exceed the Major Project criteria during its
construction for a period of months. Following construction, however. the
operations workforce of the expanded Parachute Site Operation would be
approximately 150, which is below the Major Project threshold. As was the case
with initial project construction, American Soda will work closely with Garfield
County to minimize or avoid impacts to local communities as appropriate during
construction of the proposed Parachute Facility expansion.

In accordance with Sections 5.03.07 and 5.03.08 of the Garfield County Land
Use Codes, this Impact Statement is filed with Garfield County for the purpose of
expanding an existing sodium minerals processing operation at American Soda
LLP's Parachute Site Processing Operation, located at 2717 County Road 215 in
unincorporated Garfield County . The Parachute Site is part of the American
Soda , L.L.P. [American Soda) Yankee Gulch Sodium Minerals Project [Yankee
Gulch Project).
5.03 CONDmONAL AND SPECIAL USES
1. 1 ltilities and Sanitation
American Soda intends to utilize its existing water supply and wastewater disposal
infrastructure present at the Parachute Site.
2 . Street Improvements
The road serving the Parachute Site [County Road 215) is currently adequate to
serve the expanded Parachute Site Processing Operation. At present, County
Road 215 carries modest volumes of traffic and has adequate capacity to handle
the traffic envisioned for the project . Projected commuter and truck traffic
anticipated for the expanded Parachute Site operations are described in Section
1 . 5 of the Special Use Permit Application. Minor repairs to roads within the
facility may be necessary.
3 . Project Design and Adjacent I and I lses
The Parachute Site is an approximately 300-acre existing industrial facility
enclosed by a chain-link fence. This 300-acre facility lies within 1 ,ODO acres
owned by American Soda. Outside the fenced boundary of the Parachute Site,
the Amer ican Soda property is agriculrural and/or vacant in character. Lands
adjacent to American Soda's 1 ,000-acre property are similar~ used for grazing
and/or agriculture. with limited rural residential and mineral/natural gas
extractive uses .
There are no established neighborhoods or other residential land uses within
close proximity of the Parachute Site that would warrant installation of screen
fences or special landscaping or that would require special consideration of the

location of intensively utilized areas. access points. lighting. or signs to protect
established neighborhood character.
5.03.07 INDUSTRIAL OPERATIONS
1. IMPACT STATEMENT
A. Existfog I awfi 11 I lse of Water
The water supply for American Soda's expanded Yankee Gulch Project would be
derived from the water rights purchased from Unocal for the project . These
water rights are more than adequate to satisfy the project's demands. American
Soda is confident that the project's water supply is legally and physically reliable.
The Parachute Site would feature a network of drainage ditches to direct
stormwater runoff to a stormwater retention pond located on the southeast side
of the site (Figure 2 of the Special Use Permit Application]. Groundwater would
be protected through use of evaporation ponds featuring double liners with leak
detection and pumpback equipment.
8. Generat:ian of Vapors, 011st, Smoke, Noise. Glare, Vibration, or Other
Emanations
The proposed expanded processing operation at the Parachute Site is subject to
state and federal permitting requirements that limit the emission of a variety of
air pollutants. The expanded processing plant would comply with those permitting
requirements and would not emit unlawful quantities of regulated air pollutants.
The proposed facility would burn natural gas for heating steam and drying sodium
products. Natural gas is a clean fuel, and its combustion would not result in
emission of visible smoke or exhaust.
In product processing and packaging areas of the facility, the operation would
feature baghouse filters and an electrostatic precipitator to control the emission
of particulates (soda ash and sodium bicarbonate dust) from the site. All roads
within the Parachute Site that will carry heavy truck traffic will be paved, which will
minimize vehicle-related fugitive dust.
Noise sources at the expanded Parachute Site, including boilers, pumps, dryers,
and other mechanical equipment, would generally be enclosed or located inside of
buildings, which would reduce the amount of noise actually emitted. Modest
volumes of truck, train, and other vehicle traffic would also generate noise on a
sporadic basis. It is important to note that the expanded processing operation
would be located within a large, fenced property that is located in a sparsely
populated agricultural area. The nearest residence is located approximately 1

mile away . Since noise emissions diminish with distance, it is expected that noise
emitted by the operation would diminish to acceptably low levels at residences and
other noise receptors in the town of Parachute, roughly 3 miles away. The
expanded processing operation would not produce appreciable ground vibration or
other objectionable emanations.
Finally, the operation would have some lighting at night. Night lighting would be
installed in accordance with applicable occupational health and safety regulations
and prudent engineering judgment. The use of downward-Oriented fixtures and
visors would substantially reduce nighttime glare visible from populated vantage
points such as Battlement Mesa.
C. Impacts on Wildlife and Domest:ic Animals
The Parachute Site is an existing industrial facility that is already fenced to rest.rict
access by people, as well as by domestic animals and wildlife. While the adjacent
properties are agricultural in nature, the perimeter fence would preclude the
entry of livestock and other domestic animals.
There is the potential for occasional vehicle-animal collisions along County Road
215 and on the rail spur due to project-related automobilet truck, and rail traffic.
The number of animals that would be impacted is expected to be low.

approximately 72 truck trips per business day would occur during operation of the
proposed processing plant .
The vast majority of American Soda 1s finished products would be shipped from the
Parachute Site by rail, utilizing the existing rail spur that runs from the site to the
interstate railroad main line near the town of Parachute. With the proposed
facility expansiont rail traffic is estimated to include about 75 110-ton cars per
24·hour day.

The most recent traffic count on County Road 215 was performed in 1994.
According to the Garfield County Road and Bridge Department , traffic amounted
to approximately 414 trips per day, which is well below the design capacity of the
road. However, it is likely traffic volumes have increased substantially since then
due to a large increase in natural gas-related drilling and development that has
occurred in and around the Parachute valley in recent years. Assuming the 1984
traffic count is still representative of current non-American Soda traffic activity,
the addition of 222 project-related trips per day with American Soda's proposed
expansion would represent a 53 percent increase in traffic volume on the lower
portion of County Road 215. Despite this large percentage increase in traffic
volume, the use of County Road 215 would still be considered low and traffic
congestion unlikely nevertheless. With respect to product hauling, the use of the
rail spur instead of trucking would significantly reduce the number of truck trips
that would otherwise occur on Garfield County Road 215 . At present, American
Soda believes County Road 215 is in good working condition and is adequate to
support the traffic envisioned for the proposed expanded operation.
E. Damage to Adjoining Property
All product processing activities would occur within the fenced boundaries of the
approximately 300-acre Parachute Site. As mentioned previously, the Parachute
Site lies within the larger, approximately 1,0CXJ..acre American Soda property. No
disturbance or damage to adjacent properties or land uses is foreseen.
F. Mitigation Meas• ires
Var ious mitigation measures have been developed for the Yankee Gulch Project
that are also applicable to the proposed expansion of the Parachute Processing
Operation. These were described in the Commercial Mine Plan prepared for the
BLM. Copies of the Mine Plan have been provided to Garfield County. Please
refer to Section 8.0 of the Mine Plan for mitigation measures that pertain to
specific resource areas (i.e., Air Quality, Water Quality, Visual Resources).
Mitigation measures that pertain specifically to the Parachute Site include:
o Capture of on-site stormwater runoff and collection in a stormwater
retention pond to prevent potential pollution of Parachute Creek;
o Use of double liners with leak detection systems under evaporation ponds
to protect groundwater and Parachute Creek;
o Construction of evaporation ponds with protective bird netting installed;
o Installation of various air pollution control devices on processing plant
facilities to minimize emission of dust. particulates. and other air pollutants;
