Next year, they will take literature to three travel shows and to the meeting of travel writers to be held in Snowmass. The Transportation Committee will meet with the Highway Commission when they hold their meeting. They are the catalyst to gather people to- gether to make a presentation to the legislature on legislative needs. A meeting will be held in Grand Junction on November 15 for the Western Slope Commissioners, City Councilmen, Club 20, and City and County Administrators. Mr. Vanderhoof explained the proposed constitutional amendments for sharing tax money with cities and counties where people live who work in the energy-related industries. He also stated that to be effective, Club 20 should not be dominated by industry and business, or by government. When cities and counties participate, then Club 20 will have to work with both sides. He urged the Commissioners to attend the November 15th meeting. Al Maggard requested approval to proceed with an agreement to move the repeater on Sunlight. Mr. Maggard to refer the lease and the application to Mr. Hartert. Mr. Mattivi moved that Mr. Maggard be instructed to proceed. Seconded by Mr. Cerise. Motion carried unanimously. Esther Piper was instructed to check on what items can be obtained from surplus. Jim Drinkhouse was instructed to look into computer mapping. The balance of the meeting was spent on the budget. Meeting adjourned at 5:00 pm. €Ila Ste~CJ'.e/k Monday, November 10, 1975 The regular meeting of the Board of County Commissioners was held November 10, 1975, there being present Chairman Hill, Commissioners Cerise and Hill, Attorney Hartert, and Administrative Assistant Piper. Building Inspector W.C. Milner reported on the request for a Special Use Permit for a trailer park in Glen- wood Canyon by Mr. James Bair. He read a letter from Dave Campbell, Traffic Safety Engineer of the Colorado Highway Dept., which would require the applicant to install de-acceleration lanes at their expense. He felt that traffic problems the park would create would require channelization of traffic. Mr. Witkowski again stated that in addition to the traffic problems, he felt that this was not a proper use for this area. Mr. Don Marshall, representing Mr. Bair, stated that visability in either direction was approximately 1/2 mile from the proposed site. He felt that the request of the Highway Dept. was not valid, as they had not instal de-acceleration lanes or channeled traffic at either Hanging Lake or Grizzly Creek. Mr. Mattivi stated that the Highway Dept. was probably looking down the line and the two mentioned areas are pre-existing. Mr. Marshall stated that it was just a way that they could control the use of this property for future use by them. Mr. Mattivi felt that even if the Commissioners okayed the Special Use Permit, the Highway Dept. migh not issue an exit permit. Mr. Mattivi stated that based on the recommendation of the three people who had looked into this, he moved that the application be denied because of the traffic hazard it would create, (4.03.11 of the Zoning Regulations). Seconded by Mr. Cerise. Motion carried unanimously. The contract for the DeBeque-North Project (Roan Creek Road) with the Colorado Highway Dept., Mesa and Gar- field Counties was signed by all of the County Commissioners. Bill Barnes reported on the estimated transfer that will be necessary from the Contingency Fund to the General Fund. It now looks like it will require a transfer of $44,000. This is based on a transfer of the Treasurer's fees as of October 31, 1975. Mr. Hartert was instructed to prepare a resolution to transfer the Treasurer's fees. Bill Barnes explained the 1976 proposed budget. The Contingency Fund reduced to a 1.3 mill levy. The Commissioners approved the change in the Library Fund. The Road & Bridge Fund will be raised to 7.0 mills. Present for the public hearing on the budget were six citizens and the press. Publication of notice of the Public Hearing was read by Esther Piper. Mr. Barnes read the proposed budget for 1976. It will go from 18.5 mills to 24.6 mills, an increase of 6.1 mills, for all fund~ Mr. Leonard Bowlby of the road dept., asked if the Road & Bridge Fund reflected a 10% increase in salary and 45 hours per week, or 40 hours per week. He was informed that there is sufficient funds for 45 hours per week. Representatives from RSVP and the Council on Aging thanked the Commissioners for the amount allowed them. Mr. Dick Martin asked about the $1,275,000 grant from the Federal Government on the Airport, and Mr. Hartert advised him that if it is received, a supplemental appropriation can be made. Dale Albertso asked if the General Fund could be used for TV when TV isn't county-wide. Mr. Hartert informed him that if the district is county-wide, the General Fund is used, but if the district is not county-wide, then it is a special district fund. Since there were no formal objections to the budget, Mr. Mattivi moved adoption of the resolution for the budget for 1976. Seconded by Mr. Cerise. Motion carried unanimously. Bair, and offer the fa 11 mvi ng comments for consideration by the Board of County Commissioners. The impact of such a development on this heavily traveled facility would create serious traffic operational problems. The limited sight distance at this location coupled with the left turning vehicles would introduce an additional traffic hazard which, in all probability, 1vould increase tile accident rate of this accident prone stretch of highway. Therefore, we would request that approval of this development be contingent upon the applicant channelizing the highway at this location. The channelization would include Acceleration and Deceleration lanes as well as an exclusive left turn lane. The total cost of the channelization to be i.iorne by the developer and built to Division of Highway Standards. Bair has applied for a Special Use Permit to allow him to construct a camper park in an A / R /RD Zone. PHONE 945~8241 Mr. Bair has complied with the regulations and we are in receipt of the proof of publication, return receipts, and the fee has been paid. I have reviewed this application with the Planning Department and the Sanitation Department. Listed below are some of the concerns expressed by this staff. The sanitation for this type of use could create a problem due to the shallowness of this property between the highway right-of-way and the Colorado River. The main concern is the access and egress from this use because of the narrow road of the canyon, with no acceleration or deceleration lanes and could create a very serious traffic problem. If this use is granted, it should be granted on the condition that Mr. Bair comply with all the requirements of Section 4.02, Mobile Home and Camper Park Regulations. Compliance with this section could alleviate the sewage problem with proper engineering. The entrance and exit should have the approval of the Department of Highways. Strang. This exchange is to align property by county road. No third party is involved, All things being in order, Mr. Cerise moved that tht exemption be granted. Seconded by Mr. Mattivi. Motion carried unanimously. Fee of $51.00 paid. Adjourned for lunch. Reconvened at 1:30 p.m. Johanna Terry and Betty Woolley discussed policies for the nurses. Mrs. Piper was instructed to check witl other counties and the state to see if county nurses are subject to county regulations and policies or if they have separate ones. Esther Piper reported on the pre-design conference on the Roan Creek Road held at the Highway Department in Grand Junction on October 17. Present were Dick Prosence and Tom Arnold of the Colorado Highway Dept., Jack Bowman of Mesa County, George Kellison and David Weaver of NHPQ, consulting engineers, and Mrs. Piper Of major concern was insufficient funding to complete the project and how the money that was appropriated would be distributed. This decision will be made by the joint Mesa and Garfield County Commissioners. Standards for the road and the DeBeque bridge were agreed upon. Time schedule is for design and cost esti mates to be completed within 90 days and is anticipated by January 1, 1976. All parties will be kept in- formed of the progress, Al Maggard, Conununications Director, presented license renewals for the radios, to be posted at each locat Kenneth D. and Margaret T. Elliot submitted a petition for exemption from SB 35 for the division of a lot in the Sutank area. All things being in order, (the house is already on the parcel), it was moved by Mr. Mattivi, seconded by Mr. Cerise, to grant the exemption. Motion carried unanimously. Fee of $51.00 paid. John Ackerman presented a petition for exemption from SB 35 for a 40-acre parcel into three tracts. All things being in order, granted. Seconded by Mr. Mattivi. Motion carried unanimously. James V. and Daniel P. Quigley, to split Mr. Cerise moved that the exe'mption be Fee of $90.0b paid. Mr. Hartert informed the Commissioners of a request from three other counties for Garfield County to parti cipate in the amount not to exceed $1000, to hire a specialized attorney to appear at the BAA on behalf of the counties on the subject of down hole equipment for gas and oil wells. He was instructed that Garfield County would not participate, due to the small amount of tax revenue involved. Flaven Cerise moved approval of"the ·fiiinutes' of the meetings of October 16 and 20, 1975, Seconded by Mr. Mattivi. Motion carried. Bud Milner presented a request from James G. Bair for a Special Use Permit for a camper park in Glenwood Canyon. Donald Marshall and Mrs. BaiT spoke for the park. Mr. Milner stated that this would cause traffi· problems. Mr. Hartert asked if they had taken into consideration the new four lane highway through the canyon, but it was felt this was five years or more in the future. Mr. Marshall stated that there would have to be a special ramp for access to the Bair property if the new highway is built and this would be at the same location; also, that there is plenty of room for this. All procedural requirements have been met Mr. Milner questioned a septic system within the 200-foot ROW. If it is approved, they must submit en- gineered plans. Traffic safety problems were discussed. Mr. Witkowski agreed with Mr, Milner that there would be problems. Mr. Witkowski stated that a comprehensive plan would not agree to this as a use becaus· of the constricted canyon and lack of supportive services. This type of development should be kept to a place where it is the center of activities for other uses. This would meet physical requirements, but a decision must be whether you want this use here or not. Mr. Marshall stated that people will always stop in the canyon. They have possibilities of hiking, boating, fishing and swimming. Mr. Mattivi asked how close the nearest camper park was. It is 8 miles to Grizzly Creek and 12 miles to the State Park near Gypsum. Mr. Hartert stated that in accordance with regulation 4,03.11, denial could be based on traffic safety. Mr. Mattivi moved the decision be tabled until they could make an on-site inspection and get fur- ther information. Seconded by Mr. Cerise. Motion carried unanimously. (Decision due by November 12.) George Rowe requested permission to sell cancer insurance to employees and permission to have deductions made through payroll. Mr. Hill informed him he would have to contact employees individually and they woul have to make the request to have premiums deducted from payroll. -.....;., Dale George, Bud Meisner, Bill Pickett and Duffy Artz appeared and asked for clarification on the news story relative to snowmobiles. They informed the Conunissioners that the Game and Fish Dept. will pay from the registration fund to counties for plowing out parking areas. Gail Boyd is the person to contact. In February, they will host a snowmobile trip with 250-300 participants. They also pointed out that they as- sist in search and rescue. They asked for a blockade at the end of the plowed road on the Buford Road. This cannot be done. Mr. Hill informed them he would try to keep the road plowed to the reservoir and hav a turn-around there. Mr. Cerise suggested that trash containers be placed where the turn·a1·ound and parki areas are. Mr. Cerise moved that the zone change for Martin Crane Company be referred to the ~nning Commission. Mattivi seconded the motion. Motion carried llilanimously. Mr. Mattivi moved that the public hearing for the zone change for Herring and Morton be December 2 at 1:30 p.m. Seconded by Mr. Cerise.
