This Special Use Permit is in compliance with Sections 4.03 and 7.03 of
the Garfield County Zoning Resolution and as per application.

This Special Use Permit is hereby denied , (state whether granted
or denied) subject to compliance by applicant ~~th all statements, representa-
tions, provisions and conditions set forth in the application and also subject
to the following conditions:
STATE REASON OR REASONS FOR DENIAL BELOW:
Mr. Milner reported on the request for a Special Use Permit for a trailer park in
Glenwood Canyon by Mr. James Bair. He read a letter from Dave Campbell, Traffic
Safety Engineer, of the Colorado Highway Department which would require the applicant
to install deceleration lanes at their expense. He felt that traffic problems the
park would create would require channelization of traffic. Mr. Witkowski again
stated that in addition to the traffic problem he felt that this was not a proper
use for this area. Mr. Don Marshall representing Mr. Bear, stated that visability
in .either direction was approximately one-,half (~) mile from the proposed site.
He felt that the request of the Highway Department was not valid as they had not
installed deceleration lanes or channeled traffic at either Hanging Lake or
Grizzly Creek. Mr. Mattivi stated that the Highway Department was probably ·looking
down the line and the two mentioned areas were pre-existing. Mr: Marshall stated
that it was just a way that they could control the use of this property for future
use by them. Mr. Mattivi felt that even if the Commissioners ok'd the Sp~cial Use
The concurring is a vote of the majority of the Board of County Commissioners.

Permit the Highway Department might not issue an exit permit. Mr. Mattivi stated
that based on the recommendation of the three people who had looked into this,
he moved that the application be denied because of the traffic.hazard it would
crea~e (4.03.11 Zoning Resolution), seconded by Flaven Cerise and carried unanimously.
