Water: existing well deemed by the Division of Water Resources as being adequate to handle camper park and the existing residence. Fire Protection: Campers must have their own fire extinguisher, fire hydrants and 50 feet of hose will be located at the 3rd. and 7th. camping spaces, fire alarm will be located at the center of the court on a pole. Sewer: Septic tank with a leech field. Comments From: (letters attached) 1. THE DIVISION OF HIGHWAYS: Traffic turning on and off of highway 6 & 24 will present a severe hazard which can only be lessened by extensive widening of the road at Mr. Brandon's expense. 2. RIO GRANDE: A hazard is present at the site because of existing heavy traffic on the railroad and the possibility of children and pets on the tracks. They recomment denial. If denial is not the case they would recommend 1. a 6 foot high chain link fence to seperate the park from the railroad tracks. 2. No vehicles or individuals be allowed to cross the tracks. Concerns: 1. There is a severe trafffic hazard at the site access for vehicles leaving or entering the site off highway 6 & 24. Mitigating this hazard would require extnesive earthwork and road work. 2. Another severe hazard exists along the Rio Grande Railroad which is unfenced and lies immediately South of the site. This presents a hazard to children and persons along or on the rail R.O.W. This hazard can only be mitigated with extensive fencing. 3. There are presently two unpermitted Mobile homes on the property. A camper park would constitute a 3rd. use on the property without subdivision of the property. 4. If this park is intended to be for construction workers associated with ois shale, it will be difficult or impossible to enforce the 120 day limitation on the length of stay by individuals in the park. There will be a burden placed on the sheriff's department in terms of law enforcement and response time should problems arise in the park. 5. EXCEPT that portion of the above described property described in Rule and Order recorded November 20, 1986 in Book 699 at Page 444, described as follows: A tract or parcel of land No. 822 of the State Department of Highways, division of Highways, State of coloredo, Project No. I 70-1(45) Sec. 8 in the SW1/4 of the NEI/4 of Section 23, Township 7 South, Range 96 West of the 6th P.M., in Garfield County, Colorado, said tract or parcel being more particularly described as follows: Beginning at a point which is the intersection of the northerly right of way line of the Denver and Rio Grande Western Railroad (May 1982) and the north line of the SW1/4 of the NE1/4 of Section 23, Township 7 South, Range 95 West, 6th P.M., from which the N 1/4 corner of said Section 23, a brass cap, bears North 36°59'30" West a distance of 1,685.2 feet; 1. Thence South 89°23'30" West along the said north line a distance of 482.7 feet to the southerly right of way line of S.H. No. 6 (May 1982); 2. Thence South 35°00'30" West along said southerly right of way line a distance of 489.9 feet to the westerly line of that property described in Book 595 at page 72, of the Garfield County Records; 3.
