SITE DATA: The drilling site will consist of 2-3 acres. WATER: SEWER: ACCESS: None proposed Portable chemical toilets. Proposed access road off County Rd . 320 EXISTING ZONING: A/R/RD ADJACENT ZONING: A/R/RD I . RELATIONSHIP TO THE COMPREHENSIVE PLAN The site is located in Environmental Constraints, Management Districts Map. II. DESCRIPTION OF THE PROPOSAL District C, as designated on Rural the Areas with Comprehensive Minor Plan A. Site Description: The site is located in a rural portion of the county, with land uses in the vicinity primarily ranching, single family residential and open space. B. Project Description: The applicant proposes to drill a natural gas well on the site, with operations to begin in October, 1988. III .MAJOR ISSUES AND CONCERNS l . The proposed well site will utilize county Roads 320 and 321. According the applicants $100,000 road bond is restoration. approximately 4 miles of to current County policy, adequate security for road 2 . SUGGESTED FINDINGS l . 2 • That proper publication and public notice was provided as required by law for the hearing before the Board of county commissioners . That the hearing before the Board of county Commissioners was extensive and complete, that all pertinent facts, matters and issues were submitted and that all interested parties were heard at that hearing. For the above stated and other reasons, the proposed use is in the best interest of the health, safety, morals, convenience, order, prosperity and welfare of the citizens Of Garfield County. V. RECOMMENDATION APPROVAL, with the following conditions: 1. All verbal and written proposals of the applicant shall be considered conditions of approval unless stated otherwise by the Board of County Commissioners . 2 • The applicant and driller shall notify the county and the Assessor•s office to ensure proper assessment of equipment and vehicles based in prior to final approval. Clerk's office licensing and the operation, 3. The applicant and driller shall notify the county Road and Bridge Department, prior to moving a drilling rig across County roads. In addition, the applicant shall provide on-going maintenance to County Roads 320 and 321, under supervision of the Road and Bridge supervisor, including, but not limited to, returning the County roads to not less than its' condition prior to the commencement of drilling activities. The county roads shall be returned to said condition at such time as the wells are drilled, completed, or equipped for production. Dust control measures will be utilized as needed. 4. The applicant's $100,000 road bond shall be adequate to insure compliance with condition #3 and shall be maintained in place until such time as the well has been drilled, completed, or equipped for production. 5. The applicant shall comply with all applicable State and Federal Agency requirements and obtain all appropriate permits. 6. The applicant shall obtain Road Garfield County Road and Bridge points off County roads. Cut Permits, Department, as required by the for all new access 7. The applicant shall have 120 days from the date of the Resolution of Conditional Approval to meet all conditions set forth in the Resolution.
