EXISTING ACTIVITIES & DESCRIPTION OF THE PROPOSAL The Applicant Conditional Use Permit is requested to operate a Home Occupation storing, selling, siding and installing garage doors within two separate buildings, an existing 960 sq. ft. garage and a 2,400 sq. ft. storage building. The Applicant resides on the property and owns a large parcel of property; however, placement of this pole steel construction building, roughly between the existing buildings, is appropriately placed so future subdivision of the lot may occur. II. SITE DESCRIPTION The property is rolling to steeply sloped and may be difficult to site many building locations in the future and is covered with sagebrush, pinion and juniper with evidence of deeply eroded ephemeral streams. IV. REFERRALS No referrals were made on this existing proposal. V. REVIEW STANDARDS Conditional Uses are subject to the standards in Section 5.03 of the Zoning Resolution. Staff has provided the standards in bold italics below followed by a Staff Response. A. Section 5.03 Review Standards 1) Utilities adequate to provide water and sanitation service based on accepted engineering standards and approved by the Board of County Commissioners shall either be in place or shall be constructed in conjunction with the proposed use; (A97-60) Staff Comment: the Applicant shall have no outside sales in the building storing materials for the proposed use. This Item has been met. 2) Street improvements adequate to accommodate traffic volume generated by the proposed use and to provide safe, convenient access to the use shall either be in place or shall be constructed in conjunction with the proposed use; ✓Staff Comment: the Applicant proposes to have no outside sales, no customers visiting the site, delivery for building materials for the proposed use delivered 1-2 time a week, and delivery of product by pickup truck 2-3 times a day only which is all part of the current uses. This Item has been met. 3) Design of the pro=posed use is organized to minimize impact on and from adjacent uses of land through installation of screen fences or landscape materials on the periphery of the lot and by location of intensively utilized areas, access points, lighting and signs in such a manner as to protect established neighborhood character; ✓Staff Comment: the Applicant has proposed a location for the proposed use which does not adversely impact the surrounding community within two separate buildings, 960 sq. ft. and 2,400 sq. ft., both located near the existing home and not encroaching on any zone 2 district setbacks. This Item has been met. III. STAFF RECOMMENDATION Staff recommends the Board of County Commissioners APPROVE the Conditional Use Permit for Greg Williams to Operate a Home Occupation storing, selling, siding and installing Garage Doors within two separate buildings, an existing 960 sq. ft. storage building and a 2,400 sq. ft. pole building at a property South of Silt, 0019 Harmony Way & Lot 15, Sierra Vista Ranch, 1. The Applicant shall be required to fain any and all applicable land use permits required for the building used for the proposed use. 2. The Applicant shall not operate the proposed use in such a way as to generate any excessive nuisance or hazards as defined in Sections 5.03.07 and 5.03.08 of the Garfield County Zoning Resolution of 1978 as Amended. 3.
