PROJECT INFORMATION AND STAFF COMMENTS
REQUEST: A Conditional Use Permit to allow a school.
APPLICANT: William H. Evans
LOCATION: A tract of land situated in Section 10, T6S,
R93W of the 6th P.M.: located
approximately 1/4 mile northeast of Rifle,
off of County Road 294.
SITE DATA: A 5.0 acre parcel
WATER: City of Rifle
SEWER: Individual Sewage Disposal System
EXISTING AND ADJACENT ZONING: A/R/RD
I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The subject property is located in District A, Urban Area of Influence for Rifle, as
indicated on the 1984 Garfield County Comprehensive Plan Management Districts map.
II. DESCRIPTION OF THE PROPOSAL
A. Site Description: The parcel is a generally flat parcel located on the mesa, adjacent
to the Highlands East subdivision in Rifle. The existing school facility is the only
structure on the property.
B. Project Proposal: It is proposed to add an addition to the existing school and
residence, but with no increase in the level of operation. The existing school and
residence accommodates up to 28 children ages 12 to 18, with supervising staff
who do not reside on site. The addition would add an additional classroom and

four additional bedrooms intended to reduce the crowding in the existing dorm.
(see application pgs. , j.4 ) There will be no increase in the activities,
thus no need to increase any of the water or sewer services.
History: In 1986, by Resolution 86-73, the Board of County C mmissioners
approved a conditional use for a school. (See enclosed pgs. i 7 _)
III. MAJOR ISSUES AND CONCERNS
1. Zoning: A school is defined a conditional use in the A/R/RD zone district. The
original Conditional Use permit was specific to a particular building. The
proposed addition requires the amendment of the existing permit.
2. Sewer: Staff had expressed some concerns about the use of ISDS for a system that
exceeded an average daily flow of 2,000 gpd and had not been approved by the
State Department of Health. The applicant's engineer reviewed the actual flow
data from records and determined that the actual daily flow was 1950 gpd, thus
technically not subject to State approval. (See letter pgs. /be) )
2. City of Rifle: Since the City of Rifle serves the property with water and it is in the
City's Urban Area of Influence, the application was referred to them for comment.
The City had no comment . (See letter pg. 0 t )
IV. SUGGESTED FINDINGS
That an application was submitted as required by the Garfield County Zoning
Resolution of 1978, as amended.
2. That the meeting before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at that meeting.
3. For the above stated and other reasons, the proposed use is in the best interest of
the health, safety, welfare, morals, convenience, order, prosperity and welfare of
the citizens of Garfield County.
V. RECOMMENDATION
Staff recommends approval of the application as proposed.
