When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan and in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield County, Colorado, that based on the determination of facts set forth above, the request is appaoved to rezone Parcel B of the Amaya/Madrid Exemption from Agriculture / Residential / Rural Density to Light Industrial. Dated this5th day of December A D. 2005. Ar-rqrnn ur' ,. 0... • 7,13 o• :' • L" 1 lc.. GARFIELD COUNTY BOARD OF COMMIS .O ' RS, G " i L ► COUNTY, 1/4/ Upon 4wtion duly made and seconded the foregoing the following vote: John Martin Larry McCown Trfsi Houpt STATE OF COLORADO )ss Aye , Aye Aye for the property will create a total of 88 trips per day. The applicant claims the proposed use will add less than 10% to the overall traffic on CR 352. Should the property be rezoned, there will be a non -conforming single family residence on site. The applicant will not be able to increase this non -conforming use under the LI Zone unless there is a special use permit issued in conjunction with a mini storage or storage facility. The non-conformance through rezoning is allowed through §7.00 of the Garfield County Zoning Resolution. 6. STAFF RECOMMENDATION Staff finds that due to the location of the property such that it lies adjacent to property in the Airport Industrial Park PUD Zone and Commercial General Zone, which presently allow industrial and commercial uses have affected the subject property. The existence of significant power lines and associated health risks render the property unsuitable for residential development. And the recent nearby industrial improvements including the County Road and Bridge Facility and improvements at the County Airport have changed the conditions of the neighborhood that support the requested zone change from ARRD and LI. The residential use of the property will become a non conforming use upon changing the zone district to LI. 7. SUGGESTED FINDINGS 1) That all applicable regulations regarding a zone district amendment have been complied with including, but not limited to §10.00 of the Garfield County Zoning Resolution of 1978, as amended. 2) That the conditions of the neighborhood have changed to such a degree to support the requested zone change from ARRD to LI. 3) That the proposed rezoning from ARRD to LI is in the best interests of the public health, safety and welfare of citizens of Garfield County. 8. PLANNING COMMISSION RECOMMENDATION On November 9th, Planning Commission voted unanimously to recommend approval to the board for the rezone request of ARRD to LI. Also randomly torque tested some of the bolts at the steel connections inspected above using the testing torque determined by a Skidmore -Wilhelm bolt tension testing device. The high strength bolting inspected as outlined above appeared to be in conformance with the drawings for bolt size & grade, and the A325 high strength bolts appeared to be fully tightened. To the best of my knowledge this completes the special inspections of the high strength bolting at the steel frame members as outlined above. To the best of my knowledge the high strength bolting inspected as outlined above met the quality requirements of the AISC Specification for Structural Joints Using ASTM A325 or A490 Bolts.
