When reviewing a plan and it's di.scovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to" be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. I Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered - foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be ....,.... designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. Also working in a flood plain without proper permitting is a violation of the current Garfield County Zoning Resolution of 1978, as amended Sec 6.01. The above is enabled by Colorado Revised Statutes 30-28-124, 124.5, 205, & 210. You are hereby given notice, pursuant to the above statutes and regulations, that you must completely correct the violations within 90 days from the date this notice is received. A mitigation plan to correct the above will be determined by personnel from the Roaring Fork Conservancy and the Colorado Division of Wildlife. I understand that the clearing of brush and dead trees behind our house on Lot 11 has angered many people, and we are truly sorry. We have, since the beginning, always planned to replant live trees and foliage to create a beautiful back yard and not have to deal with removing dead cottonwood trees and limbs once the structure is up. I am also in receipt of Andrew Schwaller's threatening letter which requires that we work with Rick Lofaro, ofthe Roaring Fork Conservancy to replant and restore the vegetation. (Jf!!ve had 3 c~nv~rsations with Rick over the past 6 months. He has been veryhelpful and proactive. Jfeelcomfortable that he and his team will come up with a plan that will be approved by Garfield County and the St. Finnbar HOA. Unless and until you disagree with his plan, it is not necessary for you to hire another consultant to supervise restoration. I know that Rick and the County will be very involved in this implementation plan. I recommended to Andrew, that given none of this vegetation is to be removed in the flood plain, it may be advisable for the HOA to provide a one-page document to this effect to Brian Hazen and any Reality Company representing this property. Being out of state, we obviously were not familiar with all the strict guidelines about landscaping in wetlands and flood plain areas. When we asked Brian about clearing a path to the river, he said most people practice "midnight landscaping". When Greg Peters, our builder, spoke to you, you said "every homeowner is entitled to a river view". Bottom line, we are sorry we did not know we could not clear a view to the river. Frankly, we would not have purchased the property if we thought we couldn't clean it up and re-landscape to take advantage of the view. I think it is only fair that prospective buyers know this in simple terms before making a purchase decision and waiting for the 40 page legal document to realize the limitations. I do not mean to minimize the seriousness of our actions, however we are really taken aback at the hostility conveyed by you and the County. I do not believe that threatened legal action is necessary nor is hiring additional consultants at our expense for a simple matter of restoring vegetation and landscaping that was planned from the beginning. You will receive a copy of Rick's plan as soon as I have it. You are correct in that I have been in contact with Rick Lafaro on several occasions over the past several months. As I have conveyed to everyone, we have every intention of replanting the area that was cleared. He is preparing a recommendation for this replanting for me in the next 30 days. He and I are both in agreement, that replanting anytime before the fall, or such time that I have sprinkling capabilities is a waste. It is too dry for any plantings to survive without watering and/or pending rain and snowfall. I assume your 90 day demand is flexible, if you truly want the vegetation to survive. I would like to receive in writing, from your office, that you concur withthis plan and will not take legal action if we fail to comply within the 90 day allotted time. Their violation involved working in a flood plain without first obtaining a Special Use Permit. In addition, the DOW provided some requirements for the subdivision in letters dated July 6, 1990 and Sept. 24, 1991 that were made a part of the plat notes for the subdivision. I included one of the DOW letters with this e-mail. I could not find the other letter in the file. The Jetter attached clearly states that the vegetation outside of the building envelope must be maintained. I wish the. realtors did a better job of conveying this type of information to the prospective buyers. The owners due diligence usually does not cover such items. We will attempt to provide the information at building permit or grading permit phase. Unfortunately, land tends to be cleared prior to any permits. Thank you for your help in preserving this habitat and for your time in dealing with the problem. The fire missed it, and a high percentage of the plant material is vibrant and healthy. I would estimate a very high survival rate, probably 85-90%. There are a couple of lingering things, but I do NOT think they are substantial enough hold up the CO. A few of the junipers may need to be warranted, and the irrigation system will need some fine tuning. I am also curious as to how long the plants were warranted? Otherwise, things look great. Clarification AF regards a change in the ridge beam elevation over the garage from 126'-11 7/8" to 126'-7 3/4". Your steel detailer noticed the discrepancy while laying out his steel dimensions. The intent is that the glue lam beam runs below the W!Ox22 steel bents, as shown in detail D sheet S3.0 and that the steel bent connects to the W18 floor.beam as shown in detail Q and Son sheet S3.0. Clarification AG regards the point load at Grid G and 4 shown on sheet S3.1 located to the east of the stair opening. This point load is light enough that it can bear on a typical slab on grade poured in conformance with our standard slab on grade detail on sheet S I. No additional pad, pier or reinforcement is required. Clarification AH regards the steel column type Cl located at Grid D and 4.3. This column will be wrapped by a I Oxl 0 Southern Yell ow Pine No. 2 column according to the architectural drawings. Currently the column supports three be_ams, two wood and one steel. The wood beam connecting into the column on the west side (a double 11 7/8" L VL at elevation Ill' -1) needs to be supported by the !Ox!O column. The !Ox!O alignment does not need to change and can remain flush to Grid D. The !Ox!O must be shimmed tight to the bottom ofthe steel boot carrying the L VL beam. This can be accomplished by installing steel shims at the column base between the slab and column and carefully fitting the top of the wood column to the steel boot and beam · · With regard to the remaining questions we have received by phone, a summary of our responses is as follows: March 7, 2007 Meyers Residence Page Two 1. The columns at Grid E and 5 supporting the W12x26 steel frames in the upper roof need to be column type Cl as called out on sheet S3.2. These columns are continuous to the foundation at elevation 100'-0. 2. The correct hanger for the TJI 210 (2 1116" web width) is the ITT2.1111.88 as called out on our plans just to the left of Grid 4 on sheet S3.1. There are two callouts for an incorrect hanger specification (ITT11.88) that also show on our sheet S3.1. 3. The heavy timber species and grade specification on sheet S 1 under "Timber and Wood Products" can be changed to read, "Beams, Posts and Timbers: #2 Southern Yellow Pine". Every callout on plan that references a 12x12 Doug-Fir No. 1 can be changed to a 10x12 Southern Yellow Pine No.2. All columns shown as 12x12 Doug-Fir No. I can be changed to !Ox10 Southern Yellow Pine No. 2. Please be aware that the truss geometry in detail R sheet S3.0 will change accordingly. Contact us if you would like an updated detail R. 4. The wood header shown in detail N sheet S3.0 that supports the Wl2x26 steel frame, which is called out as double 11 7/8" LVL on sheet S3.2 can be set at an elevation of 121'-1 114", eliminating the column type C I that is shown on the east side of the frame. Nail roof sheathing (on pitch break "piece") to the new blocking w/8d at 6" O.C. minimum. Nail blocking to previously installed blocking with 2 rows of 16d @ 12" 0. C. Connect previously installed blocking (on interior) to double top plate w/8d@ 6" O.C. 5. Shore the steel beams along grid 4 and 4.2 grids D to F with solid HF #2 6x6 min (at least 2 wood columns per beam line). 6.
