1,"'he following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical In spector;
2. Permanent address assigned by Garfield County Building Department posted where readily
vis ible from access road;
3. A finished roof, a lockable house , complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kit chen fl oo r coverings, counter t o ps and finished walls, ready for stove and refrigerator, all
neces sa ry plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non -ab sorbent floors and walls finished and a privacy door;
5. All s teps outside or inside over three (3) steps mu st have handrails, guard rail s on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water w ill detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e . weather, but a Certificate of Occupancy will not be iss ued until
all the required items are co mpl eted and a final inspection mad e;
8. A final inspection sign off by the Garfield County Road & Brid ge Department fo r driveway
installation, where applicable; as well as a ny final sign off by the Fire District, and/or State
Agencies where applicable.

Please review this document to determine if y ou have enough information to desig n your
project and provide adequate information to facilitate a plan review. Also, please consider
u s ing a design professional for assistance in your design and a cons truction professiona l for
construction of your project. Any project with more than ten (10) occupants requires the plans
to be sealed by a Colora do Reg istered Desig n Professional.

completed checklist at time of application for a permit.
Pla ns to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.
·Plans must include a fl oor pl an, a con cre te foo tin g and foundation pl an, elevations all sides w ith
decks, balcony, steps, hand rail s and guard rails, windows and doors, including the finish grade line
and original grade . A secti on showing in detail , from the bottom of the foo ting to the top of the ro of,
includin g re-bar, anchor b olts, pressure treated plates, fl oor joists, wall stud s and spacing, insulation,
sheeting , house-rap , (which is required), sid ing or any appro ved b uilding material. Eng ineered
foundations may be req uired.
A window schedul e. A door schedul e. A floor framing plan, a roof fram ing plan, roof must be
designed to withstand a 40 poun d per sq uare foot up to 7,000 feet in elevation, a 90 M.P.H. wind
speed, wind exposure B or C, and a 36 inch frost depth.
All sheets to be id entified by number and indexed . All of the abov e requirement s must be met or
yo u r plans wi ll be returned.

1. Is a sit e plan included that identifies the lo cati on of the proposed stru cture or add iti on and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor an d h as the surveyors signature and profess ional stamp on the drawing?

Fire Protection System Acceptance
Plans appear to comply with Rifle Fire Protection District's rules with the following
conditions.
1. Installing contractor shall be ultimately responsible for the proper design,
operation and installation of the fire suppression system for the entire
building/tenant space.
2. FDC location must be field approved by RFPD, preliminary approval will be
given at time of plan review . Considerations for location will be dependant on
street access, fire hydrant, exterior hom/strobe, Knox Box locations and possible

3. It is the Rifle Fire Pr?tection District's polic~ to have the inspector's test valve at

4 . Fire flow calculations for the water system will need to be verified.
5. During inspections all permits, approved blueprints and other appropriate
paperwork (i .e. This Acceptance Letter) shall be present.
6. Verifi ca tion of testing and flushing is required of all underground piping prior to
connection with system. Connection of underground piping with abo v e ground ·
piping prior to supplying Underground Test/Flush Certificate will result in
automatic failure of acceptance test and will require proof of above ground piping
being flushed .
7. Owner has been advised of the care and maintenance of the system in addition to
receiving a copy of such paperwork.
The acceptance of the fire protection system is based upon plan review and field
verification. Due to the difficulty of understanding the prospective of the plans, the Rifle
Fire Protection District reserves the right to require relocation of sprinkler heads during
site inspections and to require relocation of sprinkler heads to be installed as per
minimum requirements of applicable NFPA Standards or as necessary for life safety. A
combination of plan review, hydraulic calculation review, review of product submittals
and on site inspections comprise criteria for system approval.

Fire Protection System Inspection
Failure to meet any of the conditions listed below will constitute an automatic failure
of either a rough-in or final inspection.
1) Plan Submittal and Review Process completed.
2) NFP A compliant Underground Pipe Acceptance test including flushing must have
been witnessed and documented and the test certificate provided to RFPD
in spector prior to connection of system to underground piping.
3) NFPA compliant hydrostatic pressure test must have been witnessed, approved
and documented by RFPD inspector.
4) Rough-in inspection completed and documented prior to concealment of any
components of the system.
5) Copies of signed approved plans and this form must be present for all inspections.
6) A representative of the installing contractor shall be on site for all inspections.
