RE: Technical Supplement for Administrative Floodplain Development Permit
To Expand an Existing Veterinary Clinic Within the Floodplain (FLP 3308)
Dear Dr. Langegger:
This letter report presents the technical data to supplement the application for an
Administrative Permit for a Floodplain Development Permit submitted to Garfield County
Building and Planning Department earlier this month. The permit is required for
placement of fill material and construction of an addition to the existing Divide Creek
Animal Hospital within the Flood Fringe District of the Colorado River Floodplain. These
are allowed activities within the Flood Fringe District provided they meet the standards
and criteria set forth in Section 6 of the Zoning resolution. Compliance with the
Floodplain Regulations is outlined below.
PROJECT DESCRIPTION
The proposed activities include placement of fill and construction of an addition to the
veterinary hospital. Fill will be placed on the property for a handicap access, regrading
of the parking area, ISDS improvements, and berms along the existing ditch to protect
the leachfield and other areas of the property from frequent ditch overflows. The berm to
protect the leachfield will be done immediately. The remainder of the berm will be
constructed as fill material becomes available. The building addition will be on the south
side of the existing structure.
FLOODPLAIN REGULATION CRITERIA
The project activities on the property are located entirely within the Flood Fringe District
as defined on Sheet C-26 of the Flood Plain Study dated December 1982, prepared by
the U.S. Army Corps of Engineers in cooperation with the Colorado Water Conservation
Board. The area is not mapped by FEMA or covered by a FIRM map.
The applicable criteria include submittal requirements of Section 6.08.02(1), evaluation
criteria of Section 6.08.02(2), and construction standards of 6.09.01 and 6.09.02(1), (2)
and (3).
Section 6.08.02
(1) a. The lowest finished floor of the existing building and proposed addition is
5433.05 feet NGVD 1929.
b. The existing garage will be flood proofed to elevation 5433.05 feet by
construction of an 8 inch slab to raise the floor from its current elevation. The

existing and proposed veterinary hospital will have the lowest finished floor at
5433.05 feet, approximately one foot above the 100 base flood elevation.
c. An elevation certificate is attached indicating that flood proofing of the
commercial (nonresidential structure) is achieved by construction above the 100
year flood elevation (see Section 6.09 responses).
d. There will be no alteration of any existing water course of natural drainage as a
result of the fill activities.
e. There are no state or federal permits required for this project. A building permit
and ISDS permit are also required for GARCO.
(2) a. There is no anticipated danger to life and property due to flooding or erosion
damage. The structure is elevated above the 100 year base flood elevation and
the parking area will be subject to less than a food of inundation during the base
flood event. The hydraulic grade line is relatively flat and the velocities in the
flood fringe are low due to the backwater effect created by the County Road 311
dam structures.
b. The finished floor and structural members will be above the base flood elevation.
The crawl space vents will allow for equalization of hydrostatic pressure in
excess of one foot above the adjacent grade (this condition will not exist for the
base flood elevation).
c. All contours of the residential and non residential structures are stored above the
base flood elevation.
d. The proposed use is consistent with the existing use on the property.
e. The access from County Road 311 is outside of the floodplain and is on an
elevated road base fill as it traverses the flood fringe and drops down into the
parking area. The parking area grade ranges from an elevation at the base flood
elevation to approxiamtely2 feet below the base flood elevation. There is
adequate safe access to the building and in the parking area.
f. No public infrastructure will be affected by the proposed addition.
g. The depth of flooding at the building will be zero to less than one foot. The lower
parking area may see up to two feet. The velocities will be low with little or no
sediment transport at the site. Flooding in this area is due to the bridge
constrictions and dam effect of CR311 which back up the flood water.
h. The existing and proposed structure are more than 500 feet from the south braid
of the Colorado River and at the outer edge of the floodplain.
i. The floodplain is bounded by a steep hillside and there is no feasible location for
a structure outside of the floodplain.

j. The proposed addition is for the same use as the existing veterinary hospital and
should be consistent with the basis for prior land use approval.
Section 6.09.01
(1) The structure is subject to less than one foot of hydrostatic load on the outside
foundation wall. Vent openings to the crawl space will allow equalization of
hydrostatic pressure should the depth exceed one foot.
(2) The lowest finished floor is elevated one foot above the base flood elevation to
minimize flood damage.
(3) A reinforced concrete foundation is proposed to elevate the structure above the
base flood elevation.
(4) New electrical, mechanical and plumbing will run internal to the structure.
(5) New water pipes will run internal to the building and in the crawl space, however,
will not be subject to infiltration of flood water.
(6) The upgraded ISDS system equipment is located in a sealed vault with water
tight access. The effluent is pumped to an elevated leach field.
(7) The /SOS system will not be impaired by flood waters and will not discharge
during flooding.
(8) The 1982 USACE/CWCB Flood Plain Study defines the floodway and the project
is located in the flood fringe.
(9) Not applicable
Section 6.09.02
(1) The residential portion of the existing structure is elevated with the lowest
finished flood one foot above the base flood elevation.
(2) The non residential portion of the existing structure and the proposed addition
are elevated with the lowest finished floor above the base flood elevation.
Attached is an Elevation Certificate indicating the base flood elevation and the
lowest finished floor elevation.
(3) The existing structure crawl space is potentially subject to flooding. The potential
hydrostatic pressure on the outside foundation wall is less than one fool and
equalization of pressure through flooding the crawl space is not required.
However, there are 20 vents on the crawl space foundation wall that will allow
entry of flood water.

• Since the addition has not yet been constructed, a condition of approval would be in order to
verify that the building is constructed to the elevations specified. This condition could be
satisfied by the completion of another elevation certificate verifying the as-built elevation after
the construction is completed.
