Duke owners October 30, 2003 James & Kathleen Duke 17111 Highway 82 Carbondale, Colorado 81623 RE: Onsite Wastewater System Improvements Design, Duke Residence, 256 Flying Fish Road, Garfield County, CO SE Job No. 23124.01 Dear James & Kathleen: Pursuant to your request, attached herewith is a letter presenting our findings in regard to the feasibility of design and approval of an engineered Onsite Wastewater System (OWS) for the above referenced Site. The feasibility and verbal approval by the county to proceed with design recommendations are based on current knowledge of the existing ground water levels, observation of the site conditions and information provided by others for use in supporting your application to Garfield County. It is our understanding that Garfield County will allow improvements on the site and will permit a system under current accepted guidelines. Our design recommendations are feasible with respect to current and proposed land use, setback issues and estimated groundwater levels. Our recommendations are in accordance with Garfield County and the State of Colorado ISDS Regulations. We are including a detailed description of the system in this letter and have attached a site plan and details as a part of our scope of work. Conclusions Based on our findings we believe that the design and installation of an improved OWS system is feasible in accordance with Garfield County Regulations and the State of Colorado. We assume the system will serve the needs of an equivalent 4-bedrooih single-family home. Our design recommendations for an OWS include the installation of a 1500 -gallon concrete septic tank equipped with a duplex pump biotube vault dosing assembly and associated piping and controls. The treated effluent will discharge to a mounded gravel and pipe bed type soil absorption system. The soil absorption system will provide secondary treatment of wastewater for infiltration into the ground. The'system will meet all required standards and setbacks for an absorption bed system. The mounded bed absorption system can be installed over the native sub soils. The system will meet all required setbacks and be installed within the general boundaries indicated on the plan. Our design is outlined below and delineated on the attached site plan. Site Location The subject site is located at 256 Flying Fish Road south of State Highway 82, in Garfield County, Colorado. The site is situated in Section 32, T 8 S, R 87 W of the 6`h P.M. The Site comprises approximately 6 acres. The site has an existing house and 2 small sheds. The existing ground surface in the proposed septic development area ranges from 1% to 2%. An irrigation ditch crosses through the property. The developed site and undisturbed areas are covered with grasses, weeds, scattered evergreen, cottonwood and aspen trees. Base Flood Elevation Review of the FEMA, FIRM map (panel 33 of 325, 0802051880 B) dated January 3, 1986 indicates that the 100 -year base flood elevation at the site ranges between is 6320 to 6321 feet (msl). The interpolated base flood elevation at the assumed upstream corner of the proposed house and absorption field mound is approximately 6320.5 feet (msl). Proposed Site Conditions It is our understanding that you intend to remodel and construct a new addition to the existing home. The house will have a total of 4 -bedrooms. The proposed improvements will include a new -mounded absorption field and septic tank with a pump dosing assembly. The proposed field location, grades, soil and site conditions will be further evaluated during construction to confirm assumptions made in the following design recommendations. The new facilities are to be generally located as shown on the plan. Subsurface Conditions Based on our knowledge of the general area, observations of onsite excavations, and geotechnical evaluations performed in the area. The subsoil encountered at the site generally consists of one to two feet of topsoil overlying 1-2 feet of sandy silty clay and clayey sands underlain by gravel alluvium with cobbles. Groundwater was observed at a depth of 1-2 feet below the surface. Additional geotechnical evaluations will be performed during pre construction and during construction of the system to provide recommendations for subsoil preparation, soil replacement as needed and placement of imported fill materials. The OWS is designed based on the utilization of imported sand filter material and recovery of the treated effluent by percolation into the native soils. The design flow is calculated as follows: The new OWS shall be based on a minimum of 4 -bedrooms Residence unit - 4 bedrooms @ 2 person /bedroom = 8 person From the State I. S. D. S. Regulation: Max. Design flow (Qd) = # of people x 75(avg. flow gal/person/day) x 1.75 = gal/day Gallons per day for the subject house = 75 gal/person/day Qd = 8*75* 1.5 =900 gal/dav Septic Tank Design Per regulations Qd = 900 gal/day Volume (V) of tank = Design Flow * 1.25 (30 hour retention time) V = 900 gal/day * 1.25 = 1125 Use one 1500 -gallon septic tank Use a double chamber concrete tank with a filtered dosing pump system and controls. The tank must have appropriate access openings with watertight risers and lids. The tank shall be installed with additional dead weight for bouncy compensation. Mounded Absorption Field Design A site plan is provided to detail the various components of the proposed onsite wastewater treatment system. The location of the proposed absorption field system is outside of the floodplain however; a mound system needs to be built high enough so the system functions during seasonal high groundwater conditions. We have designed the mound with the top approximately 5 feet above the high ground water observed below the existing surface grade and the theoretical maximum base flood stage. The bottom of the distribution layer is 4 feet above the theoretical maximum base flood stage to be consistent with regulations requiring a 4 -foot separation from seasonal high ground water. The following information details the technical criteria utilized in design of a proposed system. The existing surface and sub grade at the proposed location of the mound system shall be prepared to provide an effective interface between the subsoil and the imported mound material. The topsoil shall be scraped away and used for the final top cover over the new mound. The existing subsoil shall be scarified and/or replaced with suitable imported material as needed to insure effective percolation of treated effluent into the subsoil. This soil preparation will be based on additional observations and evaluations during construction. The preparation and fill materials shall be approved by the engineer. James & Kathleen Duke SE Job No. 23124.01 October 30, 2003 Page 4 Proposed Absorption System The system will utilize a mounded sand filter system with imported sand and other suitable fill material. Area required for treatment bed in a mound system: Long Term Acceptance Rate method (LTAR) Using imported course sand media yields the minimum area: LTAR maximum loading rate for sand filter = 0.95ga1/S.F./day A=Q/LTAR = 900/0.95 = 948 sq. ft. Use: Minimum 12' x 80' mounded absorption field or dimensions to obtain 950 sq. ft. minimum. Inspection ports shall be installed at the terminal ends of the new 4" perforated distribution pipes. The vertical inspection ports shall be 4" SDR 35 or schedule 40 pipe extending at least 6" above the surface. This will allow for checking the performance of the system. In regard to the current conditions, the septic tank, risers and sewage lines must be watertight to avoid discharge of effluent and infiltration of water into the system during high ground water or extreme flood events. Based on evaluation of the site it is assumed that the proposed septic tank will be in place with variable water table levels. Therefore the tank needs to have buoyancy protection by installation of appropriate dead weight anchors with cables and/or use of an 8" concrete lid. More detailed recommendations for buoyancy compensation will be made during final layout of the system. The mound needs to be graded to prevent surface water runoff from collecting on or around the mound. Effluent Dosing Distribution System A septic tank effluent pump system will be utilized to transport effluent to the distribution manifold at the head of the distribution lateral in the bed. We recommend the use of an Orenco Systems BioTube pump vault system or approved equal. The pump system shall incorporate a duplex pump system to insure continuous operation in the event that one pump fails to operate. The controls shall provide for alternate operation of each pump. Automatic float switches including a high water float with alarm shall be incorporated in the system. The pump assembly and dosing chamber will be installed in the secondary compartment of the septic tank. The vault will utilize a maintainable effluent filter. The transport line from the dosing pump to the absorption field shall be schedule 40 PVC with a maximum diameter of 1.25 inches. The transport line will be installed to allow the drain back of effluent to the dosing chamber. The mounded bed will be pressure dosed through the distribution header pipe. The pressure will reduce to gravity distribution through the individual 4" perforated distribution laterals running the length of the bed. The perforated pipe will be SDR -35 pipe with the orifices oriented downward. A 4" inspection port will be installed at the terminal end of the distribution laterals. The effluent pump shall be sized to pump at a minimum velocity of 4 ft/sec. The dosing volume shall not exceed 150 gallons. James & Kathleen Duke SE Job No. 23124.01 October 30, 2003 Page 5 OWS Operation and Maintenance All components of the engineered OWS shall be inspected on a regular basis and be properly maintained. The system and responsibility for repair and maintenance of the system will remain with the Owner. The OWS should require minimal maintenance. Several factors influencing the need for maintenance include: actual wastewater flows versus design flows, the volume of kitchen/domestic waste (excluding human waste and toilet paper), excessive household chemicals and other toxic liquids. The tank, absorption field and other system components should be visually inspected bi-annually for debris, damage, leaks, or other potential problems. In general, for a properly utilized system, septic tanks should be pumped and inspected every 2 - 4 years. The effluent filters should be cleaned every six months and at the time of pumping. Absorption fields should be maintained with suitable cover and kept free of root invasive plants. Positive surface drainage away from the absorption field should be maintained. Construction and Inspections Prior to construction of the permitted system the engineer should be contacted by the contractor and owner well in advance to provide adequate time to discuss the system components with the contractor, answer questions, resolve any conflict issues and schedule inspection site visits based on construction progress. County Regulations require that the Design Engineers of record perform site inspections of the permitted system during construction and provide "As -Built" documentation of the installed system to the County after construction is complete. General Notes 4. 1) All materials and installation practices shall conform to County and the State of Colorado Individual Sewage Disposal Regulations. 2) All sewer lines and distribution lines in the system shall be 4" Schedule 40 or SDR -35 PVC unless specified otherwise on the plans. 3) Add a two-way clean out on the service line from the proposed house addition. 4) The contractor shall ensure that the concrete septic tank, risers and sewer lines are watertight. 5) The mounded bed area must be protected to prevent damage from vehicular or livestock traffic and must be crowned to divert drainage runoff away from the bed. 6) A maximum 3 -foot separation distance shall be maintained between perforated distribution pipe laterals. 7) A pressurized distribution manifold header pipe shall be installed at the head of the field to insure equal distribution to individual 4" perforated distribution laterals. 8) The treatment and distribution media shall be 3/4' to 1'h" clean screened rock. 9) The sand material utilized in the mounded absorption bed shall have an effective size between 0.25 mm and 0.6mm. The uniformity coefficient shall be 4.0 or less. 10) A final cover of soil suitable for vegetation, a minimum 4" deep, shall be placed to the finished surface grade. The mound shall be planted (sod or mulch seeding) with suitable vegetative cover. If subsurface or site conditions are found to be different from those presented in this report, we should be notified to evaluate the effect it may have on the proposed ISDS. Dear Mr. Jarmin, In response to your letter of January 26, 2004 we submit the following: 1) The special use permit we seek consists of building in the flood fringe. The demolition and addition referred to in our application is all to occur in the flood fringe. 2) According to the Garfield County Assessor's Office there are no severed mineral rights on our property (or anywhere in this entire section for that matter). Please find attached platt delineating our property. 3) Response to section 503 of zoning regulations. (1) Our existing well and water rights are more than adequate for the proposed enlarged residence. The existing septic system, although an engineered system, was built by the previous owners prior to flood plain mapping and is entirely within the flood plain. It will be replaced by an elevated system completely out of the flood plain and flood fringe. (please see attached engineered septic system plans) (2) The proposed use will have no impact on traffic. The existing easement and driveway are quite adequate. (3) The proposed construction will basically remain within the footprint of the existing building and a primary goal will be to make the proposed building more attractive than the existing one. For this reason there should be no negative impact on the established neighborhood character. In 1989, her husband received approval for a Floodplain SUP for the construction of a 2story addition to the existing house. Not sure if this was completed. I have printed out a copy of the SUP approval and application if you would like to see it. I could not find anything in the Floodplain section in the Zoning Resolution that allows the demolition and replacement of a structure (same foot print / same location). I have told Ms. Duke, along with Andy and Fred, that she would need to apply for and obtain an SUP for the reconstruction of the shed/garage and have sent her all the information and an application form. In my opinion, what she is requesting falls under the definition of "substantial improvements". The addition is replacing an aged structure that is in need of replacement and the base floor is currently below the 100 -year Floodplain. Recommendation: Staff recommends the Board of County Commissioners approve the Duke Floodplain Special Use Permit for development within the 100 year floodplain of the Roaring Fork River, subject to the following conditions: 1. All representations of the Applicant, either within the application or stated at the meeting before the Board of County Commissioners, shall be considered conditions of approval, unless specifically altered by the Board. 2. The Applicant shall adhere to the performance standards in Section 6.09.02 of the Zoning Resolution for development in the Flood Fringe and Flood Prone Areas applicable at the time of approval of this Special Use Permit. 3. The applicant must demonstrate to the Garfield County Building and Planning Department, Senior Building Official, that when the proposed septic system is built, that it shall be: 1.An engineered system if groundwater is encountered within the first 4 -feet of the top surface of grounds; and 2.The proposed replacement septic system shall be in place before the final Certificate of Occupancy is issued for the proposed dwelling unit addition.
