I. GENERAL PROJECT DESCRIPTION
The Strang Ranch will apply for a Public Gathering LUCP to allow for the National
Sheepdog Trials to be held at their ranch in Missouri Heights.
Public Gatherings. Any group of 350 or more persons assembled for an event, meeting, festival, social
gathering, or other similar purpose for a period of time which exceeds 8 hours within any 24-hour period.
This use requires Administrative Review for a Land Use Change Permit.
A Land Use Permit was issued in 2011 (see attached) for the Strang Ranch to host the
2011 National Sheepdog Finals. This permit was conditional and related to the specific
September 13 to 20, 2011 event. This request, to allow the National Sheepdog Finals on
the Strang Ranch from September 9 through the 14, 2014, is considered a minor
amendment to the existing Land Use Change Permit and therefore a decision will issued by
the Director after review of the submittal materials. Should this event become annual or
semi-annual a minor modification of the permit would require submittal of updated
information.
Applicant should provide information regarding the event including a narrative of the
operations and facilities to be provided as well as a site plan that indicates use area
including location of water and sanitation, parking, camping, and vendor areas. Parking,
water, sanitation and security appear to the main issues identified in the original permit.
II. REGULATORY PROVISIONS APPLICANT IS REQUIRED TO ADDRESS
Garfield County Land Use and Development Code, as amended (LUDC) - Sections:
4-101 — Common Review Procedures
4-106 — Amendments to an approved Land Use Change Permit — Minor Modification
4-203 — Description of Submittal Requirements (see below for specific submittal
requirements determined by the Director)
III. REVIEW PROCESS
The process to accommodate these requests shall require a Minor Modification process
pursuant to the LUDC.
A. Pre -application Conference.
B. Application Submittal.
C. Determination of Completeness.
D. Present application materials to the Director of Community Development for a
decision.
E. Upon satisfaction of any conditions, the Land Use Change Permit will be
issued.

2014 National Sheepdog Finals - Strang Ranch
Project Narrative
The National Sheepdog Finals are proposed to be held from September 9-14, 2014 on
a portion of the ranch property owned by Laughing Stock LLLP located east of CR 100
and north of CR 102 in Missouri Heights.
The 2011 National Sheepdog Finals were held at the ranch and a Land Use Change
Permit (LUCP) was issued for a "Public Gathering" due to the number of participants
and public who will take part in this event. The 2014 event will function in essentially
the same manner as previously approved.
Hours of operation will vary during the event but will occur primarily between 8:00 am
and 4:30 pm. Officials, vendors and volunteers will arrive earlier than the event start
time and will likely leave after cleanup of the site. A VIP/Handler dinner will occur from
approximately 6:30 to 9:00 pm on Thursday with approximately 750 people gathering in
the indoor arena.

Access to the Strang Ranch will be primarily via SH 82, CR 100 and CR 102. Proper
direction signage will be provided and the Sheriff's Department will be notified prior to
the event. Traffic control will be in place during the public portions of the event and
magnesium chloride will be applied to suppress any dust on the interior roads and water
will be applied to parking areas, as needed.

chosen to prevent conflict between pedestrians walking to the spectator and vendor
areas and vehicles entering the site.
Water will be provided in coolers in various locations so that the public may fill up with
their own water bottles or bottles that are available on site. This will cut down on waste
that would occur if single -use water bottles were utilized.
Mountain Roll -offs, Inc. (MRI) has been contracted to provide portable restrooms.
There will be 28 restrooms, 3 handicapped restrooms and 2 hand washing stations for
the duration of the event and 6 additional restrooms will be provided for the weekend
events. MRI will service these facilities daily during the event.
MRI has also been contracted to haul trash from the site.
Carbondale Fire Protection District will have a vehicle on-site related to provision of
emergency services and/or fire protection as necessary. The District has a station
located on CR 100 in the northwest section of the ranch. A letter from the District is
included in the submittal documentation.
Potential impacts from noise and lighting have been evaluated based on the 2011
event. There were minor issues with camping areas that will be better addressed,
otherwise noise from the event itself is minimal and hours of the event assure that night-
time noise is not likely to occur. Due to hours of operation no lighting is proposed.

To whom it may concern,
The Carbondale Fire District will supply two Emergency Medical Technicians (EMTs) to be on
stand-by at the Strang Ranch during the entire Sheep Dog Trials event. We will provide our
communications trailer on site for our EMTs to use as a first aid station. We will provide our 4 -
wheeler for onsite transportation for our EMTs. Our EMTs will have fire department radios to
call for ambulance transport if necessary. Our EMTs will be trained and equipped in advanced
cardiac life support as well as basic first aid.

I. GENERAL APPLICABILITY & SUBMITTAL REQUIREMENTS
The following general application materials are required for all Administrative Review
Applications in Garfield County. To determine if the use you request requires an
Administrative Permit, refer to Table 3-501 and 3-502 of Article III. Application materials
and review standards that are specific to an individual use (Accessory Dwelling Unit,
Home Office, etc) are detailed in Sections 3-301 of Article III and Section 7-801 of Article
VII of the Unified Land Use Resolution (ULUR) of 2.008.
Submit a completed and signed Application Form, an application fee, and a signed
Agreement for Payment form.
c:-.) Submit a narrative explaining the purpose of the application and supporting materials
that address the standards and criteria found in Articles III and VH of the Unified Land
Use Resolution of 2008.
3. Submit a copy of the deed showing ownership. Additionally, submit a letter from the
property owner(s) if the owner is being represented by another party other than the
owner. If the property is owned by a corporate entity (such as an LLC, LLLP, etc.)
Please submit a copy of recorded "Statement of Authority" demonstrating that the
person signing the application has the authority to act in that capacity for the entity.
4. Submit a vicinity map: An 8 '/2 x 11 vicinity map locating the parcel in the County. The
vicinity map shall clearly show the boundaries of the subject property and all property
within a 3 -mile radius of the subject property. The map shall be at a minimum scale of
1"=2000' showing the general topographic and geographic relation of the proposed
land use change to the surrounding area for which a copy of U.S.G.S. quadrangle map
may be used.
eSubmit a Site Plan which is required in Section 4-502(C)(3) of Article IV which shall be
scaled at 1 inch to 200 feet for properties exceeding 160 acres in size, or 1 inch to 100
feet for properties less than 160 acres in size. The Director may require, or the
applicant may choose to submit, a more detailed version of all or part of the site plan.
The site plan shall include the following elements.
a) Legal description of the property.
b) Boundary lines, corner pins, and dimensions of the subject property, including land
survey data to identify the parcel with section corners, distance and bearing to
corners, quarter corners, township and range.
c) Existing and proposed topographic contours at vertical intervals sufficient to show
the topography affecting the development and storm drainage.
d) Significant on-site features including: natural and artificial drainage ways, wetland
areas, ditches, hydrologic features and aquatic habitat; geologic features and
hazards including slopes, alluvial fans, areas of subsidence, rock outcrops and
rockfall areas, radiological and seismic hazard areas, soil types and landslide
areas; vegetative cover; dams, reservoirs, excavations, and mines; and any other
off-site features of the same type that influence the development.
e) Existing and proposed parking areas, driveways, emergency turn -outs and
emergency turnarounds, sidewalks and paths, shown by location and dimension.
f) Existing and proposed roads, railroad tracks, irrigation ditches, fences and utility
lines on or adjacent to the parcel, shown by location and dimension.
g) Uses and grantees of all existing and proposed easements and rights-of-way on or
adjacent to the parcel, shown by location and dimension.
h) Area of the individual parcels, and the total square feet of existing buildings,
driveways and parking area.
i) Zone district in which the site is located.
j) Location and dimension of all structures, existing and proposed, and distance of
structures from property lines.
k) Elevation drawings showing existing grade, finished grade, and height of the
proposed structures above existing grade.
I) Description of the proposed wastewater treatment system, including location and
size of leach field, sewer service lines, and treatment facilities to serve the
proposed use.
m) Description of the source and capacity of the water supply, including location and
size of well(s) and/or water lines to serve the proposed use.
n) Location and size of signs for the purpose of identification, advertising and traffic
control.
o) Additional information that may be reasonably requested by the Director to enable
an adequate evaluation of the proposal.

Submit 3 copies of this completed application and all the required submittal materials to
the Building and Planning Department. Staff will request additional copies once the
application has been deemed technically complete.
11. Administrative Review Process
The following section outlines and describes the Administrative Review process for the
variety of uses that are governed by the Board of County Commissioners by the Unified
Land Use Resolution of 2008 (ULUR). Please refer to Section 4-401 of Article IV in the
regulations themselves for a higher level of detail. [The following process is required for
applications for land use changes that are subject to Administrative Review as defined in
Table 3-501 or 3-502 in Article III,]

FEE SCHEDULE
Garfield County, pursuant to Board of County Commissioners ("Board") Resolution No.
98-09, has established a fee structure ("Base Fee") for the processing of each type of •
subdivision and land use applications.
The Base Fee is an estimate of the average number of hours of staff time devoted to
an application, multiplied by an hourly rate for the personnel involved. The Board
recognized that the subdivision and land use application processing time will vary and
that an applicant should pay for the total cost of the review which may require
additional billing. Hourly rates based on the hourly salary, and fringe benefits costs of
the respective positions combined with an hourly overhead cost for the office will be
used to establish the actual cost of County staff time devoted to the review of a
particular project.
Actual staff time spent will be charged against the Base Fee. After the Base Fee has
been expended, the applicant will be billed based on actual staff hours accrued. Any
billing shall be paid in full prior to final consideration of any land use permit, zoning
amendment or subdivision plan. If an applicant has previously failed to pay application
fees as required, no new or additional applications will be accepted for processing until
the outstanding fees are paid.
Checks, including the appropriate Base Fee set forth below, must be submitted with
each land use application, and made payable to the Garfield County Treasurer.
Applications will not be accepted without the required application fee. Base Fees are
non-refundable in full, unless a written request for withdraw from the applicant is
submitted prior the initial review of the application materials.
Applications must include a Payment Agreement Form ("Agreement") set forth below.
The Agreement establishes the applicant as being responsible for payment of all costs
associated with processing the application. The Agreement must be signed by the
party responsible for payment and submitted with the application in order for it to be
accepted.
The following Base Fees shall be received by the County at the time of submittal of
any procedural application to which such fees relate. Such Base Fees shall be in
addition to and exclusive of any cost for publication or cost of consulting service
determined necessary by the Board for the consideration of any application or
additional County staff time or expense not covered by the Base Fee, which have not
otherwise been paid by the applicant to the County prior to final action upon the
application tendered to the County.

The following guidelines shall be used for the administration of the fee structure set

2. County staff shall keep accurate record of actual time required for the processing
of each land use application, zoning amendment, or subdivision application. Any
additional billing will occur commensurate with the additional costs incurred by
the County as a result of having to take more time that that covered by the base
fee.
3. Any billings shall be paid prior to final consideration of any land use permit,
zoning amendment, or subdivision plan. All additional costs shall be paid to the
execution of the written resolution confirming action on the application.
4. Final Plats, Amended or Corrected Plats, Exemption Plats or Permits will not be
recorded or issued until all fees have been paid.
5. In the event that the Board determines that special expertise is needed to assist
them in the review of a land use permit, zoning amendment, or subdivision
application, such costs will be borne by the applicant and paid prior to the final
consideration of the application. All additional costs shall be paid prior to the
execution of the written resolution confirming action on the application.
6, If an application involves multiple reviews, the Applicant shall be charged the

The Strang family ranch in Missouri Heights is going to the dogs — again.
The second annual Strang Ranch Sheepdog Trials will be held Friday through Monday, Oct. 1.4, in the vast, close -
cropped meadows on the family ranch known for its glorious views of Mount Sopris and a healthy dose of
hospitality.
The Strangs have never been sheepish about hosting big events on their 460 -acre spread that serves as cattle
ranch, horse -boarding operation and sod farm. Bridget Strang decided last year to apply to host the 2011
national finals for the U.S. Border Collie Handlers Association, the big event of the year for sheepdogs and their
handlers.
The ranch was awarded the event, so Bridget — with an assist from her parents, Mike and Kit Strang — scrambled
to prepare. The ranch hosted its first sheepdog trial last October. This year, Bridget is putting that experience to
work and tweaking the event. As a result, it's gained more regional attention.
Last year's Strang Ranch trials attracted competitors mostly from Colorado. This year's event is drawing a diverse
field from seven western states, Bridget said. Last year's trials attracted attention because the Strangs have a
beautiful ranch with the great town of Carbondale nearby, good sheep to work with and the event was well run,
according to Bridget. "It had a great feel to it," she said.
She's appealing to what remains of the Roaring Fork Valley ranching community to help put up prize money since
that draws particular interest.
Kit Strang said sheepdog handlers get addicted to the thrill of traveling the trials circuit, working with their dogs
to improve and engaging in friendly competition. "I wouldn't say money is the most important thing," she said.
Bridget knows the adrenaline rush of competing firsthand. She estimated she's been to 10 trials in the last three
years with Rosie, a five-year-old, and Treat, a two-year-old male. While he takes competing seriously, but not
necessarily winning.
"The dog trials are just a test of where you are and what you need to fix with your dogs," she said.
At a place like the Strang Ranch, there is also a practical application to the skills the dog and handler learn from
competing in trials.
"A really good trial dog is probably a good ranch dog," said Bridget, although upon reflection she noted that's not
always the case. Her dog Rosie is too patient and quiet to perform well at trials, yet she's "a good stock dog" on
the ranch. Conversely, some top competitors would be "too chicken" to grab a sheep when needed in an actual
round -up on a ranch. A "grip" of a sheep by a dog is frowned upon in competition.
In the trials, a handler uses various whistles and voice commands to get their dog to collect a cluster of sheep
and perform a series of maneuvers involving gates and pens. The teams that complete the task fastest and most
efficiently, by keeping the sheep moving in a straight line, win.

The trials will feature open class competition and nursery competition, for younger dogs. The first trials start at
8 a.m. on Friday; 7:30 a.m. on Saturday and Sunday; and 8 a.m. on Monday.
Spectators are welcome free of charge, but any dog that isn't competing is prohibited and won't even be allowed
in parked vehicles. Spectators should bring a (awn chair. A concession stand will be set up. There is plenty of
parking on the ranch, which is located at 393 Country Road 102. Take County Road 100, also known as Catherine

Property Information Binder
CONDITIONS AND STIPULATIONS
1. Definition of Terms
The following terms when used in this Binder mean:
(a) "Land": The land described, specifically or by reference, in this Binder and improvements affixed thereto which by law constitute
real property;
(b) "Public Records"; those records which impart constructive notice of matters relating to said land;
(c) "Date": the effective date;
(d) "the Assured": the party or parties named as the Assured in this Binder. or in a supplemental writing executed by the Company;
(e) "the Company" means Old Republic National Title Insurance Company, a Minnesota stock company.
2. Exclusions from Coverage of this Binder
The company assumes no liability including cost of defense by reason of the following:
(a) Taxes or assessments which are not shown as existing Bens by the records of any taxing authority that levies taxes or assessments on
real property or by the Public Records; taxes and assessments not yet due or payable and spedal assessments not yet certified
to the Treasurer's office.
(b) Unpatented mining claims; reservations or exceptions in patents or in Acts authorizing the issuance thereof; water rights, claims or
title to water.
(c) Title to any property beyond the lines of the Land, or title to streets, roads, avenues, lanes, ways or waterways on which
such land abuts, or the right to maintain therein vaults, tunnels, ramps, or any other structure or improvement; or any
rights or easements therein unless such property, rights or easements are expressly and specifically set forth in said description.
(d) Mechanic's [len(s), judgment(s) or other lien(s).
(e) Defects, Bens, encumbrances, adverse claims or other matters: (a) created, suffered or agreed to by the Assured;
(b) not ]mown to the Company, not recorded in the Public Records as of the Date, but known to the Assured as of
the Date; or (c) attaching or creating subsequent to the Date.
3. Prosecution of Actions
(a) The Company shall have the right at its nwn costs to institute and prosecute any action or proceeding or do any other act which
in its opinion may be necessary or desirable to establish or confirm the matters herein assured; and the Company may take any
appropriate action under the terms of this Binder, whether or not it shall be liable thereunder and shall not thereby concede liability or
waive any provision hereof.
(b) In all cases where the Company does not institute and prosecute any action or proceeding, the Assured shall permit the Company
to use, at its option, the name of the Assured for this purpose. Whenever requested by the Company, the Assured shall give the
Company all reasonable aid in prosecuting such action or proceeding, and the Company shall reimburse the Assured for
any expense so incurred.
4. Notice of Loss - Limitation of Action
A statement in writing of any loss or damage for which it is claimed the Companyis liable under this Binder shall be
furnished to the Company within s days after such loss or damage shall have een determined, and no right of action shall accrue
to the Assured under this Binder until thirty days after such statement shall have been furnished, and no recovery shall be had by the
Assured under this Binder unless action shall be commenced thereon with two years after expiration of the thirty day period.
Failure to furnish the statement of lou or damage or to commence the action within the time herinbefore specified, shall be conclusive
bar against maintenance by the Assured of any action under this Binder.
5. Option to Pay, Settle or Compromise Claims
The Company shall have the option to pay, settle or compromise for or in the name of the Assured any claim which
could result in lou to the Assured within the coverage of this Binder, or to pay the full amount of this Binder. Such
payment or tender of payment of the full amount of the Binder shall terminate all Inability of the Company hereunder,
