Requirements:
1. Plans and specifications for proposed use.
2. Letters of approval from utility companies, sewage and
water. Road access and other information deemed necessary.
3. A vicinity map drawn to scale depicting the subject property,
location and use of building and structures on adjacent lots.
4. An impact statement on the proposed use where required by
sections 5.03-5.03.12 of zoning Regulations.
5. Notice including the name of the applicant, description of the
subject lot, a description of the proposed special use and ti me
_and place for the hearing shall be given in the newspaper o E
general circulation in that portion of the county at lea st
fifteen (15) days prior to such hearing time. Applicant shall
bear the cost of advertising.
6. A copy of Assessor's map showing property; and a listing of all
adjoining property owners of said property. Notice containing
information described under paragraph 5 shall be mailed to all
owners of record of these lots at least 5 days prior to the above
hearing by certified return receipt mail and the receipts shall
be presented at the hearing by the applicant.
7. A fee of $ shall be charged for each application and
shall be submitted with the application.
8. Attach a copy of proof of ownership for your property. (Deed,
title insurance).

for the
Conquest Field Compressor, Well Pipeline and Meter Site

NORTHWEST PIPELINE CORPORATION, one of the Williams Companies, applies for a
Conditional Use Permit from Garfield County, Colorado, for the construction,
operation and maintenance of a field compressor, pipeline and meter facility
for the Celcius-Hancock Gulch #4-14 gas well.
I. PROJECT DESCRIPTION
A. The construction, operation and maintenance of a field compressor,
buried natural gas pipeline and metering facility upon federal land
located in the SW~ SW~ of Section 11, Township 8 South, Range 98
West, Garfield County, Colorado.
B. The compressor, pipeline and metering facility will provide gas
gathering services to the Celcius-Hancock Gulch #4 -14 well.
C. The field compressor will be located in a 50' x 100' site, the
pipeline will be within a 35' wide right-of-way and the metering
facility will be within an existing 50' wide right-of-way .
Applications for right-of-way grants have been submitted to the
Grand Junction Resource Area Office of the BLM.
A map depicting the location of the proposed facilities, hi-lighted,
is enclosed and marked "Attachment #1.11
The field compressor will be an Ajax DPC-280 with an internal
combustion engine fueled by natural gas. The compressor is designed
to output 236 horsepower. The compressor will be approximately
lO'W. x 20'L. x 15'H. It will be skid mounted for easy installation
but will be in-service year round .
The pipeline will be a 4~" O.D. discharge line from the compressor
to the meter. It will be approximately 1300' long and will be
parallel to an existing well access road.
The pipeline will be buried a minimum of 3' except where it crosses
County Road 222. It will be buried a minimum of 5' across the road
right-of-way.
The metering facility will be a skid mounted, 5' x 8' building with
a dehydrator and a 10' x 10' pit located within the right-of-way for
our existing 811 O.D. gathering system trunk line. It will also be
adjacent to an existing metering facility.
The pit will be lined with a 4 mil thick plastic sheet.

D. An in-service/completion date has been scheduled for March 31t 1991t
therefore, it will be necessary for construction to begin on
February 1, 1991.
II. PRE-CONSTRUCTION
A. Northwest has flagged the compressor site and pipeline route
utilizing existing areas of disturbance as much as possible. The
compressor and pipeline will be located adjacent to the existing
well access road.
B. Northwest shall comply with all applicable federal, state and local
laws and regulations as they relate to public healtht safety and
environmental protection in their constructiont operation and
maintenance of this pipeline facility .
C. Safety measures have been considered in the design and operation of
these facilities and Northwest will have inspectors present during
the construction activity.

D. Northwest has contracted an archaeologist to perform a Class III
Cultural Resource Survey along the proposed route. A report of that
survey will be submitted to the BLM upon its completion. If any
cultural remains, monument sites, objects or antiquities subject to
the Antiques Act of June 8, 1906, or the Archaeological Resources
Protection Act of 1979, are discovered, construction activities
shall cease immediately and the authorized officer shall be
notified.
E. Environmental Effects:
1. Because of the minimal scope of this project and the short
duration of construction activity, no adverse impacts to air
quality are expected. Dust will be created only during
construction activity and will cease after the facilities are
in place.
Northwest has submitted applications for permits for the
compressor to the State of Colorado Department of Health, Air
Pollution Control Division.
2. All above ground structures such as the compressor and meter
shall be painted to blend in with the surrounding landscape.
Visual quality objectives shall not be adversely impacted. All
above ground structures shall be painted per BLM
specifications.
3. The proposed facilities does not cross cross any perennial
streams or water ways, therefore, this project should not
effect surface or ground water quality or quantity.
4. Noise from the construction activities will create a temporary
disruption of the ambient conditions; however, any disruption
should be of a relatively short duration.

5. The construction of the proposed pipeline will not have any
significant impact on the surrounding environment. Any actual
construction impacts will be temporary.
III. CONSTRUCTION
A. All construction activity will be confined to the right-of-way and
existing roads.
B. All construction and maintenance activities will cease when soil or
road surfaces become saturated to the extent that equipment is
unable to stay within the right-of-way and/or when activities cause
irreparable harm to roads, soils or live flowing streams.
C. All work will be performed in a workmanlike manner and completed in
the shortest time period possible.
D. Any fences encountered will be H-Braced prior to cutting.
E. Spoils from ditching will be placed along the ditch and used for
backfilling after the pipeline is in place.
IV. POST -CONSTRUCTION
A. After the pipeline is in place, the ditch will be backfilled and
compacted. The disturbed surface land will be recontoured and final
graded to as close to its original contour as possible.
B. Any fences will be repaired to as good or better condition as they
were prior to cutting.
C. If necessary, water bars will be constructed to prevent erosion of
the disturbed surface.
D. Any drainages encountered during construction will be cleared of
dirt and debris and backsloped as near as possible to its original
condition to allow for continuance of the previous flow pattern.
E. Northwest will reseed all disturbed areas with a seasonal variety of
pure live seed that is native to the area. The variety and amount
per acre will be per BLM specifications. Reseeding will be done by
a drill, equipped with a depth regulator; however, if it is
broadcast, the lbs. per acre of seed will be doubled. All seeding
will be completed within one year of final construction and, if
necessary, additional seedings shall be completed if the initial
seeding is unsuccessful.
V. SPECIAL CONSIDERATIONS
A. All waste caused by construction activities will be removed and
disposed of in an authorized area or approved landfill. The area
will be left clean and free of all trash and debris.
B. Northwest will comply with all applicable federal, state and local
laws and regulations concerning the use of pesticides.
