Submit plans and specifications for the proposed use including hours of operation, the number and type of vehicles accessing the site on a daily, weekly and/or monthly basis, and the size of any existing and/or proposed structures that will be used in conjunction with the proposed use. Please submit the specific information in narrative form and be specific. This project is the site of the old Battlement Mesa Schoolhouse, built in 1897. The Grand Valley Historical Society owns the property and is in the process of rehabilitating the building and restoring it to it's original condition. The project is being funded in part by the Colorado State Historic Fund. Once the building is restored, it is the intent of the Grand Valley Historical Society to use it as a community center/classroom/meeting space for the communities of Parachute and Battlement Mesa. Hours of operation would be between 8 a.m. and 10 p.m. and the building would normally serve a maximum of 15 to 20 persons at one time. There will be parking for 10 to 12 cars plus 2 to 4 handicap spaces. At present there is only electrical service to the building, a 200 amp underground service, but eventually, as the project evolves, sewer, water, gas and other necessary utilities would be added. The Schoolhouse is the only building on site at this time, but the long range project calls for the addition of a barn (which used to be on site) and several other ancillary small buildings associated with it original use. Separate submittals for approval would be applied for at the time these facilities are antici1>ated. 2. If you will be using water or will be treating wastewater in conjunction with the proposed use, please detail the amount of water that would be used and the type of wastewater treatment, if you will be utilizing well water, please attach a copy of the appropriate well permit and any other legal water supply information, including a water allotment contract or an approved water augmentation plan to demonstrate that you have legal and adequate water for the proposed use . There are no utilities on-site other than electrical. An old wellhead exists on site, but is not listed as a permitted well at this time with the country. The Society is applying for a well permit (co1>Y enclosed) and intends to install a septic system on- site in the future, as toilet facilities (and kitchenette) will be included in the building. Water usage will be at a minimum at this first phase and no irrigation water will be used until future phases, when landscaping will be installed. Estimated initial use is 250-300 gallons/day. 3 . Submit a site plan/map drawn to scale that portrays the boundaries of the subject property, all existing and proposed structures on the property, and the County or State roadways within one (1) mile of your property. If you are proposing a new or expanded access onto a County or State roadway, submit a driveway or highway access permit. Site Plan attached. Attachment #1 4. Submit a vicinity map showing slope/topography of the your property, for which a U.S.G.S. 1 :24,000 scale quadrangle map will suffice. Vicinity Map attached. Attachment #2 5. Submit a copy of the appropriate portion of a Garfield County Assessor's Map showing all mineral rights owners of the subject property and public and private landowners adjacent to your property. In addition, submit a list of all property owners and their addresses adjacent to or within 200 ft. of the site. This infonnation can be obtained from the Assessor's Office. Mineral rights/property owners list attached. Attachment #3 6. Submit a copy of the deed and a legal description of the subject property. Deed/Legal Description is attached. Attachment #4. 7. If you are acting as an agent for the property owner, you must attach an acknowledgement from the property owner that you may act in his/her behalf. I hereby acknowledge that Robert Sterling doing business as Sterling Architecture, Box 6025, Battlement Mesa, CO 81636 is authorized to act as on agent on behalf of the Grand Valley Historical Society for the Battlement Mesa Schoolhouse Project. This authorization was confirmed by the Board of Directors at their August 10, 2004 Bo rd Meeting. ~'~~J 8. Submit an impact statement that specifically responds to each of the following criteria from Section 5.03 of the Zoning Regulations: ( 1) Utilities adequate to provide water and sanitation service based on accepted engineering standards and approved by the Board of County Commissioners shall either be in place or shall be constructed in conjunction with the proposed use . (1) All utilities adequate to provide water and sanitation will be in place before any 1mblic use of the building takes place. (2) Street improvements adequate to accommodate traffic volume generated by the proposed use and to provide sate, convenient access to the use shall either be in place or shall be constructed in conjunction with the proposed use. (2) Access to the site is currently furnished by County Road 300. This is a lightly used local road, serving local ranches and rural residence. (3) Design of the proposed use is organized to minimize impact on and from adjacent uses of land through installation of screen fences or landscape material s on the periphery of the lot and by location of intensively utilized areas, access points, lighting and signs in such a manner as to protect established neighborhood character. (3) The site is isolated from surrounding developed property and the impact is minimum. 9 . Depending on the type of Conditional Use Permit requested , you may need to respond to additional conditional use review standards in the Garfield County Zoning Resolution Section 5.03 . Refer to the Section 5.03 of the Zoning Resolution which can be located on the Garfield County web site or call this office. Acknowledged. l 0 .
