Our evaluation of the OWS capacity and usage is for use in supporting your conditional use application to Garfield County. We have reviewed the design documents for the system, documented the As -built conditions and recently performed a system inspection. Our recommendations are in accordance with Garfield County and the State of Colorado ISDS Regulations. Conclusions Based on our findings we believe that the OWS has capacity to provide treatment for the proposed additional usage in the proposed home office/studio space above the garage, in accordance with the Regulations of Garfield County and the State of Colorado. The system is adequately designed and installed to allow continued usage from the existing four- bedroom home and the proposed home office/studio space above the garage. Findings The system has been in service for approximately 7 years and includes a 1500 gallon septic tank that discharges effluent to a soil absorption trench system comprising 4 trenches 69 feet long and 3 foot wide, containing 11 standard infiltration chamber units in each trench. A total absorption area of 682 square foot is provided. The soil absorption system appears to be in good shape and functions as designed. The system was designed to serve a maximum residential population of 10 people (5 -bedroom equivalent) with use of water saving fixtures in place and restricted water usage. The design flow of 900 gal/day was based on an assumed 10 people in residence with a 20% reduction for water saving fixtures in place and restricted water usage for a design flow of 900 gal/day. The field was sized based on an average percolation rate of 49 mpi with additional chambers added resulting in an 8% area capacity increase. ISDS Operation and Maintenance The system shall be inspected on a regular basis and be properly maintained. The system and responsibility for repair and maintenance of the system will remain with the Lot Owner. The onsite system should require minimal maintenance. Several factors influencing the need for maintenance include: actual wastewater flows versus design flows, the volume of kitchen/domestic waste (excluding human waste and toilet paper), excessive household chemicals and other toxic liquids. The tank, absorption field and effluent filter should be visually inspected bi-annually for debris, wear, damage, leaks, or other potential problems. In general, for a properly utilized system, septic tanks should be pumped and inspected every 2 - 4 years. The effluent filters should be cleaned every six months and at the time of pumping. Positive surface drainage away from the 2 absorption field should be maintained. Recommendations We recommend that the system components be inspected again within the next year. The inspection will determine lithe tank needs to be pumped and will assess the performance of the system. The filter should be inspected every six months. Maintenance shall include cleaning the filter as needed and after periodic pumping of the tank. We also recommend that the cleanout be inspected. These existing businesses are currently located in two of the four bedrooms of the existing house. History This 784 square foot space was built as storage space by the previous owners, Greg and Dianne Park. The construction took place under a November 14, 2000 addendum to a September 15, 2000 building permit. In 2002, the County granted a Special Use Permit to approve a Resort on this property. The Resort was approved by Resolution 2002-20. It was approved for five bedrooms total, with four of the bedrooms being in the existing house, and the fifth bedroom in this space above the garage. Under the Resort configuration, this space above the garage was to be a separate self-contained dwelling unit. By granting this proposed Conditional Use Permit, the County would officially rescind the Special Use Permit which permitted the resort (currently somewhat in limbo), and make it official that the existing four-bedroom house and office/studio space above the garage constitute one single-family dwelling. The most recent land use approval regarding this property took place in 2003, when Resolution 2003-75 created the Park Subdivision, separating the existing 6.89 acre property into a 4.28 acre Lot 1A, which was purchased in 2006 by Heidi McGuire and Charles Knuth, and the 2.61 acre Lot I B, which belongs to Michael Lake, and has a small cabin on it. Specifications of Proposed Use The office/studio would consist of one large room with a utility sink, one powder room (toilet and sink), a storage closet and a deck. The space has its own entrance via the existing exterior stairs. (As part of the construction project, Heidi and Charles plan to add a workshop and third bay onto the existing garage, although this is unrelated to the Conditional Use Permit.) The nature of Heidi and Charles' business - event production & corporate theatre - is such that preparatory work is done from their home office via phone, fax, Internet and email and then Heidi and Charles travel to the location of the event or show for the actual production. There are no employees. There is no customer, employee, vendor, supplier, inventory or shipping traffic. They will simply be moving what they currently do in their home to the space above the garage. Utilities, Access and Neighborly Design (1) Water and sewer lines extend from the existing well and ISDS systems to within 2 feet of the garage and were designed to be extended easily into the garage building. Because the well and septic system were built to be adequate to serve the five -bedroom resort (see attached 2001 ISDS permit, and March 7, 2008 letter from Paul Rutledge of Sopris Engineering), and the intended Conditional Use adds no load, the current system is adequate to serve the proposed office/studio/powder room configuration. Well information is also attached, including a water quality testing report dated July 10, 2003. (2) The nature of the business to be conducted does not require additional traffic or deliveries thereby does not adversely affect existing driveway access serving the four existing homes at 1213, 1215, 1217 and 1219 County Road 112.
